"Policy of Joint Responsibility" was adopted in Cheng-du City to Control Falun Gong practitioners

In Chengdu City, all departments and residence committees started to use "policy of joint responsibility" to control Falun Gong practitioners. An official in the environment protection bureau of Chengdu was removed from his position because his wife went to Beijing to appeal. An official in Mianyang City was removed from his post because his wife went to Beijing to appeal. Some officials have also been suspended or removed from their work because they were not able to prevent Falun Gong practitioners from going to Beijing to appeal.

Falun Gong practitioner Zhang Ai-li was arrested because she read Zhuan Falun (the main text of Falun Gong) in the transformation class. Zhang Ya-qun was given a sentence of a year and a half forced labor without trial. She went to Beijing to appeal, and she was detained after wards. After she was released, she was again arrested when she was watching the video of "Jesus" at Wang Kai's home. Wang Kai and Wang Shi-lin were sent to forced labor camps because they had gone to Beijing to appeal. Zhang Hui-fang was dismissed from the communist party as well as her work; her apartment was also confiscated because she continued to practice Falun Gong. She was under home arrest near the police station.
