1. Deputy head Chen Guiqing is in her fifties. Her phone numbers: 86-451-82412172, 86-451-82424014, 86-451-82424046

Since November 2002, she has led a long-term cruel persecution against Falun Dafa practitioners. She threatened in a brainwashing session, "Anyone who refuses to reform will be given jail sentences!" She told the police officers to lock all the practitioners who refuse to recite the "rehab center rules" or who refuse to write the "three statements" [statements renouncing Falun Gong, promising not to practice, appeal, or associate with practitioners] into the basement, a warehouse or in a single cell. These practitioners were also forced to squat for a long time. The practitioners were handcuffed to metal racks. They were not allowed to sleep or use the toilet. The food supply is purposefully meager. With Chen's direction, police even sealed practitioners' mouth with adhesive tape and shaved half of their heads to humiliate them. The practitioners were also forced to sit in water for a long time. The police additionally soaked practitioners with water and shocked them with electric batons. Typically, these tortures lasted from several (24 hour) days to over a dozen (24 hour) days.

Chen herself sometimes stayed at work for several days and didn't go home, even at night. She and a few other police officers would go to the basement and watch practitioners' suffering and reactions. They tried all possible methods to force the practitioners to renounce their beliefs. After some practitioners wrote "solemn declarations" to resume practicing Falun Gong, Chen could hardly hide her hatred towards them. She ordered the Middle Group leader Li Quanming to take "harsh action" to force the practitioners to reform.

Under her direction, determined Dafa practitioner Ms. Li Hongxia was handcuffed to warehouse racks for seven days and nights straight. Li Hongxia did not return to her own cell until over a dozen days later. Chen Guiqing is good at deceiving practitioners with her hypocrisy. Once, after Wang Guixiang was tortured with prolonged squatting, water drenching and electric shock, Chen offered to give her some medicine.

Several other practitioners once were forced to squat for six days and nights. After the torture, Chen showed up with a sympathetic look, ordering the police to release them from the racks and sent them to their cells for a short rest before the next round of harassment, when the collaborators [former Falun Gong practitioners who have renounced their practice due to brainwashing and torture and assist in persecuting practitioners to protect themselves] forced the practitioners to watch "brainwashing" videos. If the practitioners still refused to compromise after the video show, Chen immediately sent them back to the small cells to continue squatting. Once, when several practitioners refused to do hard labor, she cut their meal rations to only one per day, with very little food. After two weeks she chained these practitioners to the restroom water pipes for several days and nights.

2. Ning Lixin, the political head of the rehab center, is in her 30's. Since November 2002, she has actively participated in a persecution plan against Falun Gong practitioners. Her main job was to run the brainwashing class. She led the research and investigation into practitioners' personal backgrounds, their thoughts and concerns. She masterminded plots and tactics to shake Falun Gong practitioners' belief. In 2002, after the brainwashing session, she stopped at every cell with the "Rehab Center Rules" in her hand, ordering each practitioner to recite the "rules." Anyone who refused was immediately taken to the basement by Ning herself and by two other policewomen. They stripped the practitioners' of their clothes and forced them to squat while handcuffed to the metal racks. Dinner was skipped. In the afternoon of the next day, Ning came to force the practitioners to write the "three statements." In the evening she ordered the police to carry the practitioners who could not stand up due to prolonged squatting in a small and dark cell in the basement for torture. Sounds of violent torture and painful cries could be heard outside.

Once, when a practitioner had been tortured so severely that it was difficult for the practitioner to bear it, Ning told her that her father had passed away. In fact, the death occurred some time ago but the police had withheld the information. Ning chose to tell the news at the practitioner's most agonizing time, just to worsen her pain.

In practitioner Li Hongxia's absence, Ning Lixin faked the signature on a "denunciation statement" with Li Hongxia's name and used it to mislead other practitioners.

Whenever the provincial TV produced programs that insulted Dafa, or when they echoed CCTV's lies, she would select some collaborators to show up in interviews to help defame Falun Gong. She also initiated a broadcasting system, installing a speaker into every cell to broadcast lies three times a day.

3. An official named Yang is in his fifties. He is a section head in charge of administrative affairs. His job is to decide sentence extensions or reductions. In November 2002, during a brainwashing session, he read a document that said, "Those who refuse to transform will be subjected to an extended forced labor term." In addition, he shamelessly whitewashed the practices of torture and brainwashing. He was quite proud of the evil crimes he and other police had committed. He often bragged to practitioners' employers, "We used force on these women."
   
4. Zhang Ping was a female division head in her forties. In March 2001, she arranged for the notorious political "Science Academy Member" He Zuoxiu to brainwash the practitioners. On April 25, 2001, Zhang organized a so-called free medical clinic to attack Dafa and fool the people. She also invited a political liar named Zhang Jixian from Harbin Normal University to give a lecture to slander Falun Gong. She forced everyone to buy three books written by some collaborators from Changchun City who attempted to damage Dafa. She forced practitioners to read them every day.

In the spring of 2001, she sent several collaborators to the Daqing City Detention Center to help the evildoers to brainwash the practitioners there. Before the Chinese New Year in 2002, in order to improve the so-called "reform rate," she brought in a collaborator named Li Yingxu (a 38-year-old woman, a native of Hegang City) from the Mudanjiang City Detention Center to assist her to do brainwashing. Whenever steadfast Dafa practitioners took righteous actions, such as hunger strikes to protest the persecution, refusing hard labor, refusing to shout a number in the team lineup, refusing to greet the guards and went on hunger strikes to protest the police for taking away Master's lectures, the rehab center immediately imposed a "strict rule." At the same time, Zhang Ping would bring in collaborator Li Yingxu. Li was quite gung-ho in twisting the facts and slandering Dafa. Li once worked with Ning Lixin to arrange for the collaborators to put on a show to tell lies for the media. Because of her "achievement' in persecuting the practitioners, Li Yingxu received a reward in 2001.

5. Niu Xiaoyun is a deputy political head in her thirties. In 2002 she was promoted from forced labor clerk to her current job. Niu Xiaoyun followed the evildoers' brainwashing policy. She locked up Dafa practitioner Ms. Gao Shuyan in a fourth floor storage cell for nearly ten days and nights, forcing her to squat constantly. She also put blindfolds on practitioners Wang Guixiang, Ding Hongjuan, Sun Xiumin and Hao Xiuzhi and took them to second floor small cells to squat, after they had squatted on the fourth floor for days. She also filled out the "sentence extension" forms for Dafa practitioners Wang, Ding and Sun. During a brainwashing class, Niu walked back and forth with an electric baton in her hand, forcing the practitioners to watch the slandering videos.
6. Li Quanming, in her forties, is the deputy division head in charge of the Second Middle Group. She violated practitioners who refused to recite the "rules" and those who refused to write the "three statements." This woman let criminal inmates shave more than 40 practitioners' heads to make them look like so-called "ghost heads" (half shaved). She imposed harsh measures to punish practitioners who wrote "solemn declarations," forcing them to squat for days and nights. She forced several practitioners who refused to give in to sit on metal chairs for 11 days and nights. She also did force feeding on hunger strikers. Some practitioners were forced to squat after being on the metal chair for eight days and nights.
7. Zhao Wei was a policewoman in her thirties and a deputy team leader in charge of the First Middle Group in the Harbin City Female Drug Rehab Center. She actively pushed a "strict restriction" in the rehab center. For example, she forced practitioners to "sit on a small stool" for days and nights. Even on Sunday they were not allowed to rest in bed. She forced all detainees to memorize so the called "Rehab Center Rules;" she decided that when she called a name, the person has to answer "here" while stepping forward. She forced practitioners to engage in so called "deep exposure and harsh criticism" against Falun Gong. She used electric batons to shock practitioner Tang Zengye from Daqing City on her face in order to make her cease her hunger strike. When some practitioners published their "solemn declarations" to declare their faith, she pushed them into the basement and tortured them.
8. Bai Yukun is a policewoman in her forties. She often verbally abused Dafa practitioners. She also took advantage of some Falun Gong practitioners' family conflicts and situations, pressuring, threatening and bribing people. Furthermore, she taught younger police officers how to torture practitioners. She made suggestions to the rehab center management, urging them to "use violence." Bai Yukun also forced practitioners to write the "guarantee letters." If they refused, the police would not stop torturing them. She forced criminal inmates to monitor the tortured practitioners day and night. This woman deliberately invoked hatred against practitioners among criminal inmates by disturbing their normal schedule.
9. Wang Bing is a policewoman in her twenties. She actively participated in persecuting Dafa practitioners, specializing in mental torment. She shamelessly lectures practitioners on the so-called "rule of law." At the end of each brainwashing class she would force practitioners to do "homework." She also forced practitioners to watch videotapes that defame Falun Dafa. Practitioners are not allowed to look away or close their eyes. Wang locked up some practitioners in small cells and prohibited them from going to the toilet. To punish the practitioners who held a hunger strike and those who refused to do assigned work, she deprived them of sleep. She often encouraged criminal inmates to torture practitioners. She also sifted through practitioners' belongings and conducted body searches to find evidence to persecute practitioners.
10. Wang Limei is a policewoman in her forties. In 2002, she was promoted to deputy head for Second Middle Group due to her participation in persecuting Falun Gong. She used "food" and "sentence reduction" to entice criminal inmates Ma Yufang and Zhang Shuling to become her accomplices. She told Ma and Zhang to sit on top of practitioner Zhang Guixiang to administer force-feeding. In the winter of 2002, she threw punches and kicks at practitioners; threw marbles in their faces, eyes, ears and necks; forced practitioners to carry a small stool on their head; pinched their underarms and poured cold water onto their clothes. She often does body searches without warning. This woman also kicked practitioners who were locked in the basement and cursed those practitioners who wrote a "solemn declaration." Dafa practitioners who refused to take drugs were not permitted to sleep. Even when hunger strikers were too weak to stand, she still refused to let them lay in bed. She beat up inmate Jiao Hong because she suspected that Jiao sympathized with Falun Gong practitioners.
11. Zhang Yushu is a policewoman in her forties. She is a deputy leader in the First Middle Group. In the winter of 2002, she coerced those who were forced to write the "Three Statements" to attend a "deeply expose and harsh criticism" session. She selected some slanderous articles written by collaborators and had them read over the broadcast system. She often sifts through practitioners' belongings and does body searches to find evidence to persecute practitioners.
12. Liu Zhujie is in her thirties. She is a deputy leader in Middle Group Two. This female used every opportunity to force Falun Gong practitioners to give up their cultivation. She distorted Master Li's articles, twists the facts and falsely claimed that she personally investigated some cases. Her aim is to confuse practitioners.
13. Tong Meiguang is in her forties. She was a deputy team leader in charge of the Third Middle Group. She changed jobs recently. To mislead practitioners, she distorted Master Li's article. She was active in recruiting collaborators and using them to spread lies. This woman strictly monitored those who resisted the persecution and had gone on hunger strikes and labor strikes. Moreover, she sent collaborator Li Yingxu to quite a few cells to humiliate, verbally abuse and attack determined Dafa practitioners.
14. Sun Baolian is in her twenties. She is the political head for the Middle Group One. In the winter of 2002, she brutally tortured practitioners who were caged in the basement, forcing them to remain standing and tying their hands and legs with a rope. Afterwards, practitioners could barely stand up, even for a short while. Many fell down. She also denied these practitioners toilet privileges.
15. Li Zhiguo is a policeman in his thirties. He used to work as a gatekeeper in the rehab center. In late 2002, he was transferred to the female team. In the winter of 2002, he actively participated in tortures against practitioners locked in the basement, warehouse and small cells. He used an electric baton to shock practitioners. He slapped their faces and threw marbles into Dafa practitioners' faces and eyes. He also forced practitioners to sit in water for a long time. His victims include Ma Xiuqin, Ding Hongjuan, Sun Xiumin and others.
16. Wei Qiang is a policeman in his twenties. In the winter of 2002, he came to the basement to shock the locked up practitioners on their necks with electric batons. He also kicked practitioners with his leather boots. At one time he picked up and dropped a practitioner to the floor. The practitioner was handcuffed to the metal cage and her hands were cut and bleeding. This man also coerced practitioner Tian Yulan from Daqing City to denounce Falun Dafa.
17. Song Zhiyu is a policeman in his thirties. In the winter of 2002, he abused several Dafa practitioners who were transferred to a dark room from the basement. He used a magazine formed into a cylinder to slap practitioners in the face.
18. Policeman Dong works in the female drug rehab center. He tried to intimidate practitioners.
19. Zhou Rui is a policewoman in her thirties. She used to work in the rehab center but was transferred in 2002. She made up some songs with derogatory lyrics to slander Falun Dafa.
20. He Qiuhong, Yu Miao and Feng Yuanhui are policewomen in their twenties. They were very active in imposing the humiliating "discipline enforcement." When practitioners tried to clarify the facts to them they refused to listen.
21. Wang Haiying is in her early twenties. She graduated from school in the summer of 2002 and joined the rehab center after passing the recruiting exam. Her job is to teach the brainwashing class with the aid of an evil textbook compiled by the Ministry of Justice. She analyzed and elaborated on every single topic that slandered Falun Dafa and its founder. She spared no effort to brainwash the practitioners.
22. Deng Yuelu is a policewoman in her thirties. She strongly opposed Falun Dafa and severely restricted practitioners by enforcing the so-called "rehab center rules." This woman also moved some practitioners from the First Middle Group One to the Second Group when she transferred to Second Group. Deng forced all detainees in her area of responsibility to memorize the "rehab center rules" and often checked for progress. When people could not memorize the "rules," she would issue a deadline for them to do it. Deng also forced everyone to write a brainwashing report.
