Accounts of Persecution Suffered by Falun Dafa Practitioners in Xinhuang (Tong Ethnic) Autonomous County, Hunan Province

June 2, 2004 |   By Falun Dafa practitioners in Xinhuang County, Hunan Province

(Clearwisdom.net) We are Falun Dafa practitioners in Xinhuang County, Hunan Province. We have suffered brutal persecution and suppression by Jiang and his followers just because we cultivate "Truthfulness-Compassion-Tolerance" and want to let people know that "Falun Dafa is good".

1. Persecution suffered by the couple Yang Xiuming and Wu Yundi because of their beliefs

Yang Xiuming and Wu Yundi were subjected to detention, forced labor, withheld salary, and more, because they've refused to give up Falun Gong. Their financial loss of about 50,000 yuan [500 Yuan is the average monthly income for an urban worker in China] has put their family in a difficult situation. Two children had to give up school because they could not afford it. Their 19-year-old daughter was forced to go out and earn a living; their son is home alone and sold the family's TV just to get by.

Yang Xiuming is a Falun Dafa practitioner working at the Xinhuang County Civil Administration Bureau. Because he insisted on continuing his cultivation, on November 1, 1999, Yao Benyou, the former secretary of the Politics and Law Committee, ordered police officer Wu Zukun of the Xinhuang County Politics and Security Section to lead people in an illegal search of Mr. Yang's home and confiscation of his property. Yang Xiuming was detained for 15 days and charged 150 yuan for living expenses. On December 5 of the same year, because Yang Xiuming and 19 other practitioners went to Beijing in support of Falun Dafa, he was taken back to the Xinhuang County Detention Center by Wu Zukun and Yang Jianjun. He was detained for one month, and 1000 yuan was taken from him. On December 22, he and the 19 other practitioners were taken to the stage of the Xihuang County Theatre for public denouncement while displaying signs that hung from their necks. Police officers Wu Zukun and Yang Jianjun extorted 2000 yuan from them without giving a receipt and then let them go.

On February 4, 2000, Yuan Xiuming and 14 other practitioners promoted Dafa at the Zhongshan Plaza in Xinhuang County. Wu Zukun and Yao Benyou called 110 [emergency police number] and took them to the Police Bureau. Thirteen of the practitioners were released the same day. Yang Xiuming was sentenced to one year of forced labor and sent to the Changsha City Xinkaipu Forced Labor Camp. Because he refused to give up his practice, Yang Xiuming's term was extended for one year. He was not released until January 21, 2001.

A fellow practitioner in Dalong Town, Yuping County, Guizhou Province confessed during a brainwashing session that Yang Xiuming delivered truth-clarifying materials to other practitioners in Yuping County and went to Dalong Town to hang up Falun Dafa banners. As a result, on August 4, 2003, Li Dongping, Captain of the Yuping County National Security Brigade, one of his subordinates, Captain Yao Benxin of the Xinhuang County National Security Brigade, Li Xinming of "610 Office", (1) Yao Jianlin (the driver), and a policeman from the "110" police service station, forcibly abducted Yang Xiuming from work at the Xinhuang County Civilian Administration Bureau. He was detained at the Yuping County Detention Center of Guizhou Province while they searched his home and confiscated his property. He is currently still detained and abused at the Yuping County Detention Center. In order to resist the persecution, he has been on a hunger strike for more than 20 days. Although he is on the verge of death, his hands are still cuffed behind the back, his feet are shackled, and he is being brutally force-fed. The head of the detention center and a guard said: "If you die, we'll just send you straight to cremation and won't let your family members see a trace of the evidence."

Wu Yundi is Yang Xiuming's wife. On February 4, 2000, she was arrested because she went to Zhongshan Plaza in Xinhuang County in support of Falun Dafa. She was released on the same day. In the morning of February 6, she ran into four fellow practitioners in Zhongshan Plaza and was arrested by Wu Zukun. She was detained for 15 days. Wu Zukun confiscated the 50 yuan that she carried, and she was fined 4000 yuan and charged 130 yuan for boarding expenses. At the beginning of July 2000, Wu Zukun ordered the "610 Office" and the local police station to arrest Wu Yundi and over ten other practitioners in the county. She was detained for 17 days and charged 170 yuan for living expenses. On July 20, Wu Yundi and the other practitioners were sent to the detention center again. They were detained for another 17 days and charged 170 yuan for living expenses. On September 27, She was sent to a brainwashing center. Since she exposed the persecution and spoke out for Falun Dafa, Wu Zukun, Yang Jianjun, Zeng Zhuqing and Cao Huiping sent her to the detention center, where she was detained for 49 days and charged 490 yuan for living expenses. On November 18, Wu Zukun, Yang Jianjun and Zeng Zhuqing sent her to a brainwashing session for advising others by sharing experiences in Huaihua City, Hunan Province. She was released the same day. On December 28, Wu Zukun and his accomplices forcibly sent her to the brainwashing session in Huaihua City. Because she refused to give up Falun Gong, on January 23, 2001, Wu Zukun and his accomplices took her out of the brainwashing class and sent her to the Xinhuang County Detention Center. She was detained for more than one month.

On June 29, 2001, Wu Yundi was detained by the "610 Office" for handing out materials that clarified the truth about Falun Gong. Because she continued to clarify the truth and resisted the persecution in prison, she and more than ten other practitioners were transferred to the detention center together. She was detained there for nine days and was not allowed to wash or rinse herself, and not allowed to wash the bowl that she ate out of. On July 9, she was sentenced to one and a half year's forced labor in Baimalong, Zhuzhou City, During the period of forced labor, her term was extended by more than four months because she went on a hunger strike to resist the persecution and insisted on practicing the exercises.

2. Zhang Shiliang, male, 55, was detained four times. His home was searched twice and he was sentenced to forced labor twice.

On the evening of December 27, 1999, Deputy Director Yang Jianjun of the Public Security Bureau, a member of the Political Security Section, and Wu Zukun from the "610 Office" took Zhang Shiliang from his home and detained him for two days. They extorted 1700 yuan from his family, plus 20 yuan for living expenses.

On February 9, 2000, Zhang Shiliang was arrested when he attended group practice in Zhongshan Plaza. On February 10, he was transferred to the detention center and tortured until he gave information. The 775 yuan cash that he carried was confiscated and the police extorted 2000 yuan cash from his family (both without receipt of payment). They released him on March 14.

On April 22, Zhang Shiliang was sentenced to one year of forced labor on a trumped up charge. Because of his poor health, his family paid 3000 yuan (with no receipt) again to get him released from the camp. The work unit only paid him the wage of 200 yuan per month. His personal rights were restricted: he had to go to the work unit to sign his name twice per day at 9 am and 3 pm. If he did not sign, he would be fired. He was not allowed to ask for leave to visit his relatives and friends. His work unit denied him bonus payments of 900 yuan in 1999 and hundreds of yuan in 2000.

In 2001, Zhang Shiliang wrote to the Party Central Committee to expose Jiang Zemin's crimes of defaming and persecuting Falun Gong. After this, Zhang Shiliang was targeted by the National Security and Public Security Bureaus. On August 6, his home was searched, his property was confiscated and he was arrested and sent to a forced labor camp. Since the physical examination taken at the labor camp showed that he suffered from hypertension and heart problems, the camp would not take him. Still, he was detained by the Xinhuang County " 610 Office" and the local Public Security for 77 days, and then sentenced to one year of forced labor outside of the camp.

On February 9, 2003, The Xinhuang County " 610 Office", the local " 610 Office" and the local public security bureau said someone had reported that Zhang Shiliang had hung Falun Dafa banners and put up posters in Bozhou, Taiyangshang, Xinglong, Laohuang County, Dawanluo and the Wuxiang Town of the Fajiatun County, Hunan Province. They used this as an excuse to search Zhang Shiliang's home, confiscate his property and arrest him. Although no evidence was found, they detained Zhang Shiliang for 17 days. The Xinhuang County "610 Office" also sent notice to him and his work unit, asking him to pay a 4000 yuan fine and 2000 yuan security deposit, and required his work unit to withdraw the money from his wages. Zhang Shiliang wrote to the work unit, with a message for the Xinhuang County Government, "If the work unit withdraws money for no valid reason, I request the County Government to dispatch someone to go to Beijing with me." Afraid that he would go to Beijing to appeal, the work unit did not withdraw the money.

Because Zhang Shiliang has insisted in maintaining his belief, his personal freedom has been restricted since July 20, 1999. He has been harassed, his wages decreased and his family members have suffered along with him.

At about 11 pm on October 2, 2002, Wu Zukun, the Director of the Town " 610 Office", suddenly went to the home of Zhang Shiliang's neighbor, Yao Xinfang, and tried to call "110" to ask the police to arrest Zhang. Since the call did not go through, Wu Zukun rushed into Zhang's home to search it and arrested him. He threatened: "The County dispatched 10 people to trace you. As long as the "610 Office" stamps the document, I can send you into jail immediately. Your daughter will be discharged from her work unit and your son will be expelled from school. We'll just see how long you can hold onto your belief."

At about 11 pm of December 16, 2003, Wu Zukun rushed into his home again and threatened: "I am the director of the "610 Office". I am in charge of arresting Falun Gong practitioners. I'm here to arrest you." The County Government forced his work unit to talk to him many times in an attempt to brainwash him. There is record of more than twenty of these attempts. As he was illegally sentenced to forced labor, his normal wage increase was cancelled for several years in succession, causing more than 10,000 yuan in economic loss. His daughter was implicated, and she could not get a permanent position at her job. Three years have passed, but she is still a temporary employee.

3. Gan Qiaoying has suffered persecution since 1999, resulting in the breakup of her family.

In December 1999, Gan Qiaoying was arrested for going Beijing to appeal for Falun Gong. At the liaison office in Beijing, the 80 yuan in cash that she carried was confiscated with no receipt given. She was taken back to her hometown and detained in the Xinhuang County Detention Center. Wu Zukun ordered: "Do not allow her to sleep!" Zeng Zhuqing stood by her side, harassing and intimidating her. She was detained for one month and charged 410 yuan for board, plus 260 yuan for living expenses.

On July 28, 2000, she went to Beijing to appeal for the second time. She was detained for 15 days and fined 7000 yuan. On September 7, the "610 Office" deceived her and sent her to a brainwashing center for 49 days. Under the pressure of this persecution, her husband was forced to divorce her.

On January 5, 2001 of the lunar calendar, because she attended group practice in Zhongshan Plaza, she was detained for 15 days and charged 410 yuan for board. Her work unit withdrew 600 yuan from her wages for no reason. In Spring 2001, she was arrested for sending out materials exposing the illegal persecution. The county "610 Office" detained her in the Huihua Brainwashing Center and then sent her to the County Detention Center. In the detention center, policeman Yang ordered criminals to beat her. Captain Huang Changhua kicked her brutally, leaving her badly bruised. On March 23, she was sentenced to one and a half years of forced labor. After that, her work unit stopped paying her wages and only paid 200 yuan per month for living expenses. During the 16th National Party Congress, she was sent to a brainwashing session again for 15 days, where she practiced the exercises. The guards at the brainwashing session extorted 6000 yuan from her.

On September 17, 2003, she was arrested when she went to the countryside to distribute materials clarifying the truth about Falun Gong. She was detained in the County Detention Center, handcuffed and shackled, and sent to the forced labor camp again. Since she did not pass the physical examination, the camp refused to admit her, and she went back to work. However, the "610 Office" ordered her work unit to cut her wages by 20%.

4. Shen Jinlian was detained by the County "610 Office" for 17 days because she went to Beijing for appeal on December 5, 1999. 2472.3 yuan in cash was confiscated with a receipt.

On September 27, 2000, members of the County "610 Office" forced her to attend a brainwashing session held by the county government. They forced her to listen to tapes and watch videos defaming Falun Dafa. When they tried to force her to write a statement guaranteeing that she would stop practicing Falun Dafa, she wrote down "I am firmly cultivating Truthfulness-Compassion-Tolerance, being a good person". That afternoon, she was detained in the County Detention Center. She went on a hunger strike for five days, after which she was released.

In the evening of June 29, 2001, two persons from the Public Security Bureau burst into her home and took her and 14 other Falun Dafa practitioners to the detention center. She was sentenced to one and a half year's forced labor. On July 8, 2001, she was sent to the Zhuzhou City Baimalong Forced Labor Camp. Since she did not pass the physical examination, she was sent back. The "610 Office" extorted 4000 yuan from her family for her release. Her family had no money, and her work unit was not willing to pay the money (The "610 Office" had already taken 500 yuan from her work unit out of her July wages as reimbursement for the traveling expense of sending her to the camp). Her daughter borrowed 3300 yuan to pay the illegal fine, but did not receive a receipt of payment. Wu Zukun and the "610 Office" also ordered her work unit to cut her wages to just 200 yuan per month for living expenses during her term of forced labor.

5. Yao Cuiping was arrested and fined on a trumped up charge

In December 1999, because Yao Cuiping went to Beijing for appeal, she was handcuffed by the County "610 Office", taken back to her hometown and detained in the County Detention Center. She was interrogated by Yao Benyou (the former secretary of the County Politics and Legal Committee), Yang Zhankun, Yang Jianjun, Zhang Zikun (the deputy bailiff), Wu Zukun, Zeng Zhuqing, head of the local police station, Peng, Tian Jiangshan, and others. They said they would completely ruin her economically. They extorted 4000 yuan from her using all kinds of excuses. Yang Zhankun led more than 20 people in three police vehicles to burst into her home and take the money. They threatened: "If we don't get the money, we will destroy the house." On the train back from Beijing, Guard Yao and another official manipulated other passengers to give them tickets to use for themselves so that they could profit from the reimbursement.

In April 2000, when Yao Cuiping and other practitioners were chatting at the farmer's market, Wu Zukun and Zeng Zhuqing called in the local police and the "110" police to arrest her. They fabricated a charge, detained her for 15 days, and fined her 150 yuan. In July 2000, local police chief Peng and his accomplices abducted her from her home, detained her for another 15 days and fined her 150 yuan again. In September 2000, Yao Cuiping was sent to a brainwashing session, where she was pressured to make a declaration that she would stop practicing. Because she did not cooperate, she was detained in the detention center for up to 60 days on four arrest warrants for various fabricated excuses. Wu Zukun, Zeng Zhuqing, Yang Zhankun, Wu Jikun and Tian Jiangshan interrogated her many times. In the evening of June 29, 2001, Secretary Jiang of the Town Politics and Law Committee and a police officer went to her home and sent her to the County Detention Center; and later arrested 13 other practitioners. On July 9, the notice of forced labor was delivered. All of the 14 practitioners resisted being sent to the forced labor camp together: they shut the iron door of the cell and pushed up against the door together with their bodies. Huang Zhanghua (the brigade captain of the detention center), Wu Zukun, Yao Benxing and Zeng Zhuqing had more than 20 armed policemen break down the door. The practitioners were knocked down and Luo Juyun was injured. The policemen rushed in together, and punched and kicked the practitioners. They held the practitioners down to the floor, tied them up, threw them into police vehicles and sent them to the detention center.

6. Liu Yuhong was illegally detained five times in four years, lost more than 1000 yuan in extorted boarding expense and fines, causing a total of nearly 20,000 yuan direct economic loss.

In October 1999, Liu Yuhong and other practitioners went to Beijing to appeal. Someone reported her, and she was arrested by Wu Zukun, Yang Jianjun and their accomplices. They confiscated the 600 yuan in cash that she carried (with no receipt). After she was detained for 17 days, she was forced to wear a humiliating banner hung from her neck and led to the stage of the County Theatre, where she was publicly denounced.

In November 2000, Liu Yuhong was beaten by police in Tiananmen Square when she went to Beijing to appeal for the second time. After she was detained in Beijing for a week, Yang Jianjun, the former director of the Public Security Bureau, led policemen to take her back to the local police station and detained her for more than 40 days. Officials extorted 7000 yuan from her and confiscated the 70 yuan she was carrying. During this detention, Yao Benyou, Yang Qinglin, Zeng Zhuqing, Cao Huiping, Yao Chunju, Yang Jine, Wu Zhukun, Yang Jianjun and others invited reporters from the County Education TV Station to bring a video camera. They tried to coerce Dafa practitioners to defame Falun Dafa's Teacher and Falun Dafa according to the content they drafted. They threatened practitioners with forced labor camp if they did not cooperate.

On the evening of June 29, 2001, Cao Huiping and a policeman tried to trick Liu Hongyu into opening the door, but she did not cooperate. Soon, eight or nine people came, and Zeng Zhuqing kicked the door down. Four or five people dragged her out of bed and detained her in the detention center. Her husband, a decorated disabled soldier, could only lie on the bed and watch helplessly as this gang abducted his wife.

7. Luo Juyun was detained four times in four years and sent to forced labor camp once.

In February 2000, Liu Juyun was illegally detained for 15 days because she attended group practice. Every day, she paid 10 yuan as a boarding expense. After the term was up, Yang Zaikun led more than ten people to escort her back home, and told her and her family: "We will fine you 4000 yuan. If you don't pay, we will search your home and confiscate your property!" They ended up taking 3000 yuan in cash. Five days later, two policemen tricked her into going to the Public Security Bureau and claimed that she had disturbed public order. She was detained for another 15 days. One night on July 2000, she and one of her friends were walking on the street, and Wu Zukun and Zeng Zhuqing detained her for 15 days without any reason.

On the evening of June 29, 2001, she was in a theatre when Ou Zhili, Wu Jikun and six others pushed her into a police vehicle and sent her to jail. More than 10 practitioners were arrested that night. After a body search, she was detained in a cell of only a few square meters. She was not allowed to sleep or shower. The next day, she and other practitioners who had been arrested the previous night were sent to the detention center. In the detention center, they did not have drinking water and had to use the same wash-water for six days in the heat of July. On July 8, policeman Wang called in more than 30 armed policemen to tie the hands of the more than 10 practitioners to their backs, push them into a police vehicle and send them to the Zhuzhou Baimalong Forced Labor Camp. No food or water was provided in transport. When they arrived at the camp, Luo Juyun was already on the verge of death from the physical abuse she had suffered. The camp was afraid that she might die there and dared not accept her. Yang Jianjun and Yao Benxin led the policemen of the "610 Office" to take her back to Xinhuang, where they detained her in the detention center. They forced her family to pay a 5000-yuan deposit (with no receipt) and then released her.

8. Other instances of persecution against Falun Gong practitioners

Yin Guiying is a Falun Dafa practitioner employed at the County Farming Machine Bureau. In December 1999, she went to Beijing to appeal for Falun Gong and was intercepted on the way and returned home. The 760 yuan cash she carried was confiscated with no receipt of payment. During an illegal interrogation, Wu Zukun pounded on the table and said: "I see you are too old. Otherwise, I would beat you to death." She was detained for 17 days. She and 19 other practitioners who went to appeal with her were forced to wear humiliating black plates and led through the County Convention to face public denouncement. The officials coerced the practitioners' families to pay 2000 yuan for each practitioner before they released them. In the afternoon of the Chinese New Year's Eve in 2000, she and another practitioner shared their experiences in Zhongshan Plaza. She was arrested and held for a 2000 yuan ransom. Since she did not pay, Zeng Zhuqing went to her work unit and, in front of one of the leaders of her work unit, took her pension bankbook. They then took her to the Public Security Bureau and detained her for 15 days.

In July 2000, Yin Guiying went to Beijing to appeal again and was arrested. She was transferred from Beijing to the County Public Security Bureau, where she was detained for 15 days and had 7000 yuan extorted from her. In November, because she distributed truth-clarifying materials, she was detained at the County Detention Center. During the detention term, she was sent to the Huaihua Brainwashing Center to suffer one month of completely confined mental persecution. Because she would not write the guarantee to stop practicing, she was sentenced to one year of forced labor. In March 2001, she was sent to the Zhuzhou Baimalong Forced Labor Camp. In the camp, she was forced to sit on a small wooden stool every day, and listen to tapes and watch videos defaming Dafa. Two persons shared a bed with the width of 70 cm. Under the brutal dual persecution of body and mind, Yin Guiying was coerced to renounce her belief, after which she couldn't stop crying in anguish.

Luo Jufeng has a produce business, and he is known for being honest and kindhearted. He is well respected by other businessmen and customers alike. In June 2003, he went to Yushi Town to let people know about Falun Dafa, and was turned in. The police arrested him and sentenced him to forced labor for a second time.

Gan Fu is a retired teacher in his 70s. In 1996, Gan Fu began to cultivate in Falun Dafa. Since then, he has had good health. After Jiang Zemin began the illegal suppression of Falun Gong on July 20, 1999, the dual pressure from the work unit and family made Gan Fu stop practicing Falun Gong. Still, he knew deep down that Falun Dafa was good and wanted to continue cultivation, but he was afraid of being arrested and sent to jail, or that his work unit would withhold his wages and his family would fall apart. He was terribly distressed and passed away in the beginning of 2004.

Practitioner Yang lives in Chaping Town, Xinhuang County. He was arrested for distributing truth-clarification materials in May 2001. Wu Zukun threatened him and said: "For doing this, you could be imprisoned, but instead I'll just fine you 3000 yuan to settle this thing." He paid but was not given a receipt. One month later, the personnel of the County "610 Office", accompanied by eight or nine people from Chaping Town Government, rushed into his home. The leader of the "610 Office" said: "It was the Public Security Bureau that fined you last time. We still need to fine you 4000 yuan, and we will provide a receipt." Then Yang Zunru, in charge of the Caiping Town Government, added: "The Town Government also needs to fine you 1000 yuan." In total, the Public Security, the "610 Office" and the Town Government together extorted 8000 yuan from him.

Ms. Yang Dongri is 61 years old. Before practicing Falun Gong, she suffered from severe cerebral vascular sclerosis, bronchitis, gastric diseases, gallstone, rheumatism, and other ailments. After practicing Falun Gong and conducting herself according to "Truthfulness-Compassion-Tolerance", her diseases disappeared.

After the persecution began on July 20, 1999, she and 19 other practitioners went to Beijing to appeal in December 1999. She was arrested on the way and detained for 15 days. In the County Detention Center, Wu Zukun led the police from the Public Security Bureau and the "610 Office" to punch and kick her. They handcuffed her and confiscated 1070 yuan from her (All of practitioners' money was confiscated). She was fined an additional 1000 yuan and pressured to write a guarantee letter to give up Falun Gong. Before the Chinese New Year of 2001, two policemen rushed into her home, abducted her and detained her for 15 days with no just cause. In May of the same year, she was again abducted and detained in the County Detention Center for no reason. Later, she was sent to the Zhuzhou Baimalong Forced Labor Camp for one year. In the camp, she suffered inhuman tortures that attempted to turn her against Dafa.

Hu Linhong is a Falun Dafa practitioner in Dadongping Village, Fangjiadun Town. Of the four members in his family, three practice Falun Gong. Since he firmly follows "Truthfulness, Compassion, Tolerance", and exposes the lies and persecution, he was detained six times in four years and sent to forced labor for two years. He was subjected to extortion many times. When he went to Beijing to appeal for Falun Gong on December 25, 1999, he was detained and 8700 yuan in cash was extorted from him. Because of the persecution, the family's savings were totally depleted and he had no means to live. His daughter, Hu Xuewen (a Dafa practitioner), was forced to quit her studies. Others from same village were also persecuted: Zhang Xueping was detained twice and fined 2180 yuan; Hu Xiuzhen was detained once and fined 2150 yuan; Hu Jianjun was detained once and fined 150 yuan. (The persons in charge of this village are Pu, Gong Juying, Tian Xiangshan, Hu Linsheng, Hu Hechang, Hu Changshan, and Chen Juhua).

Long Zhilan went to Beijing to appeal for Falun Dafa in the beginning of January 2001. Yang Jianjun (the former deputy director of the Public Security Bureau) and Zeng Zhuqing (the former director of the "610 Office") took her back to her hometown, detained her for a month, and fined her 7000 yuan, which was deducted from her wages. From 2001 until now, she has not received any living expenses. At about 10 pm of June 29, 2001, Yao Chunju from the "610 Office" tricked her to the detention center and held her again. In the detention center, the practitioners resisted the persecution. The next day, former member of the Public Security Politics and Security Section Yao had more than ten policemen from the "110" police service station forcibly detain her and the practitioners who were arrested with her. In the detention center, because they continued resisting the persecution, the authorities stopped providing water for 7 days and did not allow them to even rinse their mouths. On July 9, she was detained and persecuted in the forced labor camp. The practitioners were forced to share the travel expense of being escorted to the forced labor camp. Every practitioner paid 500 yuan. In January 2002, Wu Zukun, Zeng Zhuqing and Yao Jianlin (the driver) went to Baimalong, Zhuzhou City for a business trip. All of the expenses were charged to Long Zhilan and directly withdrawn through her wages.

The above are just some of the cases of Falun Dafa practitioners in Xinhuang County and their families suffering from the persecution. The units of Xihuang County directly responsible for the persecution of Falun Dafa practitioners are the Public Security Branch of the County Public Security and the "610 Office".
