On February 28, 2004, a mass arrest of Falun Dafa practitioners throughout Handian Town and Shuangcheng City were conducted by the Handian Town Police Station and the Shuangcheng City Police Department of Heilongjiang Province.

On the afternoon of February 28, a dozen people, including policemen Sui Guangcheng, Yu Zhanjun, and Secretary of the Political and Judicial Commission Sun Jihua, drove three cars into all surrounding villages that have Falun Dafa practitioners. They searched the houses of suspected practitioners looking for Falun Dafa books, and materials about the persecution of Falun Dafa, forcing anyone who had Falun Dafa banners, CDs, or fliers to go to a forced labor camp.

Mr. Liu Quanguo, 45, is a villager of Qian Sanjiazi Village, Handian Town. On the afternoon of February 28, the village security officer, Yu Zhanming, brought policemen from the Handian Town Police Station and the Shuangcheng Police Department to Mr. Liu's house. They questioned him about whether he would continue practicing Falun Dafa, and he said, "Yes." So they illegally forced him into a police vehicle. Afterward, they intended to search the house but were stopped by Mr. Liu's father. Mr. Liu was brutally beaten by policeman Sui Guangcheng at the Handian Town Police Station, then illegally detained at the Shuangcheng City Jail, and sentenced to three years forced labor in the name of disturbing the social order. He is currently detained at Harbing Changlingzi Forced Labor Camp.

Mr. Lang Huiling, who is over 50 years old, is a villager from Hongyue Village, Handian Town. On the afternoon of February 28, policemen from Handian Town Police Station and Shuangcheng City Police Department ransacked his home and confiscated his Falun Dafa books and related materials. Mr. Lang was illegally arrested and taken to the Handian Town Police Station. On the same day, he escaped by jumping off the second floor of the detention center, and he is now homeless in order to avoid further persecution. However, the police still harass his family from time to time.

Ms. Liu Guangzheng, who is in her 40s, is a villager from Handian Town. On the afternoon of February 28, policemen from Handian Town Police Station and Shuangcheng City Police Department confiscated Falun Dafa books from her house. Ms. Liu was illegally arrested and taken to the Shuangcheng City Detention Center. She protested by holding a hunger strike. For this she was savagely force-fed until her esophagus ruptured. Not until after medical treatment to repair her esophagus and the confirmation that she was at risk of dying if such abuse continued, was Liu released.

Mr. Wang Shujun, who is in his 30s, is a villager from Handian Town. On the afternoon of February 28, policemen from Handian Town Police Station and Shuangcheng City Police Department ransacked his home and confiscated his Falun Dafa books. Mr. Wang was illegally arrested and taken to the detention center of Shuangcheng City. There he was sentenced to three years of forced labor in the name of disturbing the social order. He is currently detained at the Harbing Changlingzi Forced Labor Camp.

Mr. Pei Tingjiu, 38, is a villager from Rongsheng Village, Handian Town. On the afternoon of February 28, a dozen policemen from Handian Town Police Station and Shuangcheng City Police Department searched his house. They intended to arrest him because they found a computer in his house. Persuaded by others that Mr. Pei was living with his only daughter, since his wife divorced him, they did not immediately arrest him. On March 25, policemen from Shuangcheng Police Department went to his house again. At that time, no one was home. They broke the door down, confiscated the computer, and had again intended to arrest Mr. Pei. Mr. Pei is now forced to be homeless to avoid further persecution.
