On July 2, 2003, Beijing Time 5:37 p.m., Xinhua Net (hosted by Xinhua News Agency) posted an article entitled "16 Beggars or Scrap Collectors* Poisoned, Suspect is a Falun Gong Practitioner--Police Successfully Cracked a Huge Spree of Serial Homicides by Poisoning in Zhejiang Province (http://www.zj.xinhuanet.com/2003-07/02/content_666441.html)." This article accused Falun Dafa practitioners of being involved in serial killings of beggars, and thus perpetuated Jiang and his regime's criminal attempts to frame Falun Dafa, while at the same time leaving to history obvious evidence of their deeds.

Xinhua News Agency Resolves the Case before the Criminal Investigation Concludes

The article by the Zhejiang branch of Xinhua News Agency said, "500 police officers have worked hard for the past five days and finally cracked the case yesterday, arresting serial killer Chen Fuzhao, who poisoned 14 beggars and scrap collectors." The strange part is that five hours earlier, on July 2, 2003, 10:31 a.m. Beijing time , Journalist Tang Zewen published an article in the Zhejiang City News Express entitled, "14 Beggars Have Now Died in Longgang Town, Zhejing Province, Seemingly from Poisoning." In his article, the case was described in detail, but no information about the killer was ever mentioned, except once: "According to eyewitness reports, at noon, a man riding a motorcycle passed a bottle of spring water to an old lady. This lady, who seemed to be a scrap collector, drank the water and fell to the ground soon after."

Obviously, people had no clue who committed the crime at the time the article was published. "Seemingly from Poisoning" was all the police knew. But Xinhua News Agency's article said that the police solved the puzzle the day before, which is self-contradictory.

In order to find out exactly if this case had been solved, we communicated with the local Cangnan County Party Propaganda Committee. A gentleman told us firmly that this case had not been solved yet, that no one said the killer was a Falun Dafa practitioner, and that local media had never reported on this case. He also said that 500 police officers were still working hard on the investigation, and many of his friends in the police system were joining the efforts.

To be doubly sure, we communicated with the Cangnan County Broadcasting and TV Administration Office. Mr. Fu told us that local media never reported this case, and no one said it was done by Falun Gong. He suggested that we contact the local News Center, but we were not able to make the contact.

Despite our careful investigation, we could not find any other independent sources that verified what Xinhua reported, but many local media in other regions quoted Xinhua Net's "news."

Officials Have Neglected Similar Cases, Which Means Attention to This One is Meant to Frame Falun Gong

Tang Zewen pointed out in his article that similar incidents have occurred before in Wenzhou City, Zhejiang Province. "There was also a huge spree of serial killings that targeted beggars and scrap collectors in Lucheng District, Wenzhou City, Zhejiang Province. We have received information stating that police arrested suspect Chen Yongfeng, who was convicted of killing ten scrap collectors, and chopping up nine bodies." Such an out of the ordinary case of serial killing, yet the government never paid much attention and the media never reported it, just because the victims were "garbage kings."

Despite the fact that this case had the same type of victims, that local police and Zhejiang Provincial Police Chief made statements to the contrary, and that this case had not been solved yet, Xinhua Net accused a Falun Dafa practitioner of being the killer, and influenced a lot of local media to quote Xinhua's report. This exposes a systematic and strong intent to slander Falun Dafa.

Xinhua Net Changes Its Reports, Revealing the Lies

We saw the article by the Zhejiang Branch of Xinhua Net at 5:37 p.m., but by 11 p.m., more than half of the article had been cut out. In addition, Tang Zewen's article, which was listed as a "Related Article," had been erased.

It is obvious that Tang's article was too different from Xinhua's. If the two were put together, it would be too easy for readers to find the loopholes. These actions by Xinhua Net were in reality revealing its lies.

Town Official Reveals Chen Fuzhao's True Identity

In order to investigate the killer Chen Fuzhao, we called the Longgang Town government in Cangnan County, Zhejiang Province. One official, who did not dare to reveal his name, first repeated Xinhua's lies when we asked about the identity of Chen Fuzhao, and said according to what he knew, Chen committed the killings because he practiced Falun Gong. When we told him Falun Dafa forbids killing, and pointed out that people who know Chen Fuzhao know he does not practice Falun Dafa, this official quickly changed his "conclusion," and said Chen Fuzhao is "mentally ill."

This case is similar to the one where "Fu Yuban killed his father and wife," in that both killers are mentally ill, but were labeled Falun Dafa practitioners by the government, so they could be used in the propaganda.

The Article Shows That Neither the Author Nor the Killer Understand Falun Dafa

In order to show that the killer is a Falun Dafa practitioner, the Xinhua article said, "According to the killer's confession, beggars and scrap collectors are the highest level human beings; killing beggars or scrap collectors is beneficial to cultivating 'Falun Dafa.' The purpose of his poisoning people was to upgrade gong during cultivation."

If beggars and scrap collectors are truly like what the above article said, and belong to the highest level, then joining beggars would be what upgrades levels. The point made about the purpose of his poisoning people being "to upgrade gong during cultivation," exposes that the author and the confessor are fabricating lies by following someone's incorrect instructions. The cultivation method in Falun Dafa is very simple, easy to learn, and unchangeable. What is upgraded is moral character and virtue. There is no such thing as "upgrading gong." These statements are completely ridiculous to a true Falun Dafa practitioner.

Cultivation is supernormal, with profound meaning and remote historical origins. Limited by space, we are not going to talk much about the strict requirements of cultivation. Simply by observing the actions of Xinhua Net's Zhejiang branch in reporting the "news," we can be sure that this is another rushed and orchestrated frame-up job full of flaws.

Impression After Investigations

  1. The serial killing of beggars and scrap collectors in Longgang Town, Cangnan County, Zhejiang Province is very similar to the Chen Yongfeng case in Wenzhou City, Zhejiang Province, which was solved on May 24. They both targeted beggars and scrap collectors, and involved cruel means and serial killing. The only difference is that the Chen Yongfeng case was hardly noticed.
  2. After the Chen Yongfeng case, seven more beggars and scrap collectors from other provinces died abnormally in Zhejiang Province, but no one paid attention at any of the government offices.
  3. During half a day on June 26, 2003, another seven beggars and scrap collectors died from rat poison in Zhejiang Province. 500 police officers investigated for five whole days, but only obtained a little information, which was not enough to crack the case.
  4. While these cases had not been solved yet and the Head of the Provincial Police and Provincial Party Secretary were still paying full attention to the progress of the investigation of this case, and the local news and propaganda departments had not learned about the break in the case, Xinhua Net declared the case had been solved, and publicly stated that the killer is a mentally ill person who calls himself a Falun Dafa practitioner.
  5. Because the case's resolution was declared so suddenly, contradictory information appeared on the Zhejiang branch of Xinhua Net, which they had to edit out of the web page.
  6. Each branch of the local media repeated Xinhua Net, quoting its fabricated case report in order to fulfill the government's intentions to persecute Falun Dafa.

Investigation Conclusion

This is a case of framing orchestrated by higher levels of the government, rushed through and planned in order to continue to slander Falun Dafa under the soaring condemnation of China's human rights violations from the international community. They tried to deceive the public in the same way as in previous cases. Xinhua News Agency's bosses, Jiang and his followers, only care if these kinds of cases can be used to attack Falun Dafa--they never care about the sad deaths of those 14 beggars and scrap collectors, about the personal and societal factors causing these tragedies, or about who exactly the killer is.

*Scrap Collectors are people in China who often walk door to door to collect recyclable items from people, and then take them to places where they can be exchanged for cash.

On June 26 2003, there was a series of murder cases of beggars using poison in Cangnan Town, Wenzhou, Zhejiang. After media reported high-ranking officials including the Public Security Minister Zhou Yongkang and the Provincial Officials in Zhejiang gave instructions to these cases, on July 2, Xinhua News Agency carried an article by Lu Jin in which this case was said to be "done with an investigation" and it was "suspected that it was a Falun Gong follower." On Dec 30, 2003, the intermediate court in Wenzhou sentenced Chen to death. WOIPFG had opened this case on July 2, 2003, and released the initial finding on July 5th (http://www.upholdjustice.org/English.2/BeggarMurder_en_revised.pdf ). Our findings showed that this case may well be another excuse made up at the order of high ranking officials in the Public Security Ministry to try to justify the persecution of Falun Gong. After an investigation being conducted over the past six months, WOIPFG has obtained the following findings:

Family: "(We) brought him to see a doctor in a psychiatric hospital prior to the case."

Not long after the case was first reported, in the middle of July, WOIPFG contacted Chen Xibao, father of Chen Fuzhao. He said that Chen Fuzhao and his wife Yu Xiaoling had lived together with them at one point when their child was two months old. After the case Chen's wife returned to her own parent's place with the baby. "Before the case, (we had) taken (Chen Fuzhao) to Neian Psychiatric Hospital, where he received treatment for about half a month" Chen Xibao explained. "While eating, (he) would put his rice on the table and his eating utensils in the bowl. Also, when he was at home, he seldom spoke, unlike what was shown on TV. After the poisoning occurred there were about 500 policemen who came to Longgang Town to investigate. Everyone in town was asked to go to the police bureau for questioning. I was questioned too. After Fuzhao was taken for questioning (they) found out about the murder case." After Chen Fuzhao was arrested, police did not allow family members to see him. They came to know about the killing from TV.

Official at local Politics and Legal Committee: "I'm not sure if (he) was clear-minded or not when the case took place."

In August, 2003, one official at the local Politics and Legal Committee (in charge of the crackdown of Falun Gong), when questioned by WOIPFG, said that, "We're not sure if (Chen Fuzhao) was clear-minded or not when the case took place. What he said and did was contradictory to what's in (Falun Gong's) books. We also found it puzzling. This case was taken care of by a specialized working team."

People in Charge of a local Hospital: "Chen Fuzhao has mental problems."

On Bejing Time Jan. 3, 2004, one official who was in charge of a local hospital in Cangnan County told WOIPFG that he had known Chen for many years. "He (Chen) did have mental problems. He used to have them and did get better for a period of time. This time there was a relapse. He relapsed after several people beat him up...There were several factors for this. We knew each other before. He was very nice. Here the hospital did not let him make a living. This hospital was one of the factors. He worked in the hospital, but they wanted to fire him. So he opened up a clinic of his own and moved out. Later he spent 50,000 yuan to buy the Lupu Hospital, but after the purchase no profit was made. The employees inside (the hospital) actually beat him up. So this caused his mental illness to relapse."

"He was not well when he was in Longxin Hospital. He went to see doctors and relapsed quite often. According to some of our doctors' analysis, his parents were a factor as well. When he graduated from college (7~8 years ago), here in our area, we have arranged marriages, so the parents choose your spouse. His marriage was arranged this way. He did not like (her), and wanted to annul the (marriage) contract. But it had already been two or three years at the time, so he could not annul it. ... The second factor was due to the medical system. The system did not leave a way out for him. He graduated from college but they did not allow him to make a living. They did not assign him any task nor did anyone care about his living. Nobody cared." (Note: Chen's current wife Yu Xiaoling was found later, they were just married for two years.)

Another doctor who knew Chen told WOIPFG that, "Chen Fuzhao has had mental problem for a long time."

Reporter: "When Chen was interviewed, sometimes he was clear-minded and sometimes he was not."

One reporter who interviewed Chen told WOIPFG that when he was interviewed, "sometimes he was clear-minded and sometimes he was not." After the report was made [public], many people called and said that "Chen Fuzhao looked psychotic."

WOIPFG also found out that there were very few people who practiced Falun Gong in Cangnan County. There was only one who went out of town to do business, he never read any Falun Gong books and only learned twice the exercises, yet he was taken as a Falun Gong practitioner and sent for "re-education" or "reform class."

Within several months after the case took place, WOIPFG also got in touch with some law firms in Cangnan County. Some lawyers said they discussed this case and all thought that if the defendant was psychotic, he was not supposed to be sentenced to death. But Chen's case was very sensitive so there may be a different type of sentence result. Zhejiang Wenzhou intermediate court suddenly announced his death sentence on December, 30, 2003. The sentence not only violated Chinese laws, but was also suspected to have "killed off a witness," in the sense that Chen could have been questioned in order to further investigate the truth of the situation.

WOIPFG is expected to have new findings come out in the near future, including how local police, higher levels of police as well as state media were involved with this case. Please check our website frequently.

Evidence of all the abovementioned investigation findings, including writings, photos, recordings or videos, will be kept by WOIPFG and handed to legal entities if necessary. The witness' names will not be publicized for security reasons at present.

Designating Media to Fabricate News, Central Government and High Ranking Officials in Public Security Ministry Directly Manipulate the Case

On June 26, 2003, a series of cases of murdering beggars with poison was reported in Cangnan town, Wenzhou, Zhejiang. On July 2, after the media reported that some high-ranking officials including the Public Security Minister Zhou Yongkang and the provincial officials in Zhejiang issued guidelines to the cases, the Xinhua News Agency carried an article by Lu Jing.

Based on some farfetched reasons, the article claimed that the case had been solved and the "alleged suspect Chen Fuzhao is a Falun Gong follower". Afterwards, the Xinhua News Agency and Chinese Central Television (CCTV) carried further reports on this incident, putting Chen on national TV to spread the so-called "cultivation" theories that are completely contradictory to Falun Gong's teachings, thus launching another round of attacking and slandering of Falun Gong.

On December 30, 2003, the Intermediate Court in Wenzhou suddenly sentenced the suspect Chen Fuzhao to death. Due to the fact that there were many suspicious points and loopholes involved in this case, WOIPFG opened a special investigation on July 2, 2003 and released its initial findings on July 5, 2003 and a second investigation report on January 4, 2004.

The investigation result revealed that Chen Fuzhao is an intermittent psychotic. His father said that he had brought Chen to the Neian hospital in Zhejiang province for his mental illness prior to when the incident took place. The investigation results also showed that the Xinhua News Agency's reports conflicted with those from other media and were believed to be fabricated.

Based on facts and evidence, this report (Report III) discovered that:

1. The Xinhua News Agency, CCTV, and other "designated" media monopolized the news and blocked the information from all other media. At the same time, these "designated" media deliberately fabricated news. Some reporters under whose names articles were published did not participate in the interview, and many individuals whose names appeared in the reports said that they had never been interviewed.

2. The Public Security Ministry and the Central "610 Office" directly controlled this case behind the scenes. After the murder case occurred, high-ranking officials from Beijing and a central government department checked into a luxury hotel in Longgang and occupied more than 20 rooms. These members of the "special task team" from the central government did not leave Longgang on July 1, 2003, the day the murder case was allegedly resolved. Instead, they left on July 15 after all the "designated" media had published their stories.

3. Reporters from the Xinhua News Agency who participated in the reporting of this incident, and members of the "special task team" have all been promoted and transferred recently. For example, Zhang Zhiqi from the Xinhua News Agency was promoted to the deputy director position of the Interview Office. Chen Xuechao, former political instructor at the Longgang Public Security Station, was promoted to the chief of the criminal investigation team position in Cangnan county. Chen Yumin, former deputy director at the Longgang town public security station, was promoted to the deputy director general position of the Cangnan county public security station

Designating Media and Monopolizing Reporting

After the Xinhua News Agency claimed on July 2, 2003 that Falun Gong members were involved in the Zhejiang Beggar murder case, major media throughout China carried extensive coverage of the case, launching another round of media attacks slandering Falun Gong.

However, as shown in our investigation that although many media reprinted the story by the Xinhua News Agency, the permit to interview and report the case was tightly controlled by the Xinhua News Agency, CCTV and the Legal Daily. Shortly after the incident occurred and prior to July 2, there were two local media covering this case. Neither one linked the case to Falun Gong. However, after July 2, there was no local media coverage on this case any more, and the previous reports were deleted from their websites. From July 2 to July 15, the Xinhua News Agency, CCTV, and the Legal Daily dispatched reporters from Longgang Town to interview the suspect Chen Fuzhao, the police, Chen's family members as well as local people and fabricated the so-called theories of "reverse cultivation", "no truth, no compassion, no tolerance", and "ascending to a higher level by killing people" etc., which completely contradicted Falun Gong's teachings. The reporters who participated in the interview and fabricated reports include: Li Yuqiang from CCTV (note: Li Yuqiang is not a formal employee of CCTV. She was involved in a series of media stories slandering Falun Gong and was a key reporter in the "Self-immolation in Tiananmen Square" hoax), Zhang Qizhi from the Xinhua News Agency Zhejiang branch, Zheng Heping, head of the Xinhua News Agency's Wenzhou Office in Zhejiang, Wu Huanqing from the Xinhua News Agency (who reported the "Self-immolation in Tiananmen Square" hoax), and Li Xinhui from the Legal Daily.

A reporter who is close to the source told the investigator that there were strict guidelines on what to and what not to report, how and when to report this case, and the relevant government department directed all the moves.

The undersigned reporter did not participate in the interview

On July 2, 2003, the Xinhua Net Zhejiang Channel carried an article by Lu Jing, claiming that the "series poisoning murder case in Zhejiang has been solved." This was the first report that tied the case to Falun Gong. However, WOIPFG discovered that Lu Jing is a reporter in the Political and Cultural editorial room at the Xinhua News Agency, Zhejiang branch. She was not directly involved in the interview of this case. The report was written by other reporters, and she did not know about it. Another person who is close to the source revealed that Zhang Qizhi, a reporter in the Political and Cultural Interview and Editorial Room at the Xinhua News Agency Zhejiang branch, was in charge of this report. Zhang also worked with Zhang Heping and published another report on the case on July 14, and introduced the so-called "reverse cultivation" theory. Just recently, Zhang Qizhi was promoted to deputy director of the Political and Cultural Interview and Editorial Room at the Xinhua News Agency Zhejiang branch due to his contribution to the case coverage.

Li Yuqiang, who fabricated the "Self-immolation in Tiananmen Square" report, showed up again.

On July 14, 2003, CCTV broadcasted a Focus Interview program on the murder case, and notified the viewers in advance during the news hour to watch the program. Some work units and institutes were notified by their upper management to organize the viewers to watch the program. The way it was handled was apparently very different than any normal TV program.

The interviews and reporting of this Focus Interview episode was once again done by Li Yuqiang, who had in many cases produced programs that distorted and slandered Falun Gong. The show was hosted by Bo Yang, Focus Interview's anchorperson. Li Yuqiang's title was a reporter from the news commentary department at CCTV, but in fact she was not a formal employee of CCTV. An individual closest to the sources said, "This not-so-well-known reporter came from Northeast China. She had won some news-reporting award for reporting negatively on Falun Gong. She now leads the programs that slander Falun Gong at CCTV."

After the "Self-immolation in Tiananmen Square" hoax took place on January 23, 2001, Li Yuqiang was a leading reporter and editor. She took part three times in the production of the "self-immolation" programs for the Focus Interview at CCTV and deliberately slandered and framed Falun Gong. In the beginning of 2002, when Li was interviewing Wang Bo at the Legal System Education and Training Center in Hebei province, she had a "discussion session" with practitioners illegally detained there. At that time, some practitioners questioned her about the numerous loopholes and suspicious scenes in the self-immolation video clip (especially about Wang Jingdong, who was severely burned, but the plastic Sprite bottle between his legs, supposedly filled with gasoline, was undamaged.) Li Yuqiang admitted openly that they had inserted the Sprite bottle between Wang Jindong's legs and shot the scene retroactively. She said it was to convince people that it was Falun Gong members who were doing the self-immolation. Had they known that viewers would see through the trick, they would not have shot the scene in the first place.

Zhao Ming, a graduate student at the Trinity College in Dublin, Ireland, and a Falun Gong practitioner, said that he was "interviewed" by Li Yuqiang during his illegal detention in the Beijing Tuanhe Labor Re-education Camp. Li Yuqiang even said to Zhao Ming that she was in support of Falun Gong, but she only wanted to get some raw footage for her fabricated reports. She would then turn around and cut and edit the stories at will. If nothing useful could be found, she would simply use a voice-over or subtitles to create false news.

Li Yuqiang was also involved in a series of reporting, both in writing and on TV that viciously slandered Falun Gong. We will not list the details here. (WOIPFG will provide a special investigation report on the subject.) It is worth noting that never once did Li Yuqiang appear on TV showing her full face. Viewers can only see her side, her back, or a black shadow that conceals her real identity.

In early 2003, WOIPFG received reports about Li Yuqiang, which stated that, "Li Yuqiang was not simply a reporter. She had on numerous occasions gone to labor camps and brainwashing classes around the country where Falun Gong practitioners were illegally detained, in an effort to "convert" these practitioners. Li actually worked for the ¡®610 Office'."

Interviews That Never Happened

There were many interviewees appearing in the series reports by the "designated" media. However, our investigation revealed that their stories were all fabricated. One village cadre whose name appeared in the reports as one of the interviewees told WOIPFG's investigators, "I've never met the reporter, nor did I have any idea why my name showed up in the newspaper... I've been traveling out of town doing business for a while and I was not home at all when the incident occurred... Although my name and title appeared to be correct in the newspaper, however, I've never said those words."

One of Chen Fuzhao's friends, whose last name is also Chen, said that he was interviewed by a reporter. But when the story got published, it was quite different than what he had said. This has damaged the relationship between Chen Fuzhao and his parents. One of his acquaintances also said that the newspaper stories carried words he had never said. A Chinese Youth League cadre whose name also appeared in the newspaper said, "I met Chen Fuzhao two years ago. I've never been interviewed. They (the reporters) simply used my name."

Media Deliberately Avoid Chen Fuzhao's Mental Disability

Family members, friends, and acquaintances of Chen Fuzhao, and even the government officials who are in charge of the persecution of Falun Gong, have all confirmed that Chen had had mental disability for quite a while and had been receiving treatment up until the incident occurred. However, this fact has been deliberately omitted in the reports from the Xinhua News Agency and CCTV. Instead, they blamed Chen Fuzhao's absurd comments and homicidal behavior on Falun Gong. In particular, the Xinhua News Agency alleged in its July 14, 2003's report that Chen Fuzhao killed people because he was "reverse-cultivating" Falun Gong's principles of "Truthfulness, Compassion, and Tolerance". Yet, the report failed to come up with a convincing explanation as to why and how behavior contradicting "Truthfulness, Compassion, and Tolerance" has anything to do with Falun Gong.

Based on the investigation, it is apparent that the media coverage on the "Zhejiang Begger Murder Case" was controlled by the Central 610 Office and executed by the reporters who specialize in slandering Falun Gong, deliberately omitting the fact that Chen Fuzhao had mental problem, attributing Chen's illogically words to Falun Gong's inducement, and alleging the beggar murderer needed to practice Falun Gong. All these were to cater to the regime's need to slander and perecute Falun Gong. Some of the individuals who know the real story havebeen warned and are forbidden to talk.

The Central "610 Office" and the Senior Officials at the Public Security Ministry Directly Manipulated the Case

During the investigation process, staff members at the local court and the propaganda department have all requested that investigators inquire about the case directly from the "610 Office"; and the provincial "610 Office" of Zhejiang even stated to the investigators that the Central "610 Office" is the only source to check on this case.

The "Special Task Team" from the central government stayed in a luxury hotel in Longgang.

A luxury hotel in Longgang confirmed during the investigation that members of the "Special Task Team" in charge of the case from Beijing did not leave Longgang after the case was allegedly solved on July 1, 2003. Instead, they did not leave Longgang until after July 14. It is confirmed that the government "designated" media arrived on July 9, 2003 to conduct interviews. The "Special Task Team" stayed in the hotel, occupying more than 20 rooms including 3 or 4 of most expensive rooms, while the task team from the local and provincial public security department stayed in a cheap hotel.

A number of local special task team members received promotions

Solid evidence showed that a number of local task team members were recently promoted. For example, Zhang Zhiqi, formerly a reporter in the Interview Office at the Xinhua News Agency Zhejiang branch, was promoted to the deputy director of the Interview Office position; Chen Xuechao, formerly a political instructor at the Longgang Public Security Station, was promoted to the chief of the criminal investigation team of Cangnan County; Chen Yumin was promoted from the Longgang Town Public Security Station to the deputy director general position at the Cangnan County Public Security Station.

A series of beggar murder cases that occurred during the same time period were ignored

According to the Xinhua News Agency, the Longgang series of beggar murder cases occurred between May 25 and June 26, 2003. However, a very similar beggar murder case was uncovered in the Wenzhou area on May 24. Suspect Chen Yongfeng committed a series of crimes against out-of-town beggars. He brutally murdered 10 beggars and dismembered 9 bodies. However, this case did not get any attention from the senior officials at the Public Security Ministry nor the Xinhua News Agency. Only a local media covered the case. It was kept very low key due to the closeness in time between the Zhejiang case and the Wenzhou case. It has yet to be determined whether the two beggar murder cases are related; however, the way these two similar cases were handled by the media and the public security differed drastically, which indicates that there were hidden factors behind Chen Fuzhao's case.

A reporter who is close to the sources said that "it is useless to hire an attorney for this case." Chen Fuzhao was not clear-minded during the interview

A reporter who once interviewed Chen Fuzhao told Chen's friend, "It does not matter whether an attorney is hired or not. Don't look for the expensive ones. Any attorney is fine... There is no advantage in spending the money. Think about it: even the central government got involved.

What kind of case is this? Another reporter said to Chen's friend: When Chen Fuzhao was being interviewed, sometimes he's clear-minded but sometimes not. However, this is a state affair. Don't get involved anymore. Don't waste any energy. It is useless to hire an attorney.

Investigation Conclusion

Since WOIPFG began its investigation on this case on July 2, 2003, it has obtained following facts and evidence as a result of many concrete means including conducting on-site investigation:

1. The Central "610 Office" and the Public Security Ministry manipulated the case from behind, in an attempt to slander and frame Falun Gong, mislead the public, in order to further carry the persecution.

2. The Xinhua News Agency, CCTV, and other "designated" media monopolized news coverage. With no consideration to the basic work ethics as journalists, they fabricated interviewees' words and contents, concocted at the so-called "theories" such as "reverse cultivation", "ascend to higher level by killing people" that are totally against Falun Gong's teaching in order to distort and defame Falun Gong; at the same time, showed no interest in the case itself and the social factors that triggered a series of rat poison murder cases in China.

3. Chen Fuzhao's family members, friends, doctors who know him well, and the local officials have all confirmed that Chen Fuzhao had a mental problem. His father took him to the Neijiang hospital for treatment prior to the incident. Yet, the court in Zhejiang province deliberately concealed this fact and sentenced Chan Fuzhao to death. In all likelihood, this was to do away with a witness in order to conceal the truth.

WOIPFG believes that this case merits an independent investigation by a 3rd party outside of China.

WOIPFG is willing to assist and cooperate in the investigation in order to reveal the truth in its true color.

Jiang's Regime Took Advantage of Mental Patient Chen Fuzhao to Frame Falun Gong and then Sentenced Him to Death

(Clearwisdom.net) In July last year, a very severe crime occurred in Longgang Township, Cangnan, Zhejiang Province, in which fourteen beggars were poisoned to death. Mr. Tang Zewen from Du Shi Kuai Bao (Metropolitan Fast News) of Zhejiang Province first reported this case. Xinhua News Agency later insisted that this case was the result of Chen Fuzhao's practicing Falun Gong, and omitted previous related reports by Mr. Tang Zewen.

After reading the report from Xinhua News Agency, I called Lu Jing, the reporter whose name was on the report from Xinhua. Lu Jing is a reporter from the Political Article Editing Department of the Zhejiang branch of Xinhua. She told me over the phone that she worked as back-room editor and there were also frontline editors. For specific details, she has to ask those responsible for frontline editing. The report with her name on it was provided to her by other people, she did not gather the materials herself.

Later, I went to Longgang Township in Cangnan myself to gather information. In Longgang Township, I happened to run into a psychiatrist and talked with him about this poisoning case. The doctor said that he knew about Chen Fuzhao, and that he was a mental patient. I asked him where Chen Fuzhao worked, and what his job was. He told me that Chen Fuzhao worked as a dermatologist in Lupu County Hospital. He told me that it was in the countryside, quite far away, and asked me not to go there. I went anyway.

In Lupu County Hospital, Chen's former workplace, a doctor in the hospital told me that they were informed by the Propaganda Department of the county not to talk about this issue. The doctor mentioned one incident that occurred in April 2003. Chen Fuzhao had an argument with the president of the hospital, and claimed that he would poison him to death. According to instructions from other people, I went to Chen's hometown, Yadianqiao, Xianju Township, Longgang Town, not far from the hospital. The villagers told me that Chen Fuzhao had mental problems starting from a young age.

The Xinhua Agency does not mention at all the fact that Chen Fuzhao was a mental patient, and deliberately slandered Falun Gong. It's a clear violation of basic journalistic ethics.

Xinhua Agency and CCTV (Chinese Central TV) insisted that Chen Fuzhao was addicted to Falun Gong, but they could not provide any evidence. Furthermore, the lies spread by Xinhua Agency and CCTV about Falun Gong conflicted with each other. The story from Xinhua Agency claimed that Chen Fuzhao's said, "Beggars and panhandlers are human beings of the highest level. It is beneficial to cultivation to kill beggars and panhandlers." Xinhua Agency then blamed Falun Gong for this insane philosophy. However, the edition from CCTV was different, and reported that "Chen Fuzhao started his 'reverse cultivation' last May, namely, being 'not truthful, not compassionate and not tolerant.' He poisoned beggars and panhandlers." The two editions from Xinhua Agency and CCTV conflicted with each other and are both absurd.

Nowhere in any of the Falun Gong publications is there any reference to "beggars and panhandlers are human beings of the highest level' or 'it is beneficial for cultivation to kill them." It is difficult to establish a logical link between these two sentences either: how could it benefit cultivation to kill people from the highest level? Falun Gong advocates Truthfulness-Compassion-Tolerance, but Chen Fuzhao behaved just the opposite and practiced 'not truthful, not compassionate, and not tolerant'.

After Xinhua Agency finished using Chen Fuzhao, Jiang's regime sentenced him to death. One reason was to eliminate a witness, and therefore avoid the possibility that somebody would find out that Chen Fuzhao was a mental patient. Another reason was to use the case to distract public attention from the torture death of Mr. Liu Chengjun and others.

We feel that the heroic actions of Liu Chengjun and others were righteous and glorious. The lies of the Jiang regime should undoubtedly be revealed to the public. A whole nation's media is used to spread lies for those in power. This kind of media will only bring disaster to the people. At the end of the 1950's and the beginning of the 1960's, the lies that 'tens of thousands of jin of crops were produced per mu of land'* led to the great famine that lasted for three years, and resulted in the deaths of millions of people. Last year the media lied about SARS, which resulted in the deaths of many people. The disastrous effect of a lying media is obvious. While Liu Chengjun and others tapped into the TV cable, their purpose was to have the truth told on TV, and to protect the public's right to know.
