Persecution of Dafa Practitioners in Daiwangcheng Town, Wei County, Hebei Province -- Part II

5. Confiscating practitioners' property at will

Corrupt officials take advantage of the persecution to extort money from practitioners for themselves. Night or day, they continually knock on practitioners' doors and extort money from them on the so-called sensitive dates, causing a scene and putting everyone in the neighborhood on edge.

In December 2000, practitioner Gao Yuping went to her sister's house in the county town with her child. When local government officials heard about it, Li Yongliang and Li Junfeng, officials who had been sent to the local government from higher levels of government, and local official Zhang Genxiu went to her sister's house and forcibly took Gao Yuping back to her home. Li Yongliang insulted and slapped Gao Yuping. The deputy town mayor, Zhang Zhengmao, forced her to give him 200 yuan.

On February 7, 2001, Zhang Jianqiang, who is from the local police station, and several other people from the county police department went to practitioner Xiao Tang's house around 10 p.m. They ransacked his house, turning it upside down, but found nothing of value, so they jailed Xiao Tang and his son Xiao Yongfei in the town government building for a day. Hao Jianjun and Peng Liming forced them to pay 2000 yuan as a so-called "brainwashing class fee" before finally letting them go home.

Once Zhang Tongqing's wife, a practitioner from the 1st Village in Daiwangcheng Town, visited practitioner Li Jinjun, and local official Hao Jianjun saw her. When she returned home, Hao Jianjun and Shi Huai were waiting for her. They insulted and threatened her. Her disabled son tried to stand up to them, but they beat him up.

One night in April 2001, Zheng Rongxin, Liu Jianbing, Gao Hai, and Fan Jinhai broke into practitioner Cai Jinzhi's house, claiming that somebody saw a practitioner visiting her. They abducted her and found a copy of Zhuan Falun. They jailed her in the town government building and released next day. Inside information from the town government claims that, on his way to Xiaoshuimen Village, Li Gen, an official from the town Justice Office, saw practitioner Li Jinjun leaving Cai Jinzhi's village, so he assumed that Li Jinjun had gone to Cai Jinzhi's house, but actually Li Jinjun had gone to someone else's home to work.

One night in July 2002, former Secretary of the Political and Judiciary Committee Yang Yanhong (currently the town mayor), official Liu He, higher-level government official Li Wan, and local officials Du Shanshi and Zhang Quanzhong broke into practitioner Xiao Tang's house and brought him to the town government without giving a reason. That same night, Hao Jianjun, Peng Liming, Liu He and Li Wan sent Xiao Tang to the county brainwashing class. After 15 days, Yang Yanhong and Zhang Jianqiang took him home. It was reported that they asked the village officials for several hundred yuan for a "brainwashing class fee" when they took Xiao Tang home.

In March 2003, Li Junfeng and Xiao Feng broke into the home of Liujiazhuang Village resident Zhang You and saw a practitioner from Junziting Village, Zhang Jianqing, reading a Falun Gong book in Zhang You's house. They brought Zhang You's wife to the village government office and interrogated her. They ordered her to pay 5,000 yuan, threatening to accuse her of going against the government if she refused to pay. She had no money, so she had to borrow 1,600 yuan from a relative. The persecutors also cursed Zhang Jianqing with foul language and violently slapped her. They brought her to the town government building and discovered that she did not have a husband. Realizing they could not get any money out of her, they punched and kicked her until she passed out.

In October 2003, Hao Jianjun from the town office of Comprehensive Management and several other people broke into the home of Lijianian Village practitioner Li Guimei and found several copies of Falun Gong books. They demanded that Li Guimei pay 5,000 yuan as punishment. Under the pressure, her family finally paid 1,100 yuan.

6. The persecution of practitioner Li Runmei

In June 2001, Li Runmei went to Daiwangcheng Town for some business. A secretary from the local Party Committee, Liu Jianbing, followed her. Liu Jianbing saw her greet another practitioner on the street, then deceived her into going with him into a town government office and went through her purse. He asked Li Runmei whether or not she had written the so-called Guarantee Statement and Li answered, "No, I did not, because I have greatly benefited from practicing Falun Dafa." Secretary of the Political and Judiciary Committee Zheng Rongxin slapped her and put her in jail. She went on a hunger strike for three days and was then released.

One night in September 2001, Zhang Jianqiang, Liu He and two other people broke into Li Runmei's house. She was eating, but they took her to the town without letting her finish. They jailed her for one night, and then Zhang Jianqiang and Zheng Rongixn sent her to a brainwashing class. Officials then broke into her house and ransacked her home several times. Her mother-in-law was sick, and their harassment aggravated her illness. Her child was very young and every time the persecutors came, the child was terrified.

Li Runmei went on a hunger strike for about seven days, refusing to take any food or water. They force-fed her, which is very painful. She was tied on the Death Bed. They pried her mouth open with pliers and poured corn gruel into her mouth through a funnel made from a coke bottle. They don't care if the person can breathe or not. Sometimes food went into her trachea, which can cause very serious injury and even death.

The brainwashing class authorities Liang Gen, Wang Guozhong, Gao Suqin, and Ma tied Li Runmei onto a Death Bed and poured corn gruel and then strong alcohol into her mouth. She started to choke, and her heart began to palpitate. Despite this, they poured spicy sauce down her throat, which made her pass out. Then they were afraid that she would die, so they found a doctor and some people to watch her. One of them was from the same village as Li Runmei. When this person saw Li Runmei in such poor condition, she cried. When her tears fell on Li Runmei's face, she came to. Then they force-fed her some medicine. The whole ordeal lasted until 2 o'clock in the morning.

One brainwashing class lasts two weeks. Since Li Runmei was not "reformed", the persecutors sent her to the next class. There were a few more practitioners in the second class, and each town government must send officials to monitor the practitioners from their own town. The official from Daiwangcheng Town was Peng Liming, whose father is a teacher in Nanzhong Middle School. In order to make Li Runmei eat food and sign the so-called Guarantee Statements, Pent Liming forced her to stand facing the wall and poured cold water on her face. He didn't allow Li Runmei to sleep and banged her head against wall. He beat her on her face and lower back, and her eyes were almost permanently injured. Li Runmei was forced to do slave labor and watch TV programs that defamed Falun Gong. If the person refuses to watch such TV programs, four officials will carry the person to the TV room. After an entire month of torture, Li Runmei was in serious condition. They were afraid that she would die, so they let her family take her home after extorting 3,000 yuan from them. When she got home, everyone in her family cried at the sight of her ghastly appearance.

One night in the second half of 2001, Zhang Jianqiang and Gao Hai, along with several people from the county 610 Office, broke into Li Runmei's house and ransacked her house. They found a copy of truth-clarifying material, so they arrested her and jailed her for one day. They forced Li Runmei to pay 1,000 yuan.

Once, after getting drunk, the vice director of the town office of Comprehensive Management Hao Jianjun, Peng Liming, and Fan Kai broke into Li Runmei's house at midnight and ransacked her house, but they left without finding anything.

7. Persecution of Falun Dafa Practitioner Liu Guiming

On a day in July 2001, the former Secretary of the Political and Judiciary Committee Zheng Rongxin, staffers from the police station named Zhang Jianqiang and Gao Hai, police station Party Secretary Liu Jian and cadres including Hao Jianjun and a Mr. Cui broke into Liu Guiming's house at noon. They handcuffed him and took him away. They claimed that Liu Guiming made Falun Dafa truth clarification materials. After interrogation using torture, they found out Liu was not involved in making truth clarification materials and released him. Later they went to Liu's house again and arrested Liu's wife. In order to get away from the endless harassment, the couple went into exile and left their house, leaving two young daughters at home.

In January 2002, Liu Guiming was arrested at another practitioner's home and sent to the Xiheying Police Station. The police beat and kicked him, flogged him with a broom handle and shocked him with an electric baton. Liu Guiming tried to escape by climbing over a wall. Because his legs had been seriously injured from the beating, he lost control and fell into a pit. His jaw hit a brick, which left a big cut that bled profusely. The police who ran after him found him in the pit and beat him brutally.

The next day he was sent to the county detention center. He was forced to wear handcuffs and shackles. Personnel from the county's 610 Office and police officers from the police department's Political and Security Brigade Liu Yong, Wang Yongli and Fan Jinhai subjected him to torture at night. They hung Mr. Liu up with his hands cuffed, bound his legs onto a stool, and put a wooden club on his legs. Then they stomped on the wooden club, causing the shackles to cut into Mr. Liu's flesh. They also struck him with a wooden block. When Liu passed out, they would say he was pretending. Then they handcuffed Liu Guiming's hands behind the back of a chair and shocked his hands with electric batons again and again. His hands were badly blistered from the electric shocks. Next they hammered steel pins into his fingernails. They kept torturing Liu Guiming for three days. He was completely disfigured. Even those who knew him well could not recognize him. In order to resist the persecution, Liu Guiming went on a hunger strike. The police at the detention center continued to torture him by force-feeding him. When Liu Guiming's family members went to the detention center to visit him, he had been reduced to a skeletal state. He needed the help of two people to walk into the visiting room.

After being detained for half a year, Liu Guiming was transferred to the Shalingzi Brainwashing Class in Zhangjiakou. He was forced to watch propaganda slandering Falun Gong programs every day. Yang Guori, Peng Liming and Li Junfeng monitored him 24 hours a day. Liu Guiming was held in the brainwashing class for almost two months and spent every day like this. Two months later, staff from the county's 610 Office and from the Political and Security Brigade took him to forced labor camps in Tangshan City. Because the Hehuakeng Forced Labor Camp in Tangshan City refused to take him, as did the First Labor Camp of Tangshan City, those malicious individuals bribed some key supervisors and were able to put Liu Guiming in the First Labor Camp.

Liu was forced to perform intense slave labor, and the guards often beat him. He was not released until 2003, when he was on the verge of a physical collapse. At the time of his release, he had been reduced to a skeletal state and was in a daze. Even his brother-in-law could not recognize him. For three days he could not speak, could not eat and could not control his bowels and bladder. His feet were swollen and shoes would not fit.

After Liu Guiming's wife left home, policemen Zhang Jianqiang, Li Chungang, Li Yongliang, Kang Feng and others found her in August 2002 and sent her to the Daiwangcheng Town Police Station. Peng Liming and Wang Yongli ruthlessly slapped her face with a towel. They slapped her and verbally abused her. Wang Yongli's hands hurt from beating her, so he took off one of his shoes to keep slapping her face. Liu Guiming's wife bled heavily from her mouth. Later she was sent to the county detention center and detained there for 11 months. In July 2003 she was transferred to a brainwashing class. She went on a hunger strike to protest the absurd persecution. Staff members Chang and Zhang from the 610 Office force-fed her. She suffered such torture for 25 days before she was allowed to go home. It was only then that she learned that her father had passed away.

8. Persecution of Falun Dafa Practitioner Li Jinjun

Li Jinjun went into exile to avoid the persecution in October 2001. His wife Cao Meiyun had been to Beijing to appeal on behalf of Falun Gong. Lawless personnel detained Li Jijin's father and took away his father's TV, tricycle and Li Jijun's TV. Li Fuchun ordered Li Jinjun's daughter's school to expel the child. This little girl, who had just lost the care of her parents, was then denied her right to receive an education.

Cao Meiyuan suffered tremendous torture in Beijing. One month later, local police from Xiheying Town brought her back from Beijing. She was thrown into the county detention center. Two months later, Wang Yongli sent her to the Gaoyang Forced Labor Camp in Baoding for two years of forced labor.

During Li Jinjun's homeless life the police issued arrest warrants for him and searched for him everywhere. In August 2002, someone reported him to the police and he was arrested. He was detained in the county detention center and held for an additional 11 months after his term had expired.

9. Persecution of Practitioner Duan Haihua

In the afternoon of February 22, 2003, officers Liu Zhanyong, Fang Ning, and Fan Jinhai from the Political & Security Brigade and several lawless people from the county broke into Duan Haihua's home, searched her house and confiscated Falun Gong books. Liu Zhanyong wrote some slandering words against Master and Falun Dafa, and ordered Duan Haihua to sign the document. Duan refused. Liu shouted at her and verbally abused her. An officer from the police station slapped her more than ten times. Then these people took her to a detention center. Police and criminal inmates at the detention center beat her savagely. She was forced to wear shackles. One day Du Rongtao, a detention center police officer, deliberately made trouble for her. Duan resisted and refused to obey him, so Du ordered two criminal inmates to pull and hold her arms. Du kicked Duan Haihua's back ferociously. Du then flogged her with rubber tubing. Duan Haihua passed out and fell to the ground. Her pants fell off during the beating.

After Duan Haihua regained consciousness, she was forced to wear shackles again. Her legs were swollen like thick clubs and turned purplish, like the color of an eggplant. She couldn't turn over to sleep from the back pain. Over ten days later she was transferred to a brainwashing class. She was unable to walk by then and spoke in an extremely weak voice. Because she refused to register her name, 610 Office head Chang slapped her face several times and punched her in the chest. On the second day Ms. Duan was unconscious and vomited blood. She was not released until five days later.

10. Names of the People Responsible and the Articles of Criminal Law That They Have Violated

Those government officials who abuse their power and persecute Falun Dafa cultivators are violating the People's Republic of China's constitutional articles 35, 36, 37, 38, 39, 41 and others. According to Chinese Criminal Law, articles 13 and 14, such actions can be categorized as intentional crimes. Specifically, the crimes they have committed include:

Openly insulting others; using force or other methods or fabricating stories to slander others

Unlawfully detaining another person or unlawfully depriving another person of personal freedom by any other means...
