An open letter to Hu Jintao and Wen Jiabao from a doctor temporarily residing in KoreaSpecial to The Epoch Times

Feb 04, 2005

Shanghai Jiaotong University Doctor Gui Yubin (The Epoch Times)

Gui Yubin, a professional from China, sent The Epoch Times this letter that he wrote to Chinese officials appealing for justice. Gui Yubin has been fired from his job, denied access to his family and country, and has lost friends to illegal detention. Gui Yubin is writing to educate the international community and to appeal to the Chinese government to stop their unjust and illegal acts. The following is an open letter written by Yubin:

My name is Gui Yubin. I was born in 1971 in Huzhuo city, Zhejiang province. My last day at Samsung Global Management Institute (SGMI) in Korea was exactly one year ago (Dec.11, 2003). After receiving my Ph.D. from Shanghai Jiaotong University (SJTU) in June 2002, I was hired to do new product research and development for Suzhou Samsung Electronics Limited Company, the joint enterprise of Korean Samsung Electronics and Suzhou Industrial District.

Suzhou Samsung Company thought highly of me. At the beginning of 2003, after working there for only six months, I became the Pioneer department's manager at the Research and Development Center. The Center was directed by the company's vice-president Kim Sang Ok (from Korea). I was responsible for the development of new-type house appliance product, such as air refresher, vertical-type window air conditioner, refrigerator/ freezer switcher etc. Within a few months, I not only applied for three or four patents for the company, but also received a contract with Shanghai Jiaotong University for cooperative research in photochemical catalysis air purification. As Suzhou Samsung's key player, on October 5th of 2003, I was sent to Korean Samsung Global Management Institute (SGMI) for ten weeks of training. I lived and studied with over 100 Samsung senior staff from various parts of Asia, under the guidance of North American and European instructor.

In my absence, the climate at work suddenly changed. While I was training in Korea, the Suzhou State Security Bureau (SSB) started espionage activities in Mainland China. This spy activity drastically changed my life and made it difficult for me to return home to China after my training. In late October, I emailed the national legal system office, asking them to forward a letter to the national leaders, Hu Jintao and Wen Jiabao, but I never got a response. Exactly a year later, I decided to make the effects of the Suzhou SSB espionage public and write this letter.

Around June of 2003, I met Li Qian online, who was close to graduating from Nanjing Aerospace University at the time. Li Qian introduced me to her boyfriend Xiao Mei, who was studying in the US. Through chatting online, I learned that Li Qian had not heard any news of her mother for several years since the police had arrested her for practicing Falun Gong. Due to the propaganda against Falun Gong in China, Li Qian's father had become hostile to her and her mother, and kicked her out of the house whenever she went back to Sichuan during winter vacation. She could therefore not go back home when she became temporarily unemployed after graduation. When I knew of this family tragedy, I decided to try my best to help Li Qian. I tried to introduce her to some jobs and offered her some financial support during those hard times.

I also met Lei Jiangtao on Internet during the first half of 2003. He had graduated from Hebei Hengshui College as an outstanding computer technician. At the time, he was helping his former teacher compile computer books and his living expenses were paid in part from the money his teacher received for their publication. Since the publications were sometimes late, he had to borrow money from his former teacher. I thought that this wasn't good for him to be doing and suggested that he move to Suzhou to find better work, with the hope of helping him settle there. I am always glad to help those in distress, and being a Falun Gong practitioner I am glad to help my fellow practitioners.

Since I had only recently graduated from school, I asked Zhang, an overseas SJTU alumni, if he had the means to better help Li Qian and Lei Jiangtao financially. Zhang lent a few thousand yuan to them and my friend Xiao Mei also agreed to lend them a few thousand yuan. It wasn't long, however, until I learned that Zhang was also struggling financially and Xiao Mei was borrowing money from the bank. It was touching to see friends helping each other through difficult times.

I came to Korea on October 5th, 2003. After Lei Jiangtao left Hebei, he went first to Beijing to search for a job, but could not find one. He went back home for National day, and reached Suzhou in mid October.

Lei Jiangtao went to his Beijing friend Sun Jiliang, a Beijing Taiji Huaneng company officer on October 31st to retrieve his suitcase. That night, SSB illegally arrested Lei Jiangtao, Sun Jiliang, and Wang Xu (a Shouxin company officer). Two days later, Li Qian was illegally arrested on November 2nd at her friend Li Jin's house in Shanghai.

It appeared that Suzhou SSB used the excuse of Li Qian receiving money from Zhang, part of which she had loaned to Lei Jiantao to arrest her. In order to find this out, SSB possibly had been following Lei Jiangtao, during which time Sun Jiliang and Wang Xu were implicated by being seen with Lei Jiangtao.

Since I had suggested that Zhang help Li Qian, SSB were also investigating my case and it was possible that my freedom would be endangered if I went back to the Mainland. Moreover, I am also a Falun Gong practitioner and the Suzhou SSB could easily use this as an opportunity to try to forcefully "transform" me.

December 10th of 2003, Suzhou Samsung vice presidents Kim Sang Ok and Choi Pyoung Seok went to the Korean Samsung Global Management Institute (SGMI) where I was training. Vice president Kim wanted me to return to continue my pioneer research on vertically-mounted window air conditioners. Vice-President Choi told me that the company hoped I would give up practicing Falun Gong or at least pretend to stop practicing to fool the SSB so that I could resume my regular work back in China.

I told him that cultivating truthfulness, benevolence, and forbearance would only bring benefit to society and moreover cultivators, and we do not break any laws. It is the bad people who persecute Falun Gong that break laws. I would never give up cultivation. Especially as a cultivator, I cannot lie since I need to be an example of morality. Therefore I could not pretend that I did not practice Falun Gong in order to fool the SSB.

I hoped that out of respect and care for their employee Suzhou Samsung would tell Suzhou SSB to stop the illegal investigation and would stop violating the Chinese Constitution's promise of freedom of belief through their persecution of Falun Gong. Vice-President Choi offered to appeal for my release if I was arrested, but said that Korean Samsung are only guests in China so he couldn't promise anything. Mr. Choi said that he wanted me to continue doing research for Korean Samsung Electronics, but that it was company policy not to get involved in politics, and therefore they could not offer any direct assistance. Mr. Choi let me know that my two options were to either return to China or resign. He said I was a crucial member of the company and that since my resignation was a special circumstance I would be welcomed back anytime, but if I didn't immediately return to China, I would have to quit at that time. Therefore, I signed the resignation form. Mr. Kim and Mr. Choi expressed their sympathy before their departure.

Mr. Choi also expressed to Suzhou SSB my importance as an employee, and stressed that they hoped that I would be allowed to continue my research without any interference when I returned to China. SSB replied that if I were cleared of any wrongdoing there wouldn't be any problem. Through Suzhou Samsung, I called Suzhou SSB department head Chen Yan twice. I said I didn't do anything shameful to the country and had worked hard to benefit the country and people in general. I tried to convince them not to interfere with either my work or family life.

I wanted to get the illegal interrogation done with before returning to China, but Chen Yan said that though she didn't want to cause me trouble and she and her coworkers had to settle the matter face to face. Chen said we had to have a talk when I returned; it could be in any format, perhaps over tea. "Asked to have tea with State Security Bureau's big brother" was a popular online phrase to express when a person disappeared after the Chinese SSB had investigated him or her. I never thought it would happen to me, and it was hard to discern whether Chen Yan was sincere. I knew at the time that Li Qian, Lei Jiangtao, Sun Jiliang and Wang Xu had already been arrested by SSB. More importantly, I felt that SSB was making unnecessary trouble and I wouldn't want to cooperate with them. I felt that I had already made it clear that I had no intention of selling out conscience and that I had no information to give them.

If Lei Jiangtao and Li Qian were not Falun Gong practitioners, Suzhou SSB would not question the money exchanged between friends. Former president Jiang Zemin had already said that, "Falun Gong practices truthfulness, benevolence, and forbearance, and can't use violence to resist us so they are easy to attack." This notion became the basis for Suzhou SSB policy of seizing compassionate Falun Gong practitioners so as to forcefully "transform" them. This type of illegal action was standard and could occur at any time and without warning.

SSB could not find any reason to arrest Lei Jiangtao and Li Qian, so they used the a few thousand yuan (about 1000 US$) that Zhang and Mei gave Li Qian and Lei Jiangtao as an excuse. Lei Jiangtao's arrest in Beijing and Li Qian's subsequent disappearance were directly connected to Suzhou SSB. Suzhou SSB also went to my hometown, Zhejiang, to Suzhou Samsung, to the Shanghai police office and even to my home in their efforts to illegally investigate me. In my home, they interrogated my wife and forced her to have her fingerprints taken. Under these conditions, I decided that it would be better for me not to return home for the time being. Last year marked the beginning of my fading career in a foreign country.

I discovered Falun Gong by chance in 1998. It was not until April 7th, 1999, the first day of my Ph.D. studies at Shanghai Jiaotong University (SJTU) that I started practicing Falun Gong. On that morning, I saw many people doing exercises in the square around SJTU's Haoran Advanced Technology Building and I decided to join them. SJTU's practitioners are very kind and they always put others' well being before their own. This established a good reputation among SJTU' s police and faculty, even after the crackdown. A vice secretary of the Chinese Communist Party (CCP) branch at the Power and Energy Engineering School in SJTU had been busy dealing with Falun Gong practitioners since July 1999. Once, in a student CCP member meeting, he mentioned that most of the CCP members are not morally and ethically strict with themselves, whereas students who practice Falun Gong possess good personalities and perform well academically. SJTU's leaders, faculty, and police all have accurate knowledge of Falun Gong practitioners and they concur that Falun Gong practitioners are good people. Nevertheless, when Jiang Zemin manipulated the country to attack Falun Gong, many SJTU's students were imprisoned and detained in labor camps. One recently reported case is Mei Jianqi, who was sentenced to seven years in prison.

Practicing Falun Gong makes me tranquil and allows me to easily focus on my studies. During the crackdown, although SJTU was pressuring me, I was able to publish quite a few technical articles over the span of a few months in 2001. During my Ph.D. study, I published 13 papers in first-class scientific British, America and Chinese journals. Most of the journals are Engineering Index (EI) journals, and one journal is indexed by both Science Citation Index (SCI) and Engineering Index (EI). SJTU gave me an award for one of the papers, which has been frequently quoted by other authors. And I took part in the Rong Hong project sponsored by United Technology Corporation, as well as several other projects that were in turn sponsored by the China Education Ministry, Shanghai Science Committee and National Fundamental Research.

I have dedicated myself to the service of my country. When I was close to contributing to both society and my family, after many years of hard study in University, I was suddenly put through an ordeal. Now my plans for making a contribution to my country and my family have been indefinitely sidetracked. I can't serve my country anymore and I can't even go home - it has become dangerous for me to return to my country and to my family. How could I face my wife who misses me so much, my young daughter who needs my care, my mother who raised me up hardily, my father who wished for his son to be successful, and my old and sick grandma who has loved and cared for me for so many years? In the persecution, I have seen many tragedies happen to Falun Gong practitioners' families, but this time it happened to me. Hearing my daughter crying for her father on the other side of the phone has often made tears stream down my face.

Before 1999, the state-wide investigation into Falun Gong by a group of National People's Congress members, led by Qiao Shi, the former chairman, concluded that, "Falun Gong only benefits and does no harm to the nation and the people." Prime Minister Zhu Rongji, wrote a note to police officials accusing them of wasting their time persecuting Falun Gong while their efforts could be put to much better use working to confront serious crime. Voices such as these two actually represent the force of righteousness from within the corrupted government and the CCP. Jiang Zemin, even now, refuses to treat Falun Gong as anything other than a detested enemy. He continues to order the news media to demonize and slander Falun Gong. The military forces, police, courts, jails and diplomats have all been provoked by Jiang to attack Falun Gong. Jiang Zemin's constant efforts to frame Falun Gong as an evil cult seriously disrupt the country's stability. He seeks, at such a cost, to use the suppression of Falun Gong to build his political authority and public image. This has led to a catastrophe for the Chinese nation.

The Chinese judiciary system and forward thinking leaders within the Chinese government should take it upon themselves to formally investigate Jiang Zemin for his crimes against Falun Gong, and to do everything in their power to bring the illegal persecution to an immediate halt. The inaction, silence, and concessions on the part of these parties have had the effect of worsening the persecution of Falun Gong.

At the beginning of October 2004, I read the report about Lei Jiangtao in a foreign media. One-year spent doing stressful labor in prison, and regular torture sessions have collapsed his body and made him very sick. It's hard to imagine that he is still required to stay another seven years in prison! As far as I know, Lei Jiangtao didn't commit any illegal activity. A few days before he went to Beijing, I chatted with him through MSN on the Internet. He told me that he was going to take his suitcase back from his friend, Sun Jiliang. He needed the warm clothes that were in the suitcase, because the weather was turning cold. It seemed that my suggestion to him that he come to Suzhou, and the offer of a few thousand yuan, attracted Suzou security police attention. I felt so regretful for that. How could my attempt to do him a little favor land him in such a calamity?! I can't face my conscience. This is the primary reason that I wrote this letter.

Here, I call upon the leaders of China, Hu Jintao and Wen Jiabao, to fulfill your duties and take your responsibilities seriously:

Please immediately stop the large-scale crackdown on Falun Gong practitioners initiated by Jiang Zemin in July 1999. Please follow Chinese Constitutional law and other related laws to spot the criminals who commit crimes in this persecution, and punish the murderers. Please urge the judicial departments to revoke the illegal sentence against Lei Jiangtao. Immediately release him and his friends; return Li Qian's passport detained when they searched the house and return Li Jin's computer to her. Unconditionally release all Falun Gong practitioners illegally imprisoned in jail, labor camps, brain washing camps and psychiatric hospitals.

Please compensate Suzhou Samsung for both monetary and human resource losses that resulted from illegal arrests and investigations performed by Suzhou SSB. Please stop Suzhou SSB's illegal operations towards kind citizens, so that I can return to China to work for Suzhou Samsung (if they keep their promise) and re-join my family.

I want to take this opportunity to call on all the kindhearted people around the world to help Chinese Falun Gong practitioners and pay attention to their suffering. Please help them if you can.

Sincerely,
Gui Yubin
