In August 2005, Dafa practitioners Zhi Zhanmin, Zhang Rongjie and Wei Haiwu from Baoding City, Hebei Province and Liu Yongwang, a practitioner from Beijing, were illegally arrested. Police held and persecuted them at the Baoding Detention Center. The officials were planning to file a lawsuit against them around the Chinese New Year and illegally sentence them to prison. Medical experts at the No. 301 Hospital in Beijing had diagnosed Liu Yongwang with a tumor near his spine and his legs could become paralyzed at any time. Despite his condition and without incriminating evidence and witnesses, the Baoding City police still refused to release him.
