On the afternoon of March 20th 2006, three men and one woman broke into Pan Xiaomin's home at Tonghua City, Jilin Province, trying to arrest her without a search warrant. On the same day, the police arrested Ms. Pan, claiming a search warrant would be issued later. In the Dongchang Police Station, Ms. Pan was cruelly tortured. She was handcuffed above a cement surface with her feet tied up. Her hands were separately cuffed to the legs of two chairs, mouth stuffed with a towel, and head covered with a black plastic bag. Then the policemen put on plastic gloves and shocked the soles of her feet with high-voltage electric batons. Ms. Pan's whole body was paralyzed due to the long and continuous electric shocks. She could not feel anything physically though her heels had been burnt black, her left eye-socket cracked and lips busted. Ms. Pan was unlawfully sentenced to serve in a forced labor camp for 18 months. Now she is under further persecution at Heizuizi Women's Forced Labor Camp at Changchun City, Jilin province.
