The Role of the Chinese Communist Military in the Persecution of Falun Gong

(Clearwisdom.net) The Chinese Communist military does not serve the country or the people. It is the Schutzstaffel (SS) of the Chinese Communist Party (CCP), and is a tool for the Chinese Communist Party (CCP) to carry out its atrocities and dictatorship rules. The Chinese Communist military started by fighting the Nationalist Party. It grew in size and strength during the Japanese invasion, by hiding in remote corners of the country, and it came out to fight the Nationalist Party immediately after the Sino-Japanese war ended. The Communist Party, however, calls its military the "People's Liberation Army" and advocates the adage, "Relationships between the military and the people resembles fish and water." No matter how it uses propaganda to deceive and confuse the people, the military always takes a stand against the people at critical times and serves as an instrument to help the Communist Party persecute and kill Chinese people. The military massacred ethnic minorities in Uyghur, suppressed people in Guangxi Province during the Cultural Revolution, killed people in the streets of Beijing on June 4, 1989, and has outright persecuted Falun Gong since 1999. Looking back, the Communist Party uses its military to destroy its political opponents and massacre the Chinese people.

The Communist Party uses heavy brainwashing to maintain absolute control over the minds of servicemen. The Party's earth-blanketing lies and slander of Falun Gong completely deceived the people in the military. In addition, the CCP's military itself has become a mafia, a collection of villains and ruthless tyrants. Jiang Zemin's group conveniently uses it to systemically persecute Falun Gong. Because of the Party's strict control over the military and secrecy of military operations, the public now knows little about the Party military's role in the systematic persecution of Falun Gong. When the truth gets widely known, people will see all of the CCP's crimes through their use of the military to persecute innocent and good people.

1. The CCP-controlled Military Directly Participates in the Persecution of Falun Gong

Examining the CCP's history, we see that the CCP has always regarded people as imaginary enemies, based on its "struggle theories" and has thus launched one political movement after another to mistreat the citizenry. Since usurping power, the Party has killed 80 million innocent Chinese people!

Jiang Zemin's jealousy made him deem Falun Gong his enemy. He thus launched the Party into a brutal persecution of Falun Gong on July 20, 1999. Many Falun Gong practitioners from all over the country went to Beijing and to their local governments to appeal for justice and clarify the truth about Falun Gong. There were not enough police officers at that time to arrest the large number of Falun Gong practitioners who went to legally appeal. The Party dispatched the military and especially armed police [an agency converted from the Military forces, which plays a role to maintain "social order"] to intercept and illegally arrest Falun Gong practitioners. Large groups of soldiers guarded the government buildings in Beijing and many cities, Tiananmen Square, and major surrounding intersections leading to Beijing to intercept and arrest Falun Gong practitioners on their way to appeal to the regime.

The Party has always regarded its military as the most forceful guarantee to back up its unscrupulous ways, and gross abuse and killing of the people. The Party, a believer in totalitarianism, relies on the military for psychological support, and Jiang's group relies on the military to persecute Falun Gong without restraint. Jiang ordered the military to directly persecute Falun Gong practitioners. Without the participation of the military, it would have been difficult to sustain the persecution at the very beginning of the persecution.

The Party arrested innumerable Falun Gong practitioners and placed them in prisons and labor camps, all of whose perimeters are guarded by soldiers.

The Central CCP Military Committee Directly Made Systematic Persecution Policies

After the Party decided to treat Falun Gong as its top enemy, the Central CCP Military Committee held six special conferences to "handle issues related to religions involving foreign forces," mainly targeting Falun Gong, during the period from 1999 to May 2006.

According to a veteran military doctor in Shenyang City, the CCP regulations, dating back to as early as 1962, paved the way for the rampant "harvesting" of prisoner organs now taking place. A legal document issued by the Central CCP Military Committee is said to have given provincial governments authority to establish "resource recycling entities" that would process in a revolutionized way those felons in the military zone under its administration, "according to the developmental needs of the state and of socialism." During the Great Cultural Revolution (1966-1976), the primary revolutionized way to process these prisoners was to use their bodies for food [cannibalism]. The second was to use them as slave labor for construction or work on various production lines.

In 1984, following an amendment, this directive evolved into the fully legalized extraction of organs from felons. The police and judicial departments in many areas perform organ harvests on living prisoners before cremating their bodies. Sometimes they intentionally administer the prisoner a non-fatal shooting for the formality of death before directly removing his/her organs. They then cremate the bodies. Since 1992 such a practice has actually become public knowledge. Due to the development in many fields, human bodies - live people or dead bodies- have become profitable raw materials as "industrial resources."

Documents and supplemental regulations issued by the Central CCP Military Committee became the "legal basis" for the Party to systematically illegally harvest organs from living Falun Gong practitioners.

2. The People's Liberation Army General Staff Department Directly Participates in the Persecution of Falun Gong

The People's Liberation Army (PLA) General Political Department is responsible to the CCP for the brainwashing and mental control of servicemen. It is like a spirit or animal possession attached to the military by the Communist Party and it carries out the Jiang group's political orders of persecution. As the military command system however, the General Staff Department also played a terrible role in the persecution of Falun Gong. It applied all it has, including information and spy and military technology, to the persecution of Falun Gong. Its activities include collecting "information on Falun Gong," monitoring international communication between Falun Gong practitioners, and organizing plans for attempts to assassinate Mr. Li Hongzhi, the founder of Falun Gong.

The Intelligence Agency's Activities Targeting Falun Gong

The Communist Party's intelligence system consists of the military, the National Security Bureau and the police. Of these three, the military has the highest qualifications and most advanced technologies for gathering information. Division 2 of the General Staff Department is the Chinese military's chief intelligence agency, and it oversees special agents inside and outside of China, military officers in the embassies dispatched to foreign countries, and spying activities. The CCP has sent many spies abroad during the past few years, many of whom target Falun Gong and collect "Falun Gong information." They provide false information to the high officers in the CCP central government, intending to deceive people who don't know the truth about Falun Gong and to justify the ongoing persecution. They spread lies abroad and attack Falun Gong, misleading many people, in order to ostracize Falun Gong. It is not yet known how many of these spies come from the National Security Bureau, and how many come from the General Staff Department.

Since Jiang Zemin started persecuting Falun Gong, Communist special agents have frequently harassed and threatened practitioners around the world. Chen Yonglin, the former First Secretary of the Chinese Consulate General in Sydney, and Hao Fengjun, who worked at a 610 Office in Tianjin City, have defected and are now in Australia. The Party exerted its most strict control over its overseas consulates and over the 610 Office inside of China. These two former officials stepped forward to expose the inside facts of the CCP's persecution of Falun Gong.

Chen Yonglin stated that there are as many as 1,000 Chinese spies in Australia. Hao Fengjun supported Chen's claim and confirmed the Chinese government's huge espionage network operating abroad. Meanwhile, Chen disclosed the CCP's Australian Falun Gong policy: "Launch an attack on one's own initiative, strive for support (of the Australian government), win sympathy (from the Australian public)." The information these men provided validate the CCP's extension of its persecution outside of China.

The Australian newspaper The Age reported on June 8, 2005, that "Chinese embassy spies have followed Falun Gong practitioners in Australia, bugged their phones and even broke into their homes to sabotage their activities."

Failed Assassination Attempt

The book The Real Story of Jiang Zemin reveals that back in 1999, Jiang Zemin tried to negotiate to have the founder of Falun Gong extradited, in return for a $500-million reduction in China's trade surplus with the United States, an effort that failed. Jiang issued a secret assassination order to the intelligence department(s) through Zeng Qinghong. The Ministry of State Security and the General Staff Department jointly formed a special action team responsible for collecting information regarding the location of Falun Gong's founder, recruiting and training assassins in preparation for the assassination.

In December 2000, Jiang Zemin learned that the Falun Gong founder planned a lecture in Taiwan. He and Zeng Qinghong secretly contacted the local Taiwan mafia and hired assassin(s) for seven million U.S. Dollars. The Falun Gong founder, however, knew about their plans early on and announced a last-minute change of itinerary, which aborted Jiang Zemin's planned assassination attempt.

Jiang Zemin and Zeng Qinghong were furious. They issued an ultimatum to the special action team, ordering them to carry out the murder at all costs. They secretly ordered the Ministry of State Security and the General Staff Department to jointly set up a special action team, and recruit and train one group of desperados. The mission of the special action team was to stir up trouble, frame Falun Gong, mislead the media and the public, and incite hatred of Falun Gong at all costs, even if it meant taking lives, and find opportunities to kill the Falun Gong founder. Jiang Zemin personally approved 500,000 U.S. Dollars to be used to recruit a group of women to form a death squad. The women were trained to act as suicide bombers, like members of the Tamil Tigers in Sri Lanka. They were to be sent to the U.S. and attend Falun Gong practitioners' experience sharing conferences, pose as Falun Gong practitioners, approach the Falun Gong founder and detonate bombs tied to their bodies.

Soon, Jiang Zemin and Zeng Qinghong received a secret report saying Falun Gong practitioners were going to have a conference in Hong Kong on January 13 and January 14, 2001, and the Falun Gong founder would speak on the 14th. Jiang Zemin immediately issued a secret order, to seize this opportunity to take action within Communist Party's territory at all costs. The General Staff Department, the Ministry of State Security and the Ministry of Public Security joined efforts and quickly made assassination plan No. 114. At the time, Chinese intelligence agencies in Southeast Asia and North America entered a special state of alert. Nearly all mafia groups in Hong Kong and Macao were recruited into the assassination part of the plan as a result of the regime's threats and bribes. The plan designated members of the Hong Kong and Macao mafia to personally carry out the murder to deflect attention from the Communist Party. Jiang Zemin was confident he would succeed this time from this secret arrangement.

Mr. Li Hongzhi did not attend the conference on January 14, and the plan was aborted once again. The assassination team learned then that Mr. Li Hongzhi knew about their scheme. Jiang Zemin became afraid after the failure of several assassination attempts. Jiang's special action team later got into traffic accidents and other accidents, and it eventually disintegrated. The assassination plot was completely abandoned.

Monitoring Communication Inside and Outside China

The General Staff Department and the Ministry of State Security carried out terrorist activities abroad while Division 3 of the General Staff Department utilized its advanced military communication technologies - including surveillance, phone tapping, deciphering codes and radio reconnaissance, among other things - to monitor all international phone calls, especially those containing Falun Gong information. The number of people they deployed was as many as 100,000.

The General Staff Department also used the latest military technologies against Falun Gong practitioners. For example, the No. 54 Research Institute under Division 4 of the General Staff Department developed a voice recognition system, which was used to identify Falun Gong practitioners by their voices. They would make phone calls to Falun Gong practitioners in the name of phone inquiry and record their voices. This system would recognize the practitioners in future phone calls.

Overseas Falun Gong practitioners founded some legitimate websites since practitioners in Mainland China don't have any opportunity to speak out. Communist spies attacked these websites and invaded the practitioners' private computers, and planted viruses, including Trojan Horses, to steal information. Evidence shows the Internet technology employed by these spies probably come from military technologies developed and managed by the General Staff Department.

The Ministry of Public Security issued orders to all levels within police forces in May and June 2006 saying that every possible scientific method must be used to monitor Falun Gong, at all costs. One insider revealed to the Minghui website that the Party built a signal monitoring tower in the East Sea Fleet (headquartered in Ningbo City, Zhejiang Province). This site is used to monitor and scan signals from all mobile phones throughout the country. They identify, trace and investigate signals that contain sensitive words. "Falun Gong" has always been one of the most sensitive key phrases the Party looks for in phone calls.

3. The PLA General Logistics Department is the Core Management Agency for Live Organ Harvesting

The Party's military medical system administered another extremely cruel method of persecuting Falun Gong practitioners based on Jiang Zemin's secret order, "Ruin their reputations, bankrupt them financially, annihilate them physically."

"Human Experiments" on Falun Gong Practitioners Without Consent

On May 12, 2005, the renowned scientific magazine Nature published an on-site investigation article entitled "Chinese clinical trials: Consenting adults? Not necessarily..." The author states, "As Nature discovered on a recent visit, awareness of ethical regulations and informed-consent procedures is alarmingly low �" even among researchers and medical professionals. Some institutional review boards (IRBs), which are supposed to enforce ethical standards, do little more than rubber-stamp the proposals that come before them."

Regional hospitals in China never ask for consent from patients before conducting experiments on them. Military hospitals are even more unscrupulous. They test drugs on people without the recipients' consent. Many of the victims of such experiments are Falun Gong practitioners.

According to an internal source, the Party conducted many experiments on Falun Gong practitioners who were illegally detained in hospitals. Some practitioners were injected with unknown drugs, after which they suffered such excruciating pain that they crawled all over the floor and hit their heads against the wall. They eventually died in terrible agony, and their bodies were immediately cremated.

Fabricating Documents and Harvesting Organs from Living Falun Gong Practitioners

According to orders from the CCP Central Military Committee, that felons and prisoners can be processed according to the developmental needs of the state or of socialism, the police, courts, prisons and hospitals colluded with one another and began the practice of organ harvesting from living beings a long time ago. In the early stage, the organizations involved in this were primarily hospitals within the military and police system, such as military hospitals, hospitals for the armed police and police hospitals. Later, local hospitals joined en masse.

After the Party labeled Falun Gong a "class enemy" the CCP Central Military Committee's "processing according to the needs of socialism" was applied to Falun Gong practitioners, who became living organ banks for the regime's illegal harvesting of organs.

The military is the management system for organ transplants. The military system is central to these facilities and administration of these matters, specifically the PLA General Logistics Department. The General Logistics Department oversees military medical health and also has a branch Health Division. There are more than 150 military hospitals, most of which perform organ transplants. Therefore, the military is playing a major role in the illegal harvesting of living Falun Gong practitioners' organs.

After nearly six months of conducting extensive investigations, Canadian investigators David Matas and David Kilgour published the "Revised Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China." Their report confirms the Chinese military's widespread participation in the crime of harvesting organs from living Falun Gong practitioners.

4. Other Roles of the Military in the Persecution of Falun Gong

Special Military Surveillance Administration Zones or Concentration Camps?

Military facilities include buildings, other spaces and equipment used for military purposes. They are termed restricted military zones or military administration zones. Many military facilities are top secret and off-limits to the public. The Party illegally detains uncounted large numbers of Falun Gong practitioners in certain restricted military zones and has converted the structures in those areas into concentration camps. According to an insider, to his knowledge, there are 36 such concentration camps in China.

There are numerous caves developed for military purposes in many mountains where military weapons are stored deep underground. The operation of most of these military facilities is highly classified information. Each cave can hold a considerable number of people, and even the smaller caves can each contain more than 1,000 people.

Aside from building restricted military zones, Mao Zedong (the former CCP leader) had ordered elaborate underground networks to be built in many cities. They were initially used as air raid shelters and were later further expanded during economic development and urban construction projects. Many air raid shelters of various types now exist throughout the country. For example, one aerial defense project in Harbin City, Heilongjiang Province that was brought to a halt due to shortage of funds in 1979, was at a depth of 21 m [69 ft] underground; its height was 6 m [19.6 ft], the width 7.3 m [23 ft]; the total area is 111,800 sq. m [1,203,405 sq. ft], with a total length of 9.5 km [5.9 miles]. The entire shelter is made of reinforced concrete. How many similar tunnels exist in the country? Each can conceal numerous people.

Falun Gong practitioners held in concentration camps are forced to do slave labor, and as stated above, also become an important part of the live organ bank. After the Party's harvesting organs from living Falun Gong practitioners was exposed in March 2006, the regime transferred many practitioners in order to cover up its crimes. Some practitioners were sent to air raid shelter(s) in Wanzhou, near Chongqing City, the so-called "home front."

The Military Smuggles Living People in Order to Sell their Organs

The CCP military is corrupt to the core and has a long history of smuggling. As early as the Sino-Japanese War, when the military was in Yan'an, it grew opium and was also involved in drug trafficking. During Jiang's tenure as the CCP leader, China's moral foundation completely collapsed. The practice of armed smuggling by the Chinese military became even more widespread and intense. The army, navy and air force colluded with one another and formed gigantic and powerful smuggling rings. The navy fully utilized its convenient location and authority to smuggle things abroad. According to analysis, the Party's military smuggles everything from petroleum, electronics, cars, steel, cigarettes, communication equipment, gold, weapons, drugs, and anything else that is profitable.

The Party processes Falun Gong in a revolutionized way according to the needs of socialism. The organs of Falun Gong practitioners thus became commercial products to make huge profits for the Party. According to a veteran military doctor in Shenyang City, most of the people smuggled abroad by the Communist regime for the purpose of transplants are Falun Gong practitioners. According to an overseas media outlet, the Chinese navy uses its unique position and advantage to transport Falun Gong practitioners abroad. We cannot directly verify this claim right now due to the CCP's censure of all information.

Local Armed Forces, or Army Reserve

Aside from the military and armed police who personally persecute Falun Gong, local 610 Office agents, the police department and people from the Armed Bureau work together to dispatch army reservists to persecute Falun Gong practitioners. They assign the militia, police and unemployed persons to patrol the streets, hold stake-outs outside Falun Gong practitioners' homes and follow and arrest Falun Gong practitioners.

5. Endnote: Violence and Dictatorship Cannot Defeat Human Nature

The CCP military harvests organs from living Falun Gong practitioners for profit. This evil, "new to this planet," infuriates heaven and earth. The Communist Party has played out its final tunes of hysteria and is now beyond redemption. The heavens are eliminating the Chinese Communist Party. Members of the Chinese military should withdraw from the Party if they still have a conscience, and should not ally themselves with the Party on the way to its grave.

The CCP fervently believes in the power of violence and totalitarianism and has devoted itself, the government machinery, and the military to the persecution of a civil cultivation group that follows the teachings of Truthfulness-Compassion-Forbearance. Nevertheless, "coercion cannot change people's hearts." Historically, all persecution of any righteous faith have ended in shameful failure. The Party's military, which appears to be powerful on the surface, is insignificant before the Buddha Law. The persecution is destined to fail.
