Song Pingshun, Former Chief of Tianjin Public Security Bureau and Persecutor of Falun Gong, Commits Suicide

(Clearwisdom.net) On June 5, 2007, Song Pingshun shot himself to death in his office. Song was the Chief of Tianjin City's Public Security Bureau, Secretary of Tianjin City's Political and Legal Committee, the Head of Tianjin City's 610 Office, and the Chairman of Tianjin City's Chinese Communist Party (CCP) Political Committee. He committed suicide after being charged with receiving bribes of over 100 million yuan.

Song Pingshun was the head of a notorious gang in the Hexi District, Tianjin City. Song, born in July 1945, was from Shenze, Hebei Province. He became Deputy Mayor of Tianjin City, Secretary of Tianjin City Political and Legal Committee, Chief of Tianjin City Public Security Bureau, and Head of Tianjin City Armed Police Headquarter in May 1993. From May 1998 to April 2002, Song was deputy secretary and permanent member of the CCP's Seventh Tianjin City Committee. Later, he became Secretary of the CCP's Tianjin City Political and Legal Committee. In January 2003, Song became Chairman of the Tianjin City Political Committee.

After the CCP began to persecute Falun Gong in July 1999, Song Pingshun worked closely with the previous secretary of the Tianjin City Committee, Mr. Zhang Lichang, and Mr. Li Baojin, the previous Head of the Tianjin City Magistrate and Deputy Chief of Tianjin City Public Security, to suppress Falun Gong. On April 17, 2007, Song Pingshun (then Secretary of Tianjin City Political and Legal Committee) and Zhang Lichang (then Secretary of Shunhe City Committee) ordered a raid and arrested 45 Falun Gong practitioners who had gone to Tianjin Education College to explain important facts about Falun Gong and discuss the misconception caused by the slander He Zuoxiu published in the college's publication. The wrongful arrests occurred because over 10,000 practitioners exercised their constitutional right by going to Beijing's State Appeals Office to explain the truth about Falun Gong and ask for the release of the 45 practitioners on April 25, 2007, named later the "April 25 Incident." The 10,000 Falun Gong practitioners' peaceful behavior that day impressed the international community but alarmed the CCP.

In the beginning of 2001, the Tianjin City Committee held a meeting and made plans to suppress Falun Gong. The meeting was hosted by Song Pingshun, who passed on and explained the No.2 document that originated with the CCP's central government about its decision to ban and suppress Falun Gong.

On March 27, 2001, Song Pingshun gave a long speech during a meeting in Tianjin to "honor" those government organizations and individuals who were highly "accomplished" in persecuting Falun Gong practitioners. In other words, Song used psychological and monetary rewards to motivate people to persecute Falun Gong practitioners. (About 800 schoolteachers and students from Tianjin City High School, policemen from the Public Security Bureau, and officials from the Armed Police Force were awarded during this meeting.)

On April 26, 2001, he published an article in the Legal System Daily (or Fa Zhi Ri Bao in Chinese pinyin) where he emphasized the importance of suppressing Falun Gong and "reforming" Falun Gong practitioners (making practitioners renounce Falun Gong).

On March 23, 2001, and October 23, 2002, Song Pingshun visited many local governments and ordered them to intensify the persecution of Falun Gong practitioners. He also emphasized the importance of making practitioners renounce Falun Gong.

On August 21, 2001, he visited Tianjin Science and the Technology Museum to view the large hate propaganda exhibit about Falun Gong, designed to instigate people's hatred against Falun Gong.

On April 23, 2002, Song Pingshun made a speech to Tianjin City's 13th People's Congress to demand the continuation of Tianjin City's severe persecution of Falun Gong.

On September 11, 2002, Tianjin City Committee held a meeting where he emphasized the need to continue persecuting Falun Gong.

On May 10, 2003, Song Pingshun emphasized the need to persecute Falun Gong during a meeting with CCP cadres from Tianjin City's political and legal system during the SARS epidemic.

On January 16, 2004, he presented awards to those from the government organizations, prisons, and forced labor camps who were "accomplished" in persecuting Falun Gong practitioners at a work meeting of the Tianjin City justice and administration system.

On May 20, 2004, Song Pingshun sponsored a large exhibit at the Tianjin Science and Technology Museum that spread hate propaganda against Falun Gong. On July 16 and 17, 2004, Tianjin Cable TV reported on the exhibit and broadcast it for two days. The TV report had a bad impact on Falun Gong.

Song Pingshun is one of the main culprits behind the persecution of Falun Gong in Tianjin City. While he was working as the Chief of Tianjin City Public Security Bureau, Secretary of Tianjin City's Political and Legal Committee, and the Head of Tianjin City 610 Office, tens of thousands of Falun Gong practitioners in Tianjin were illegally arrested, imprisoned, and sentenced to forced labor camps and prisons.

Nobody can escape the judgment of Heaven. The group of culprits in Tianjin City that have been actively persecuting Falun Gong practitioners is falling apart. One after another, these culprits are suffering karmic retributions. Chang Lichang, former Secretary of Tianjin City Committee, was transferred to an office outside of Tianjin City in March 2007. Li Baojin, former Head Magistrate in Tianjin City and Deputy Chief of Tianjin Public Security Bureau, faced an investigation for corruption by China's Discipline Committee in June 2006.
