(Clearwisdom.net) The Luotaishanzhuang Brainwashing Center in Fushun City is known to the outside world as "Fushun City Guanai School" (The meaning of "Guanai" is loving, caring). It is actually an evil, dark den where Falun Gong practitioners are severely persecuted. It was established in 2002 by the Political and Legal Committee of the Liaoning Provincial and Fushun Municipal Governments. It's purpose is to force Falun Gong practitioners to give up their beliefs.

1. Illegality of Its Establishment

"Fushun City Guaiai School" doesn't belong to any judicial department nor to any administration section. It was secretly set up to persecute Falun Gong practitioners. It is located in a scenic spot at the Dahuofang Reservoir area in Fushun City. In recent years the CCP (Chinese Communist Party) has infused lots of monetary resources there to persecute Falun Gong. Several buildings were just built entirely for this function, which is more evidence of the CCP's continuing persecution of Falun Gong. People are now living in poverty while their money is being used not to improve living standards or to build the country, but instead to secretly build places to persecute Falun Gong practitioners.

2. The Personnel

The working staff at the Fushun City Guanai School (brainwashing center) mainly come from the Political and Legal Committee in Fushun City, the Fushun City Forced Labor Camp and Fushun City Coal Mining Group. Most of the staff who come from the Forced Labor Camp are those who were the main perpetrators in torturing Falun Gong practitioners in their previous teams. Policeman Wu Wei is one of them. Currently he is the section chief in charge of education. Those who come from the coal mining group are almost all retirees who were once in charge of the Party and Youth League work of the CCP and who were hired after careful selection. They work and live there, and earn a wage of 17 or 18 yuan per day. When it is not busy, they can go home. They are "assistant teachers" who actually monitor and oversee Falun Gong practitioners around the clock. There is also a group of collaborators who had been practitioners, but gave up after being tortured. They are in charge of "helping to educate," which means they assist in brainwashing the pracititoners with CCP propaganda, and spread erroneous and twisted understandings of Falun Dafa's teachings in the attempt to "transform" practitioners.

3. Torture Methods Used to Persecute Falun Gong Practitioners

In the first several years since the center was established, they used cruel and evil methods to torture Falun Gong practitioners and try to force them to give up their beliefs (this was reported on Mignhui/Clearwisdom).

Due to the pressure and condemnation from international society, they have changed their methods. They now use so-called "caring methods" such as constantly monitoring practitioners in their daily lives. They pay lip service to the fact that it is wrong to use torture. When a practitioner talks to them about the CCP's persecution of Falun Gong practitioners, they pretend to be sympathetic, but in reality their purpose is to make the practitioner trust them so that they can achieve the goal of "transforming" the practitioner. They gather Falun Gong practitioners in classrooms and repeatedly play videos that slander Dafa. They instruct the collaborators to continuiously talk about the crooked Party theories from the moment practitioners open their eyes in the morning to the time they go to bed. They also forbid practitioners from doing the exercises. They eat and sleep with practitioners, but remain alert to any sound, and the guards on duty also come frequently to check the rooms with flashlights. The collaborators also make records of practitioners' words and actions and report them to the officials.

4. Setting Management Rules to Limit the Freedom of Falun Gong Practitioners

The working staff privately sets rules to limit the freedom of Falun Gong practitioners. This is actually illegal. When approached about this issue, they avoid answering the question by saying, "There are rules in the State and there are rules in the family." They force practitioners to do morning exercises and watch the evening Liaoning Provincial News and CCTV's news broadcast on TV. This is a violation of human rights.

5. The Current Situation

Most of the practitioners detained there come from Shenyang City and Dalian City. They were arrested when clarifying the facts of Falun Gong to people. They were sent to the Luotaishanzhuang Brainwashing Center after they had been detained in local custodial stations and detention centers for some time. They initially stayed in Luotaishanzhuang for one month. If they were not successfully "transformed," they were forced to stay for another month. If they were still not "transformed," they were threatened with forced labor camp sentences. Some practitioners were sent to the brainwashing center directly from the forced labor camp and not released after their terms were up. The local Public Security Bureau, the 610 Office and the Political and Legal Committee had to pay money to the Luotaishanzhuang for any Falun Gong practitioners they sent. Luotaishanzhuang made it appear that they spent the money on practitioners' living expenses, but in reality much of the money was pocketed by the staff administrators. The working staff on the surface allowed practitioners to share experiences, but in reality they didn't allow the steadfast practitioners to join in the sharing, and they forbid those who had recently been "transformed" to talk with steadfast practitioners. They made up all sorts of excuses to forbid family members from visiting practitioners. For example, they didn't let family members see practitioners if they didn't have an introduction letter from the local 610 Office, and they didn't let families that have Falun Gong practitioners visit the detained practitioners.

Qiao Anshan was the honorary principal of the brainwashing center. He often went to the center and spread the evil theories of the CCP. Su Jing, director of the Masanjia Forced Labor Camp, often went there as well and advocated their covert methods of "transforming" practitioners, using so-called "soft methods." As long as the persecution of Falun Gong practitioners is still going on, the police will use various methods to suit the international circumstances by covering up their persecution and deceiving world's people. So we hope kind-hearted people will learn about the various political movements staged by the CCP and recognize the true nature of this persecution of Falun Gong practitioners and the CCP's persecution of Chinese people in general. The nature of the evil CCP includes evil, deceit, incitement, unleashing the scum of society, espionage, robbery, fighting, elimination, and control. No matter how the CCP tries to cover up and to disguise itself, its nature will not change.
