Account of the Financial Persecution I Suffered at the Hands of the Authorities in Jiahe County, Hunan Province

Aug. 26, 2007 |   By Xiao Silan, a Falun Gong practitioner from Hunan Province

(Clearwisdom.net) Since July 20, 1999, Jiang Zemin's regime has brutally persecuted Falun Gong. A few of us practitioners went to Beijing to appeal for justice for Falun Gong, as the law permits. We wanted to report the true situation about Falun Gong and tell the authorities how we benefited physically and spiritually after practicing Falun Gong, and we asked them to stop the persecution. As a result, Beijing policemen arrested us.

On February 10, 2000, the local police took me back to Jiahe County. They charged me with "disturbing social order." I was illegally detained in the local police station for two days and then transferred to a detention center for 33 days. During this period I was forced to pay 330 yuan for terrible meals and not given a receipt.

During the detention period, the 610 Office and security police deceived and tricked the family members of Falun Gong practitioners. They forced each family to pay 15,500 yuan as a fine. I was detained there until March 17, 2000 and then allowed to go home.

I was told that the 15,500 yuan was distributed as follows: 5,000 yuan to the police, 3,000 yuan to the "610 Office", and 7,500 yuan to the Hunan Province Xiangyun transportation office.

In addition, my workplace illegally fined me 2,000 yuan on June 1, 2000, bringing the total amount of fines to 17,500 yuan.

The huge amount of fines has created enormous financial and emotional pressure on the practitioners' families, saddling most of them with a large debt. The authorities have raided these people's savings and assets and created conflicts in these practitioners' families. In these ways, they have intensified the persecution of practitioners.

On February 9, 2000, agents from the Jiahe police and from my workplace took us back from the Chenzhou Liaison Office in Beijing. The Liaison Office Director Mr. Li handed 600 and 300 yuan he had temporarily kept for me and Li Shangying to Party Secretary Li Zhuwen. Li Zhuwen never returned our money. There are no accounting records at my workplace for this transaction.

Before the New Year of 2001, I was doing a job in my relative's home. The police and my workplace sent five people and arrested me without following legal procedures. They detained me for 15 days and forced me to pay 150 yuan. Then they let me go home.

On January 10, 2001, people from my workplace forcibly sent me to the Chenzhou City Brainwashing Center. They declared it to be a "study" session for 10 days. In reality, I was kept there for four and a half months (135 days). Fellow practitioners strongly protested this, and then we were released. I was compelled to pay food and lodging expenses for two people who accompanied me. It cost 30 yuan per day and totaled 7,980 yuan.

On December 8, 2001, I went to someone's home to pick up Falun Gong materials. Someone reported me on my way back home, and policemen arrested and sent me again to a detention center. I was kept there for 15 days and fined 2,000 yuan. Four people from my work unit and police station, including my son, were fined. My son was fined 400 yuan, and the three others were fined 200 yuan each. At the time, Li Yulin was the Executive Director of my workplace and Li Zhuwen was the Party Secretary.

On December 30, 2001, the authorities took me to the city brainwashing center again for one month and took another 2,700 yuan from me. They fined me in the amount of 10,680 yuan during the two brainwashing sessions.

On February 21, 2004, Guiyang police officers sent me to the Guiyang Communist Party School and to the Guiyang Detention Center. Two weeks after my return home, Guiyang police sent me to the Baimalong Women's Forced Labor Camp for one year and nine months. When I returned, Li Yulin fined me 10,000 yuan. He deducted a monthly installment from my paycheck.

After the persecution began, officials at my workplace assigned me to do cleanup of the apartment area where the workers' families live. The original rule that Li Yulin set was that I would get paid 100 yuan monthly for the cleanup work. But after my appeal, the payment was canceled. When I was illegally sent to the forced labor camp from February 2000 to March 2001, my husband had to do the cleaning. 1,200 yuan remains unpaid to us.

One day in April 2001 when I was not at home, the police gathered some workers to unlawfully search my home. They confiscated my precious copy of Zhuan Falun and other Dafa books.

In summary, below is a listing of the financial persecution I have suffered:
Fine for the appeal: 17,500 yuan
Fines for two brainwashing sessions: 10,680 yuan
Fines after returning from forced labor camp: 10,000 yuan (additional personal and workplace fines: 600+1,200=1,800)
Subtotal of the above: 38,180 Yuan

Detention fees for three detentions (one time I did not pay): 300 yuan
Jiahe Detention Center food and lodging fee: 330 yuan
Guiyang Detention Center food and lodging fee: 430 yuan
Subtotal of the above: 2,680 yuan.
Fine from December 8, 2001: 2,000 yuan.
Total: 42,040 yuan
