(Clearwisdom.net) The 610 Office in Harbin, Heilongjiang Province manipulated the judicial system and sentenced Mr. Qi Fengming, 69 years old, to five years in prison, starting in November 2008. He was transferred in Daqing Prison in January of 2009.

Mr. Qi Fengming, born on October 31, 1941, is a retired engineer of Harbin Oxygen Machine Factory. Mr. Qi's son Qi Fei, born on October 11, 1975, is an employee of Harbin Medicine Production Company. Qi Fengming was arrested by Liu Xinyu and Song Yong, police officers from the Harbin Haxi Police Station, and Mr. Qi was held for 15 days for "administrative detention," because he had gone to Beijing to appeal for Falun Gong on March 5, 2000.

On February 4, 2008, Mr. Qi Fengming was reported to Haxi Police Station by his neighbor Jiang Zhongyou, while Mr. Qi distributed Falun Gong truth-clarifying materials in his neighborhood. The director of Haxi Police Station, Shi Wei, sent policemen, including Liu Kai, Fan Dajun, Tong Tianhao, and Wang Jinming to arrest Mr. Qi Fengming from his home. Later, police officers arrested Qi Fengming's son, Qi Fei, from his workplace.

Gu Zhaomin, the chief of Nangang District Police Department, sent policemen Fan Dajun, Tong Tianhao and Wang Wenlin to search Mr. Qi Fengming's home. Policeman Wang Jinming pretended to be Mr. Qi's neighbor and eyewitness. That same night, Mr. Qi Fengming and Mr. Qi Fei were detained in the Nangang Detention Center.

Police officers from Nangang District Domestic Security Division, including Zhang Xuming, Wang Chunsheng, Zhou Songbin, Fan Xiangrui, Wang Liguo, Huang Yaobin, Han Zheng, and Yin Songbo interrogated Mr. Qi Fengming and Mr. Qi Fei many times. Police also called Mr. Qi's neighbors Jiang Zhongyou, Wang Xiuying, and Li Fengtai to act as so-called witnesses. Li Xiaodong and Li Jianbo, police officers from the Harbin Surveillance Division for Ensuring Internet Public Safety also helped fabricate false evidence against Mr. Qi Fengming.

On March 3, 2008, the Harbin City 610 Office held a meeting on this case. Chief members of Harbin City 610 Office, Wang Weiping, Li Jiabin, and Shen Jibin, conspired to illegally arrest Mr. Qi Fengming. They released Mr. Qi Fei after extorting 5000 yuan from him.

On April 1, 2008, Wang Baolong, the procurator of Nangang District Procuratorate in Harbin City, delivered the court documents on Mr. Qi Fengming to the Nangang District Court, which was controlled by the 610 Office.

In early May 2008, Judge Liu Yanhua of the Nangang District Court held a so-called open trial to for Mr. Qi Fengming. Liu sentenced Mr. Qi Fengming to 5 years in prison. On November 5, 2008,

Mr. Qi was detained in the Hulan Prison's Training Team. Officers there forbade Mr. Qi to sleep, eat, and drink for three days straight in an effort to force Mr. Qi to renounce Falun Gong.

In January, 2009, Mr. Qi Fengming was transferred to the Daqing Prison and continued to suffer abuse.
