Ms. He went to Beijing to appeal for justice on behalf of Falun Gong in January 2000. She was arrested and detained in a drug rehabilitation center for 15 days by the Beijing Road Police Station, Jinchang City, Gansu Province. After being released, Ms. He went to Beijing again. She was arrested and imprisoned in the Jinchang City Detention Center for six weeks.

At 11 p.m. on August 22, 2000, police broke into Ms. He's home and arrested her. They detained her at the National Security Bureau and then transferred her to the drug rehabilitation center three days later. She was imprisoned for over three months before being sentenced to forced labor. When the forced labor camp refused to take her, the police had to release her.

A month later, the police talked Ms. He into returning to the police station. They arrested her again. She was sentenced to serve one and a half years in Ping'antai Forced Labor Camp in Lanzhou City. She had to perform hard labor and was frequently harassed and beaten by guard Gu Yanling and inmate Ma Lingling. For nine days, she had to do labor during the day and stand upright all night along.
