Five Falun Gong Practitioners Arrested in Chaoyang, Liaoning Province

(Minghui.org) Falun Gong practitioners Ms. Chen Guilan andMs. Wang Yanmei were arrested by Patrol Division Two of Chaoyang City Police Station in the Central Market on March 3, 2013. They were transferred to Qianjin Police Station by the Domestic Security Group of Chaoyang Police. Zhang Zhiqiang, director of Qianjin Police, signed the paperwork to detain Ms. Zhang Guilan for 15 days and Ms. Wang Yanmei for 10 days. Ms. Wang has been released, while Ms. Chen is still in police custody.

The reason Ms. Chen is being kept in custody longer was reportedly because she hadn't responded “properly” to interrogation by the Domestic Security Division of Chaoyang City Police. The person in charge of the interrogation decided that Ms. Chen should be sent to the local procuratorate. No legal procedures were followed. When it comes to decisions on Falun Gong practitioners, the Domestic Security Division and the 610 Office have had unquestioned authority to supersede the law.

Zhao Qiang, head of the Domestic Security Division of Chaoyang County Police Station, and more than 20 officers broke into a residence in Xinhuangdi Village around 3 a.m. March 7. They arrested Falun Gong practitioner Ms. Zhu Jianli, who was visiting her uncle; her mother; and her aunt, Ms. Xu Yanxia.

The Political and Legal Affairs Committee of Chaoyang City government and Chaoyang City Police Station made the two arrests under the guise of “promoting safety” during the two national conferences (the National People's Congress and the Chinese People's Political Consultative Conference) in March 2013. Officials involved included Zhang Jing, secretary of the Political and Legal Affairs Committee of Chaoyang City government; Shi Xinli, director of Chaoyang Police Station and deputy secretary of the Political and Legal Affairs Committee; Zheng Shaolin, director of Chaoyang 610 Office; and Ding Xin, director of Chaoyang County Police Station.

Zhao Jing, Shi Xinli, and Zheng Shaolin have been directing the local courts and procuratorate to sentence innocent Falun Gong practitioners, including expelling a defense attorney from court in order to keep a Falun Gong practitioner from being adequately defended. Changyang County's title of Outstanding Model in the Suppression of Falun Gong earned by the last two police station directors Gao Zhenge and Fan Tieju is now continued by Ding Xin, vice director Han Yifan, and the Domestic Security Division head Zhao Qiang.

Datun Town Police Station is a branch under Chaoyang County Police Station. Datun Police Station director Liu Xinman committed a series of crimes in 2011, including raping and murdering two women and killing Falun Gong practitioner Xia Fengzhi from Liangtugou Village by pushing her off a bridge with a car. Chaoyang County Police Station fabricated a false alibi for Liu to avoid punishment.
