Mr. Guo Shuyan from the No. 10 Oil Production Plant in Daqing City was illegally arrested at around 9:00 p.m. on May 14, 2013, by officers from Daqing City Police Department, Chaoyanggou Police Department Branch, and his employer's security department. He was detained in the Zhaozhou County Detention Center in Daqing City for over a month before being released on June 21, 2013. On the morning of June 25 when Mr. Guo was at work, he was seized by the security agents from the 610 Office and the security office of No. 10 Oil Production Plant, and taken to Qinglongshan Brainwashing Center in Jiansanjiang.

Praised for Living by Truthfulness-Compassion-Forbearance

Falun Gong practitioner Guo Shuyan used to be an administrative cadre for the No. 10 Oil Production Plant. He began learning Falun Gong in 1996. He conducted himself strictly according to Truthfulness-Compassion-Forbearance. He was diligent at work and cared less for personal loss and gain. He was highly regarded by his manager, unpretentious in his daily life, and always care about others. His professional expertise and personal conduct were held in high regard.

However, during the 14 years that the Chinese Communist Party (CCP) has persecuted Falun Gong, Mr. Guo has been deprived of any opportunity for promotion or raise, because he is a Falun Gong practitioner. In 2000, he was forced to retire early from his job. Nevertheless, since Mr. Guo had done a marvelous job in his previous post, and his superiors had confidence in him, he was hired back to take charge of managing material and supply records.

Arrested and Detained in Zhaozhou Detention Center

Officers from the Daqing City Police Department, Chaoyanggou Town Police Department Branch of Zhaozhou County, Daqing City, and the No. 10 Oil Production Plant ambushed and arrested seven practitioners at around 9:00 p.m. on May 14, 2013, including Mr. Guo Shuyan, Mr. Wang Yanming, Ms. Lei Qingxiu, Ms. Ma Lili, Mr. Xuan Shuang, Ms. Song Ruixiang, and Ms. Wang Yanru. The police confiscated a computer, printer, and Falun Dafa books from their room. Mr. Guo was detained in the Zhaozhou County Detention Center.

Two more practitioners were persecuted that night. One that had his house ransacked is still homeless. The other practitioner and her non-practitioner husband were forced to leave their jobs. They lost their bonuses for the month, and both she and her employer were fined 5000 yuan. Her family has been in great distress.

It was known that Daqing City Police Department had been keeping watch on Mr. Guo and his fellow practitioners in No. 10 Oil Production Plant for a long time, making this a planned arrest.

Detained in Qinglongshan Brainwashing Center in Jiansanjiang

Mr. Guo was detained in the Zhaozhou County Detention Center for over a month and released on June 21. Liu Xiping, director of the 610 Office of Petro China Daqing Oilfield Company, pressured the 610 Office and the plant security office to send Mr. Guo to Qinglongshan Brainwashing Center in Jiansanjiang.

Home for only a few days, Mr. Guo had not recovered physically or mentally from his ordeal. On the morning of June 25 when he was at work, he was seized and taken to the notorious Qinglongshan Brainwashing Center. Those involved also included Xu Xianjun, Yang Xiaofeng, and Li Guocai from the 610 Office and the security office of No. 10 Oil Production Plant.

Persecuted Mentally

Mr. Guo was locked up in a solitary unit in the middle of the night. The authorities tried to force him to give up his belief and quit practicing Falun Gong by using a “carrot and stick” method. They also sent three collaborators to monitor him and deprive him of sleep. As soon as he closed his eyes, they would wake him up. Mr. Guo was exhausted both mentally and physically.

He was forced to watch DVDs that slandered Falun Gong and pressured to accept the warped concepts and theories of the CCP. On the fifth night after 9:00 p.m., Mr. Guo wanted to go to bed but was not allowed to. He protested, saying, “How can you not allow me to go to sleep when it is already after 9:00?” Four stout men pushed and threatened Mr. Guo, “If you do not 'transform,' we will send you to jail.” Mr. Guo said, “I have done nothing wrong. Is conducting oneself as a good person now a crime?”

Qinglongshan Brainwashing Center in Jiansanjiang

Qinglongshan Brainwashing Center in Heilongjiang Land Reclamation Bureau is known for persecuting Falun Gong practitioners. It was established on Qinglongshan Farm of Jiansanjiang Land Reclamation Branch and is known as a “legal training base.” It accepts Falun Gong practitioners without any legal or formal paperwork. Three rooms are equipped with surveillance devices. One room has no monitoring equipment. The rest of the rooms are administrative offices.

In the center, practitioners are subjected to both tough and soft means of persecution including coercion and threats, unceasing persuasion with several people taking turns, insults and humiliation, physical and verbal abuse, deception, and hypocrisy. The persecutors slander Falun Dafa and its Master, deprive the practitioners of sleep, inject them with unknown drugs, and extort confessions using brutal torture.

They monitor and detain practitioners, who are not allowed to speak for a long time. They have created a bizarre “curriculum” to upset and confuse practitioners' minds. The practitioners are then pressured to write statements slandering and denouncing Falun Gong. This is how the authorities brainwash a good person.

If the practitioners give in and are "transformed" under the extreme torment, they then have to go through the “curriculum” of watching 40-50 DVDs within a prescribed period of time. Afterwards they are forced to go against their conscience by writing a guarantee statement, their "thoughts," a list of the people they knew and contacted, and the location of the material sites. If they refuse, they are regarded as “incompletely transformed” and not released.

The practitioners who refuse to cooperate with the authorities are first coerced and threatened, offered incentives and disincentives, insulted and humiliated, etc. If these tactics are not successful, the practitioners are taken to a room without any monitoring equipment and brutally tortured.

Repeatedly Tortured for Not Giving up Falun Dafa

When Jiang Zemin regime began the persecution of Falun Gong in July 1999, propaganda was used to slander and defame the practice. Large-scale photo exhibits using fake or modified photos, to frighten people away from Falun Gong, were displayed in Harbin Museum in Heilongjiang Province.

Mr. Guo went to the museum on June 21, 2000, to let people know that the photo exhibit was all lies perpetrated by the CCP. He left a note in the guest book to validate the goodness of Falun Dafa.

After he was arrested in Harbin, he was escorted back to town by personnel from the No. 10 Oil Production Plant security office. They held him in custody in Zhaozhou County, Daqing City. Fifteen days later, he was transferred to the Zhaozhou County Detention Center.

In the detention center, director Li Qinghe, associate director Sun Wenzhi, and police officer Wang Zhong tortured Mr. Guo. They deprived him of sleep and food.

Three days after Mr. Guo arrived at the detention center, he did the Falun Gong exercises with two other practitioners in the surveillance room. Officer Wang Zhong spotted it on the monitor and rushed into the room swearing and carrying a leather belt. He made the practitioners stand on a line and whipped their backs one by one with the leather belt. He then made them go to the administrative office, where director Li Qinghe and associate director Sun Wenzhi delegated inmates to put shackles on the practitioners' ankles.

Mr. Guo could not stand up straight due to the 30+ kilograms of metal shackles. After moving slowly step by step to the new room specifically to detain him, his ankles were already bruised and swollen. As soon as he entered, officer Wang Zhong told the guard, “Look after him.” The guard punched Mr. Gao in the chest several times, causing him to faint.

Sun Wenzhi asked Mr. Guo whether he would like to continue practicing Falun Gong. He answered, “Yes.” Sun Wenzhi told the inmates to handcuff his hands behind his back. A few hours later when Mr. Guo lost consciousness, they took off the handcuffs and the shackles.

Director Li Qinghe tried several times to force Mr. Guo to write a guarantee statement promising to no longer practice Falun Gong, but Mr. Guo refused to sign. Director Li Qinghe said, “Now that you do not want carrots, we have to give you sticks.” They placed a “neck pincher,” weighing over 25 kilograms, around his neck, both hands and both legs. Mr. Guo was unable to move and had difficulty breathing. He endured this painful torture for 20 hours.

Mr. Guo still refused to write the guarantee statement, so Li Qinghe again told the inmates to use the “wall rings.” The inmates tied Mr. Guo's hands and feet to four rings which were mounted on the wall, and left him hanging for three hours. He was in great pain and sweat profusely.

At that time, somebody from Mr. Guo's work unit came to see him, so the police took him down from the wall. In the meeting room, Mr. Guo continued to refuse to write a guarantee statement. After the visitor left, Li Qinghe slapped Mr. Guo's face three times, saying that Mr. Guo caused him to lose face in front of the visitor. Li Qinghe said slapping was too light a punishment and that he would test how strong Mr. Guo was.

Four inmates dragged Mr. Guo outside, pushed him down, and stripped all his clothes off. Li Qinghe took out a torture device he had designed by himself, called the “old bull mallet.” It was made with a belt with a wooden handle. It was used to brutally beat the practitioners who do not give up their belief in Truthfulness-Compassion-Forbearance.

One whip with the “old bull mallet” drew blood, and Mr. Guo screamed in pain. After whipping Mr. Gao over 20 times, Li Qinghe taunted him, saying, “Dare you still practice Falun Gong?” As he talked, he whipped Mr. Guo's back. Mr. Guo had already been beaten black and blue, and his back was bleeding and torn. He could not lie down or sit down. Seventeen days later, his family took him home. Li Qinghe extorted several thousand yuan from his family. Mr. Guo's injuries turned purple, and he did not recover for quite some time.

One night in late December 2000, Mr. Guo Shuyan went out to hang Falun Dafa banners and was followed. He was arrested by Yang Minjie, head of No. 10 Oil Production Plant security, and three police officers, who searched him. Later, Li Shaohong, head of plant security, and officer Sha took Mr. Guo again to Zhaozhou Detention Center. That night, Mr. Guo developed a high fever. He could not eat in the following days and was so weak that he was released.

Forced Labor in Xinjiang Province and a Broken Family

Mr. Guo Shuyan became homeless to avoid being arrested again. He went to Hetian City, Xinjiang Province in December 2001. He wrote letters to clarify the true facts about Falun Gong, and his handwriting was recognized. Director Chen and two police officers from the State Security Bureau of Hetian City, Xinjiang Province, arrested him. When he was interrogated in the basement of a local security office, a Uyghur policeman, Tuluhong, slapped Mr. Guo just because he said he knew nothing.

Sixteen days later, Mr. Guo was sent to the detention center of the Hetian Prefecture. Because he refused to memorize the code of the detention center, officer Kang and three other Uyghur police officers dragged him to the corridor, made him put his arms up against the wall, and struck his back with a truncheon. His back was black and blue, and the pain was severe, so he could only sleep face down.

A month later, he was "sentenced" to three years of forced labor, although Changji State Security Bureau, Xinjiang Province, had followed no legal procedures. He was sent to the No. 6 Brigade of the Changji Forced Labor Camp in Xinjiang Province.

During his forced labor term, Mr. Guo's wife divorced him under pressure from the CCP. His young son is being raised by his in-laws. A perfectly good family was torn apart by the Chinese Communist Party.

Because Mr. Guo Shuyan refused to participate in any activities in the labor camp, he was summoned in September 2002 to the office of the “enforcement group,” created specifically to persecute Falun Gong practitioners.

In the office at that time were Gu Jianhai, counselor of No. 6 Brigade; Tian Hu, officer of No. 6 Brigade; security guard Ma Longyue; Chen Jiang, an officer of the No. 6 Brigade; and officer Li. They asked Mr. Guo why he refused to participate in any activities. Mr. Guo answered with conviction, “I did not commit any crime nor am I wrong for practicing Falun Gong and conducting myself as a good person. I refuse to accept the forced labor term imposed upon me.”

Li, Ma Longyue, and Chen Jiang stripped off Mr. Guo's jacket, handcuffed him, and had him sit on the ground. They each held an electric baton and shocked Mr. Guo's legs. The strong current passed through Mr. Guo's body and he passed out. Two days later, Tian Hu ordered two Uyghur inmate collaborators, Aikebai and Aihaita, to drag Mr. Guo to a tomato field and make him run in the scorching sun until he was severely dehydrated.

Zhang Yan, head of the discipline section, along with Gu Jianhai and Chen Jiang, at noon one day in early April 2003, told over ten Uyghur inmates to handcuff Mr. Guo, take him to a field, and make him march until dusk. That night Mr. Guo developed a high fever, with a stomachache and bloating. On the third day of his fever, Mr. Guo spit up blood.

Fearing they might be held responsible if Mr. Guo died, Zhang Yan and Gu Jianhai took him to the Wujiaqu City Hospital. Mr. Guo had gastritis and cholecystitis. He could subsequently eat only a small quantity of liquid food, and he was in grave condition. However, he was not released until his three-year term was served.

In China, with over 100 million Falun Gong practitioners, Mr. Guo Shuyan's unimaginable suffering is only the tip of the iceberg.

The CCP is responsible for uncountable atrocities committed against Falun Gong practitioners.

Falun Gong, which has spread to over 100 countries, teaches people to be kind and moral. It is healing and health-enhancing. It has been well received, respected, and supported by people of all ethnicities and been recognized with over 3,000 awards and proclamations. The Falun Dafa teachings have been translated into over 30 languages and can be freely downloaded from the Falun Gong website.

We appeal to all just people both at home and abroad to help stop the CCP's persecution of Falun Gong and release all the detained practitioners immediately.
