(Minghui.org) Falun Gong practitioners in the United States, Canada, United Kingdom, and Australia have recently submitted to their respective governments an identical list of perpetrators who have participated in the persecution of Falun Gong in China. The practitioners requested visa denial and freezing assets of these human rights violators.
While practitioners in different countries had submitted similar lists to their governments before, the latest submission is unprecedented in that it was a brand new list submitted to four different countries at the same time.
Going forward, Falun Gong practitioners will work with more Western governments. Each time a new list of persecutors is compiled, it will be submitted to multiple governments simultaneously so that it becomes harder for the persecutors to find a safe haven for themselves and their family members as well as their money.
Many Western nations share a common understanding that basic human rights, including the right to freedom of belief, must be protected. Laws have been instituted to prevent human rights violators from using these countries as a safe haven.
An official from the U.S. State Department said earlier this year that 28 countries have passed or plan to enact laws similar to the U.S. Global Magnitsky Act. A law like this would allow a government to sanction any foreign government officials for human rights abuse. It includes denial of entry and freezing both assets and financial transactions.
Last December, Falun Gong practitioners in Canada submitted a list of perpetrators involved in the persecution of Falun Gong to the Canadian government based on Canada's Magnitsky Act, requesting that the perpetrators be denied visas and have their assets in Canada frozen. In July 2019, practitioners in the U.S. submitted their list (including perpetrators from various regions, professions, and government levels) to the U.S. State Department requesting their visa denial. Several weeks ago, practitioners in Canada and Australia provided lists of perpetrators to their governments to bar these individuals from entry.
An official from the U.S. State Department said the evidence on perpetrators provided by Falun Gong practitioners in July 2019 was credible and well formatted, and it was the best among such lists submitted by persecuted religious groups, and they welcome more lists to be submitted. He also indicated that quite a few people in China have been denied visas for human rights violations in recent years because of their involvement in the suppression of Falun Gong.
Upon receiving the latest list, the U.K., Canadian, and Australian governments confirmed appropriate actions would be taken.
Falun Gong practitioners will continue to compile lists of perpetrators and submit them simultaneously to multiple governments, so that these perpetrators and their family members will be held accountable. Besides requesting visa denial and freezing assets, Falun Gong practitioners will also report the perpetrators who are already overseas (such as in the U.S.) to the U.S. Immigration and Customs Enforcement (ICE) and/or their counterparts in other countries requesting the perpetrators' deportation.
We urge those involved in the persecution of Falun Gong in China to immediately stop harming Falun Gong practitioners. We further encourage them to record and report human rights violations committed by others who refuse to stop participating in the persecution of Falun Gong.
The recent list submitted to the U.S., Canada, U.K., and Australia governments covers perpetrators from various regions, professions, and government levels who have all participated in the persecution of Falun Gong.

As the architect of the persecution of Falun Gong, Jiang Zemin personally launched, planned, orchestrated, ordered and executed the persecution and crimes against millions of Falun Gong practitioners in China starting in 1999. He established this crackdown not as a law enforcement program within the context of criminal law or procedure, but as an extralegal, political campaign utilizing primarily Chinese Communist Party (CCP)—not state—personnel and resources, resulting in the torture, death, and organ harvesting of Falun Gong practitioners.
Persecution of Falun Gong was former Chinese leader Jiang Zemin’s personal decision. Jiang Zemin dictated to the politburo his decision of establishing an extralegal Communist Party organization, the “ 610 office”, to administer and execute his persecution policy. The “610 Office” was established under the direct order of Jiang. The “610” office is actually Jiang’s commanding system and personal platform to direct and oversee the persecution campaign.

Liu Jing is responsible for extrajudicial killing, torture and other gross violations of internationally recognized human rights committed against Falun Gong practitioners primarily in his capacity as:
Deputy Director of the Central 610 Office from June 1999 to August 2001;Director of the Central 610 Office from September 2001 to October 2009.
As the Minister of Public Security, Zhou Yongkang is responsible for the persecution carried out by the Ministry of Public Security. He is also responsible for the crimes committed by the whole Chinese legal system since the system was controlled by the CCP through PLAC. The Leading Group for Handling the Falun Gong Issue and the 610 Office are the executive bodies to coordinate the persecution of Falun Gong.
From October 28, 2007 to his retirement in 2012, Zhou Yongkang should take full responsibility for all the persecution carried out by Chinese legal system since he was the Secretary of PLAC and the head of the above-mentioned Leading Group of the CCP Central Committee. The Central PLAC controls the Ministry of Public Security, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Justice and the Ministry of State Security. The Leading Group plays a key role in the system of Chain of Command, which was established specifically for persecuting Falun Gong.
Li, Lanqing planned, deliberated, conspired, incited, initiated, ordered, organized, directed, authorized, supervised, oversaw, and controlled forced live organ harvesting, extrajudicial killing, forced disappearance, arbitrary mass detention, robbery, torture and other gross human rights violations committed against Falun Gong practitioners from 1999 to 2002, primarily in his capacity as head of the “Central Leading Group to Handle the Falun Gong Issue Leading Group ” (referred to as the “Leading Group” in this report) of the CCP Central Committee (CCPCC), and member of the CCP Central Politburo Standing Committee.
As the top-ranking official in Dalian city, Liaoning province and finally, Chongqing City, Bo Xilai was an active partner in crime in driving the policy of extermination of Falun Gong in his regions.
During his leadership, both Liaoning Province and Chongqing City reported some of the worst persecution of Falun Gong practitioners. Falun Gong practitioners were imprisoned and tortured in large numbers. Many were permanently disabled or killed in captivity and tortured. Many more were illegally rounded up, and forcibly taken to forced transformation facilities where they were subjected to brainwashing.
According to available information, during Bo Xilai’s tenure as mayor of Dalian there were 15 reported cases of Falun Gong practitioners being tortured to death. During Bo Xilai tenure as governor of Liaoning Province, there were 103 reported cases of Falun Gong practitioners killed through torture—a figure that was ranked fourth in the country. In 2007, when Bo Xilai moved to Chongqing, there were about 20 reported cases of Falun Gong practitioners being tortured to death.
Under Bo Xilai’s directives and policies, forced labour camps and prisons such as the Masanjia Forced Labour Camp, Dabei Prison, Zhangshi Forced Labour Camp, Longshan Forced Labour Camp, Dalian Forced Labour Camp subjected Falun Gong practitioners to some of the most agonizing and cutting edge torture methods, which were subsequently modeled after by other jurisdictions.
Large-scale killing of Falun Gong practitioners by means of forced organ harvesting is also likely to have started in Liaoning Province under Bo Xilai’s leadership. The earliest reported case of forced organ harvesting and industrial sale of human cadaver happened in Dalian City of Liaoning province when Bo Xilai was mayor. Indications of forced organ harvesting were mostly found in Liaoning Province.
Wu Guanzheng was the Secretary of the Provincial Party Committee of Shandong Province, the highest political appointment at the provincial level, from 1997 to 2002. When the eradication campaign against Falun Gong began in 1999, Wu Guanzheng led the province in an egregious campaign of torture, imprisonment, extrajudicial killing and other gross human rights violations against Falun Gong practitioners.
Under Wu’s charge, Falun Gong practitioners suffered appalling torture and died gruesome deaths. As stated by Minghui, “Between 1997 and 2002 when Wu Guanzheng was the general secretary of the Shandong Province Party Committee, Shandong Province became one of the provinces where Falun Gong practitioners were most persecuted.” By December 2013, Minghui has documented 96 cases of Falun Gong practitioners being tortured or persecuted to death in Shandong Province. Most of these extrajudicial killings took place under Wu Guanzheng’s orders or supervision, for which he must be responsible.
The eradication campaign of Falun Gong is conceived by the Chinese Communist regime in two broad aspects—physical killing and torture; and corruption of public opinion. Physical killing and torture is carried out by coercive institutions of the state first led by former Deputy Director of the Central 610 Office, Liu Jing. Corruption of public opinion in relation to Falun Gong is carried out by the media agencies, departments and organizations of propaganda led by Li Dongsheng who was the other Deputy Director of Central 610 Office. The crimes and transgressions that Li Dongsheng committed against Falun Gong practitioners in his capacity as the chief of propaganda from 1999 to 2009 forms the main subject of this report.
In 2009, Li Dongsheng was promoted to become the Director of the Central 610 Office and Deputy Minister of Public Security of China and gained control over the entire apparatus of persecution including both propaganda and public security. In his new appointments, Li Dongsheng visited different cities to inspect and tighten security work, a euphemism for the persecution of Falun Gong. His visits were followed by an escalation in the torture, imprisonment, and forced transformation of Falun Gong practitioners in these cities.
Li Dongsheng’s political career ended in 2013 when he was investigated for “grave violations of Party discipline and law” by the Party. However, Li Dongsheng was never investigated, punished, or held accountable for his role in the persecution of Falun Gong.
Qiang, a senior Chinese Communist Party (CCP) official, ordered, directed, and authorized numerous human rights violations including extrajudicial killings and torture in Beijing, Qinghai Province, and Jiangxi Province. He commanded, instigated, and incited acts of violence committed by police, prison guards, and other personnel against Falun Gong practitioners.
By imposing sanctions on Qiang for his gross violations, our government will expose and hold accountable those responsible for the Chinese Communist Regime’s ongoing persecution of Falun Gong. Killings, torture, and other violations of human rights against Falun Gong must cease.
Wang Lijun is the Josef Mengele of China. In his dual capacity as police chief and medical scientist, he led the persecution of Falun Gong and personally conducted fatal tests and medical experiments on detainees.
Evidence indicates that his tests and experiments, performed under the auspices of medical advancement, entails the torture and extrajudicial killing of thousands of victims who likely include Falun Gong practitioners.

Zhang Chaoying was the director of the Masanjia Forced Labour Camp. He was responsible for all the activities of torture and killing that took place in Masanjia, including Masanjia 2nd Female Division which later on was merged with the 1st Female Division to become the Masanjia Female Labour Camp. In 2003, Zhang Chaoying was promoted to the director of Forced Labour Bureau of Liaoning Province. He took charge of all labor camps in Liaoning Province.

Jia Chunwang was a former Minister of Public Security, the department of state that presides over the Public Security Bureau, policemen and labor camps. His tenure as the Minister of Public Security from 1998-2002 coincides with the beginning of eradication campaign of Falun Gong. As the chief of Public Security, Jia Chunwang was an active supporter and a zealous partner in crime in the persecution of Falun Gong. In the chain of command of the anti-Falun Gong machinery, Jia Chunwang took orders directly from the Central PLAC and 610 Office, and commands the nationwide network of police and security personnel to fulfill these orders. Under his charge, large numbers of Falun Gong practitioners were detained, imprisoned, tortured and killed extrajudicially by police and security personnel in police stations, detention facilities and labor camps across the country.

The Chinese Communist Party (CCP)’s Central Political and Legal Affairs Commission has long been the primary aggressor in the persecution of Falun Gong practitioners. As the Party Secretary of the Department of Justice of Ningxia and Liaoning provinces, Li is responsible for the persecution, torture, killing, and disabling of Falun Gong practitioners in these regions.

When Jiang Zemin began to persecute Falun Gong in July 1999, the Supreme People's Procuratorate and the Supreme People’s Court followed Jiang’s orders closely. They illegally arrested and imprisoned Falun Gong practitioners, and created new legislation to fully support the persecution. In the past 20 years, many innocent Falun Gong practitioners have been illegally brainwashed, sentenced to prison, and even persecuted to death.

On March 5, 2002, in an effort to clarify the truth of their situation, Falun Gong practitioners from Changchun, Jilin Province broadcast the films “Falun Dafa All Over the World” and “The Truth Behind Tiananmen Self-Immolation” through a cable television network in the cities of Changchun and Songyuan. This event is considered to be the first large-scale occurrence of civilians breaking through the official government-run media since the Chinese Communist Party took over China. Up until this point, the people of Mainland China, living under years of tight Communist rule, had only viewed what was deemed to be in-line with the views of the CCP.
According to reports, within just a few days of the films being broadcast, approximately 5,000 Falun Gong practitioners were arrested in Changchun. The Municipal People's Procuratorate filed a public prosecution against 15 Falun Gong practitioners, including Liu Chengjun and Liang Zhenxing. Each one of these Falun Gong practitioners was illegally arrested and sent to the Changchun Intermediate People's Court on Sept 6, 2002. On September 18, the Changchun Intermediate People's Court illegally opened a court session. Liu Rongsheng of the Changchun Municipal People's Procuratorate was the public prosecutor of the case. The practitioners were charged with "destroying a radio and television facility and organizing and using cult organizations to undermine law enforcement.” On September 20, 2002, 15 Falun Gong practitioners were illegally sentenced to severe punishment.

Anshan City Women’s Detention Center accepts a large number of female detainees from nearby areas, such as Haicheng, Tai’an and Xiuyan. Some of these detainees are female Falun Gong practitioners.
Zhao Hongbo received many awards from the CCP. She received the Municipal Government Award and the Top Ten Outstanding Supervisory Police of Liaoning Province Award in 2009. In 2010, she obtained the Anshan Excellent Youth Award, and the “Public Star” award of the Anshan City Police Department. In 2011, she was one of the top ten female police officers in Liaoning Province, among other provincial awards.
After being appointed as the director of the Anshan City Women’s Detention Center, Zhao Hongbo followed Jiang Zemin’s persecution policy against Falun Gong practitioners strictly. She tortured Falun Gong practitioners mentally and physically, including beatings, forcing them to sit on a bench for a long time, stripping their clothes, insulting them and force-feeding them. Her direct acts of persecution caused the death of Falun Gong practitioner, Yu Baofang.
From October 1999 to August 2007, Su Jing was the head of the Masanjia Labor Camp’s Second Female Division (also known as the Liaoning Province Ideological Education School, a brainwashing center). Awards presented to Su Jing:

Masanjia Labor Camp is not an ordinary labor camp. It is a model labor camp under the direct command and control of the Jiang Zemin Group in its persecution of Falun Gong. It is under the direction of the CCP Personnel Department, the CCP Central Leadership Team to Handle Falun Gong Issue, the CCP Political & Legal Affairs Committee, the CCP 610 Office, and the Justice Department. In order to force Falun Gong practitioners to give up their beliefs and to reach the targeted “transformation rate,” Masanjia designed and implemented numerous torture methods that were promoted throughout China by the CCP.
In 2001, China Central TV reported, “As the representative of the Masanjia Labor Rehabilitation Institute in Liaoning Province, Director Su Jing will participate in the ‘Anti-Falun Gong’ speech group and give lectures while touring around the country.”

As a CCP high-ranking official in charge of religious affairs, Ye instigated propaganda to incite hate against Falun Gong. On July 20, 1999, former Party Chief of the CCP Jiang Zemin started mobilizing the resources and propaganda tools throughout China to persecute Falun Gong. Two weeks later, Ye Xiaowen gave a four-hour long speech entitled, “Comprehensively and Faithfully Carry Out the Religious Policy of the Party and Unequivocally Condemn Falun Gong” at a joint meeting attended by the Working Committees for the CCP Central Office, the Central State Offices, and the CCP Central Finance Offices. The videotaped version of this speech was used as internal study material, for example, by the Beijing CCP and governmental offices. He Lizhi, a Falun Gong practitioner and an engineer at the Ministry of Construction was forced to watch this videotaped report at his work unit. As He recalled, “Ye said that Falun Gong is all about the opposite of what the CCP advocates, all this shows that Falun Gong is ‘competing for the people in the ideological field and within the CCP.’ If left unchecked, the CCP's cause will be ruined. Therefore, the struggle against Falun Gong is a major political struggle, a life-and-death ideological contest, and a matter of survival that affects the future and destiny of the CCP and China.”
2001 – 2008: Director of Domestic Security and Protection Brigade under the Yushu City, Jilin Province Public Security Bureau. Previously Chief of the Zhengyang Police Station.
During Zhang Deqing’s tenure as Communist Party Political instructor, Director of the Zhengyang Police Station, and subsequently, Director of Domestic Security and Protection Brigade under the Yushu City Public Security Bureau, he actively implemented Jiang Zemin’s policy of persecuting Falun Gong. He brutally persecuted local Falun Gong practitioners and became an enforcer for the Chinese Communist regime to persecute Falun Gong practitioners. As a result, Falun Gong practitioners were detained, sent to forced labor camps, sentenced to prison, and even tortured to death. Their families were subjected to great pain and suffering. After 2001, Zhang Deqing was promoted to Director of Domestic Security and Protection Brigade where he further stepped up his efforts.
According to incomplete statistics, during the seven years of Zhang Deqing’s tenure as Director of Domestic Security and Protection Brigade, 19 Falun Gong practitioners in Yushu City were sentenced to up to 15 years in prison. Over 260 Falun Gong practitioners were sent to forced labor camps, the highest among county-level cities in China. Thousands were abducted, detained, and tortured. For example, Li Shuhua, Li Fengqin, and Liu Huijun were tortured to death by Zhang Deqing. He should be held accountable for the crimes he committed.

Hou Qiang followed Jiang Zemin's policy closely to persecute Falun Gong and became an attacker for the Chinese Communist Party (CCP) against Falun Gong practitioners. He sued Falun Gong practitioners for owning so-called “criminal materials,” such as Falun Gong books, Falun Gong materials, and computers and mobile phones with Falun Gong files on it. Dozens of innocent practitioners were illegally sentenced to prison. Zhang Jinsheng was persecuted to death.

Liu Jianguo was appointed Secretary of the Chinese Communist Party (CCP) Political and Legal Affairs Commission of Tangshan City in September 2011. Liu was responsible for or directly carried out systematic, ongoing, egregious violations of religious freedom. Through his position, he actively implemented Jiang Zemin’s persecution policy against Falun Gong. During his tenure, he planned and organized a large number of arrests and persecuted Falun Gong practitioners in Tangshan. These include the kidnappings of Falun Gong practitioners on February 25, 2012, and March 31, 2016, as well as the harassment, kidnapping, and sentencing of Falun Gong practitioners who filed criminal complaints against Jiang Zemin from 2015 to 2016.

According to incomplete statistics, between April 2011 and December 2011, at least 74 Falun Gong practitioners in Baoding were abducted, 12 were re-educated, 1 was illegally sentenced to jail and 1 was persecuted to death. The Baoding Municipal Public Security Bureau set quotas for police stations for abducting Falun Gong practitioners prior to October 1, 2011. 50 practitioners with known names were abducted and more than 31 were harassed.
According to incomplete statistics, from January 1, 2012, to December 31, 2012, at least 76 people were illegally arrested in Baoding City, 13 were illegally sent to the Re-Education Camp, 1 was tried in court illegally, and 3 were illegally sentenced to jail. There were 8 practitioners arrested illegally, 19 practitioners harassed, 3 people sent to "brainwashing classes," 9 people illegally detained, 3 people forced to become destitute and homeless, and 1 person persecuted to death.

Wang Xiankun has served as Deputy Secretary, Secretary, Acting Governor, and Governor of the Heilongjiang Provincial Party Committee. He currently serves as the Director of the Standing Committee of the Heilongjiang Provincial People’s Congress. Throughout his tenure, Wang Xiankui has followed Chinese Communist Party leader Jiang Zemin’s policy of persecution against Falun Gong. From August 2010 to March 2017, Wang Xiankui and his subordinates illegally arrested hundreds of Falun Gong practitioners, resulting in at least 62 deaths. Under Wang Xiankui, Heilongjiang Province became one of the most active regions of the persecution against Falun Gong in China.

From April 2008 to January 2012, Judge Yang Xiaoping was involved in the illegal sentencing and persecution of 30 Falun Gong practitioners, including Li Huiping, Zhao Feiqiong, and Li Wenbo. They were all sentenced at the Intermediate Court of Kunming City, Yunnan Province. Yang Xiaoping was directly responsible for all these cases.

Since the illegal suppression of Falun Gong by Jiang Zemin’s criminal group in July 1999, Zhang Zaixing has followed the orders of Jiang’s group. He was under the personal instructions of Li Lanqing, the director of the “610 Office,” who persecuted Falun Gong. Li Lanqing has been accused by several countries of “torture, mass extermination, and anti-humanity.” He has since carried out a series of horrific persecutions against Falun Gong practitioners at Tsinghua University, a prestigious institution of higher education in China. The persecution is widespread and severe, ranking first among all universities in the country.
According to reports from CCTV, Zhang Zaixing, deputy party secretary of Tsinghua University, said, “Colleges and universities are halls of science, and organizations such as ‘Falun Gong’ will not be allowed to do anything in the university. I resolutely support the party and the government to ban Falun Gong and prohibit a series of major Falun Gong activities... Prepare for a long-term and arduous struggle against the Falun Gong organization.”

According to Minghui.org, in reported statistics tracked since the year 2000, Dong Ning directly persecuted more than 100 Falun Gong practitioners. He caused the death of two practitioners and had over 30 practitioners sentenced, sent to labor camps, and illegally detained. He also ransacked the homes of over 70 practitioners. Since Dong Ning has taken the head position at the Domestic Security Division in Binhai, the security force has intensified its persecution of Falun Gong practitioners. Additionally, using their positional power, the security force has extorted large amounts of money from persecuted practitioners. Below are just some of the documented cases.

According to incomplete statistics, from 2009 to 2016, at least six Falun Gong practitioners were persecuted to death, including Zhao Ping, Xu Huizhu, Peng Wenxiu, He Yuer, Zhu Jianpeng, and Chen Lianfang. Several dozen other Falun Gong practitioners were also illegally sentenced to prison, including Huang Qian, Zhu Yubiao, Zheng Jingxian, Wang Haihong, Wang Zhihong, Zhang Xiaoling, and Zhang Yueqi. When Zhang Yueqi was illegally sentenced, he (or she) was only 16 years old. Many Falun Gong practitioners were illegally arrested, detained, and transferred to “brainwashing classes” for further persecution.
On the afternoon of December 18, 2012, a meeting for the “Anti-Cult Project” was held in the Public Security Bureau of Tianhe District. Yang Mingde, deputy secretary general of the Political and Legal Committee for Guangzhou City and director of the Prevention Office at the time, spoke at the meeting. He claimed that “the current situation for the anti-cult activities was never hopeful” and that “governments at all levels should rank anti-cult work as their first priority and increase the intensity of the attack to ensure the safety of society.”
Falun Gong practitioner Ms. Zhao Ping was a lawyer, a second-level police superintendent, and a lecturer at Guangzhou Public Security Management Cadre College. She was persecuted for 17 years due to her persistence in practicing Falun Gong. After Ms. Zhao published an article on December 17, 2013, on the Minghui website disclosing facts about the persecution of Falun Gong practitioners in the Women’s Prison of Guangdong Province, she was harassed and threatened by workers from the Political and Legal Committee for Guangzhou City, the 610 Office, the National Security Department, and the Neighborhood Association. Workers from the Wushan Street Management Office even went to Ms. Zhao Ping’s mother’s home in Guiyang City and threatened her mother in efforts to force Ms. Zhao to stop writing articles about the persecution. Ms. Zhao Ping was persecuted to death on May 14, 2016, at the age of 58.

Chen Shulin has been directly involved in the human rights abuses committed against Falun Gong practitioners since 2010. As the director of the “610 Office” of Hunan Province (the “610 Office” is an extralegal CCP security agency created in 1999 to lead the anti-Falun Gong campaign), Chen is culpable for staining Falun Gong’s reputation and persecuting, torturing, killing, and maiming its practitioners. Though his term of office lasted only three years, in that time, tens of Falun Gong practitioners were persecuted to death. Among those persecuted to death include Xu Chensheng, Jiang Meilan, Guo Boqin, Zeng Haiqi, Peng Donglian, Xie Wutang, Peng Xiaobing, Zeng Zhaoqin, Zhu Guilian, Zhang Guoliang, Zhang Zhimin, Zhou Bosheng, Tan Cuiying, and many others.

During his tenure as a member of the Standing Committee of Xi'an Municipal Committee, as first secretary of the Political and Legal Affairs Committee of Xi’an Municipal Party Committee, as Director of Xi’an Municipal Public Security Bureau, and as Secretary of the Party Committee of Xi’an Municipal Public Security Bureau, Dong Jun closely followed the Jiang Zemin’s group in violating the Chinese Constitution and trampling on the law. He used his position to kidnap Falun Gong practitioners on unwarranted charges, implemented illegal detention, sent practitioners to labor camps, and sentenced people to forced detention in "brainwashing class" (a class that persecutes Falun Gong practitioners in an attempt to coerce them into renouncing their faith) among other persecution methods. To date, Dong Jun has caused at least 3 practitioners’ deaths and is responsible for 97 abductions, 29 illegally labor camp sentences, and 52 illegally imprisonments in “brainwashing classes.”
2002 – 2008: Warden of Duyun Prison, Guizhou Province. During his tenure, he was responsible for the torture, physical disabling, insanity, and death of many Falun Gong practitioners.Current: Inspector of the Guizhou Provincial Supervision Bureau and the Secretary General of the Provincial Prison Association.
The Duyun Prison in Guizhou Province is the so-called ministerial level “civilized prison,” and was established by the Ministry of Justice of the Communist Party of China. In order to achieve the purpose of making Falun Gong practitioners give up their faith, the prison set up a “prison in prison.” They established a so-called “supervisory team,” “conversation room,” “attack room,” “conversion group,” etc. The prison guards instigated and manipulated the prisoners who had no conscience to torture the Falun Gong practitioners who did not give up their faith. They used all kinds of criminal methods, such as long-term binding in bed, barbaric feeding, placing in confinement, sitting on a single-legged bench, beatings, punishment by prolonged kneeling, electric shocks, stretching the body, pouring boiling water on the body, burning with a lit cigarette, providing only baby food, freezing, illegally extending the detention period, 24-hour monitoring, brainwashing using loud speakers, slave labor, insults, etc. They also rotated shifts to use tactics like not letting Falun Gong practitioners sleep for weeks and forcing Falun Gong practitioners to watch and listen to recordings and videos defaming Falun Gong. They made the practitioners write the "guarantee statement" (to not practice Falun Gong) in a state of semi-consciousness to achieve their goal of "transformation.” Many Falun Gong practitioners were persecuted to disability, mental breakdown, or even to death.
The prison guards threatened, “We are not afraid of going to hell when we persecute Falun Gong. We are not afraid of the retribution of the gods.” “Those who are beaten to death are considered suicides or death due to sickness. With support from the communist party and the government, we are not afraid to use deadly force especially on those who do not compromise and do not convert!” The prison earned more than 100,000 yuan in individual bonuses every year because of the persecution of Falun Gong.
From 2002 to 2008 when Hou Lide was the chief commander of the persecution of Falun Gong in the Duyun Prison in Guizhou Province, he controlled and incited the prison guards and prisoners to use extremely sinister, debase, and barbaric methods to torture Falun Gong practitioners. Falun Gong practitioners Mr. Wu Botong and Mr. Ma Tianjun were tortured to death.
