(Minghui.org) July 20, 2023 marks the 24th year since the Chinese Communist Party (CCP) began to suppress Falun Gong. Falun Gong practitioners in 44 countries submitted another list of human rights violators to their respective governments, urging them to hold these individuals accountable for the persecution of Falun Gong in China. The practitioners asked their governments to bar the perpetrators and their family members from entry, and to freeze their overseas assets.
Among the perpetrators listed were Qin Keping, warden of Jiazhou Prison, Luo Jiangtao, director of the Political Department of Jiazhou Prison, and Shao Ling, chief of the Jiazhou Prison Education Reform Section.

Jiazhou Prison, formerly known as Wumaping Prison, is in Leshan City, Sichuan Province. It has been mainly used to incarcerate male Falun Gong practitioners in Sichuan Province since 2006, where practitioners have suffered a variety of cruel torture methods. In the past 17 years, at least 24 Falun Gong practitioners were persecuted to death in the prison or died shortly after their release.
In one of the torture methods, practitioners are only given 20 seconds to finish a meal. The practitioners are forced to sit in double-lotus position and are not allowed to lift the bowl off the ground. They have to lower their heads and eat like an animal. After the prison guard counts from 1 to 20, the practitioners have to immediately stop eating.
Other torture methods include long hours of standing, electric shocks, beatings, and being forced to do arduous unpaid labor. Practitioners are not allowed to talk with one another and are ordered to write “thought reports” and “guarantee statements” to renounce their faith. Those who refuse are placed under “strict management,” sprayed with pepper water, or tortured by other inmates. Inmates involved in persecuting Falun Gong practitioners are rewarded with term reductions.
After Qin Keping became the political commissar and warden of the prison in 2016, he spared no effort in implementing the torture and brainwashing of the practitioners. The prison’s Education Reform Section, overseen by Luo Jiangtao and Shao Ling, were instrumental in executing the brainwashing sessions.
Due to Shao Ling’s active role in the persecution, he has been given several awards, including the “Third Class Award” three times, “Excellent Communist Party Member,” “Expert in Educational Reform,” and “Top Ten Youth Experts in Leshan City.”
A 30-year-old former host of the Sichuan People’s Radio Station was beaten to death on December 2, 2022, while serving a five-year term in Jiazhou Prison, Sichuan Province.
Mr. Pang Xun’s body was covered in bruises from beatings and had marks from electric shocks and from being tied up tightly with rope. He had also become incontinent due to the torture. The prison denied having tortured Mr. Pang and claimed that he died of hyperthyroidism.
Mr. Pang was arrested on July 27, 2020, for distributing Falun Gong informational materials, and was later sentenced to five years in Jiazhou Prison.
Mr. Pang Xun was covered with bruises when he died.
While Mr. Sun Renzhi survived three years of relentless torture in prison for practicing Falun Gong, the Mianyang City, Sichuan Province resident suffered declining health due to continued harassment and passed away two years later on June 25, 2022. He was 68 years old. A residential committee director had come to harass him just twelve days before his death.
Mr. Sun, a former credit union director, had been repeatedly arrested after the Chinese communist regime began to persecute Falun Gong. His home was ransacked and he was held in brainwashing centers. Mr. Sun was given 1.5 years at Xinhua Forced Labor Camp in 2003 for distributing Falun Gong materials.
His second to last arrest was on December 13, 2016 for talking to people about Falun Gong. He was given 15 days at Anzhou Lockup.
Mr. Sun’s last arrest was on April 9, 2017, also for talking to people about Falun Gong. He stood trial at the Anzhou District Court on March 27, 2018. The judge sentenced him to three years with a 10,000-yuan fine on May 22.
At Jiazhou Prison, Mr. Sun had spicy water sprayed in his face and eyes. He was also deprived of sleep, denied the use of the restroom, beaten for hours, and then forced to squat. When he protested the torture, the inmates poured boiling water over his head and down his neck.
Mr. Jiang Libin, a Beichuan County, Sichuan Province resident, suffered generalized edema and was very weak after he finished serving a three-year prison term in 2018 for practicing Falun Gong, but the police continued to harass him frequently over the next two years. He suddenly vomited blood on the evening of October 13, 2020, and passed away hours later. He was 59 years old.
Mr. Cheng Huaigen was arrested on May 13, 2015, for hanging a banner that read, “The World Needs Truthfulness-Compassion-Forbearance.” He was sentenced to four years in prison and died on May 29, 2017, less than a year after he was admitted to Jiazhou Prison. He was 54.
According to insiders, Mr. Cheng was admitted to Jiazhou Prison around June 2016. Just a month later, he was rushed to a police hospital with unspecified symptoms. He was taken back to the prison in November 2016 but never recovered.
Mr. Cheng firmly refused to write statements to renounce Falun Gong and was subjected to intensified persecution. One form of abuse he endured lasted from January to May 2017, during which time he was only given 15 seconds to eat each meal, usually porridge. Mr. Cheng was only able to take a couple of sips of porridge before the time was up.
Starting in February 2017, Mr. Cheng was ordered to walk or run laps on the field. Such so-called “training” went from 8 a.m. to 5:40 p.m. every day. The only break was about 30 minutes for lunch.
Mr. Cheng was then forced to stand for extended periods of time after he returned to his cell. He wasn't allowed to sleep until after 10 p.m. Even after he went to bed, two inmates were assigned to watch him around the clock to prevent him from getting up in the middle of the night to do the Falun Gong exercises or find something to eat.
This abuse last until April 2017. Mr. Cheng still refused to give up his belief in Falun Gong. Two guards then took him to a place without surveillance cameras and grabbed his hand to force his fingerprints on a prepared statement denouncing Falun Gong.
Mr. Cheng had been reduced to skin and bones by May 2017. He was also forced to take unidentified pills every day. His family received a call from the prison on May 29, 2017, saying he was dying. By the time they rushed to the hospital, he had already passed away.
Mr. Chen Guangzhong, of Chengdu City, Sichuan Province, was arrested at home on February 9, 2017. He was sentenced to three years in prison. He died on July 28, 2017, only six months after being taken to Jiazhou Prison in Leshan City, Sichuan Province.
According to his brother who saw him in the prison hospital, Mr. Chen was lying in bed, pale and unconscious. He was nearly naked and his head was shaved. He did not respond when called by name. The guards prohibited his family from taking photos.
Mr. Xu Langzhou, a police officer from Panzhihua City, Sichuan Province, began to practice Falun Gong in 1994. After he began practicing, he was given the Outstanding Police Officer award each year. The Panzhihua City TV station also did a feature story on him.
Because Mr. Xu refused to renounce Falun Gong after the persecution began, he was given two years of forced labor. He was later sentenced to 8.5 years and tortured in multiple prisons. After suffering years of abuse in detention, he died on March 18, 2012, in a prison hospital. He was 39.
Mr. Deng Jiangang, from Pengshan County, Meishan City, Sichuan Province, was sentenced in 2008 to five years in prison. He was abused in the Wumaping Prison and was in critical condition. He died in excruciating pain, only one month after his release. He suffered many health problems, including symptoms of being poisoned.
Mr. Deng was arrested on February 21, 2008 and sentenced to five years by the Pengshan County Court in September 2008. In April 2012, Mr. Deng’s family received a phone call from Wumaping Prison, and were told that he’d been transferred to the Chengdu Prison Hospital. Soon after, his family received the first notice from the hospital that he was in critical condition. His family then went to the prison and asked for his release on bail for medical treatment. However, their request was denied.
Mr. Deng was conscious when he was taken to the hospital, but he lost consciousness within a week. Despite his poor condition, the officers still tied him to a bed in the hospital, immobilizing him.
Mr. Deng’s condition deteriorated quickly until he was close to death. He was finally released and taken home on June 14, 2012. He was in a state of confusion and barely recognized any of his family. He was in great terror and afraid to eat when given food. He kept repeating, “Please don’t beat me!” He passed hot pepper water in his stool, indicating that he’d been tortured with toxic substances.
Mr. Deng was taken home at 10:20 p.m., but he was unable to sleep for four nights. He couldn’t close his eyes, and became anxious and panicked. He kept groaning and continuously scratched his neck and chest, saying that he felt uncomfortable. A doctor came to check him and found his pupils enlarged, a common reaction to toxic substances.
On June 14, when Mr. Deng’s catheter was taken out, it dripped blood. He was not able to urinate after the catheter was removed. Whenever his family tried to wipe sweat off him, as soon as they touched him, he’d scream in panic: “Don’t beat me! Don’t beat me!”
On July 18, 2012, Mr. Deng passed away after years of pain and suffering.
