Canada: 53 Senators and Members of Parliament Issue a Joint Statement Condemning the Chinese Regime’s Transnational Repression

July 27, 2025 |   By Minghui correspondent Yingzi in Ottawa

(Minghui.org) During an event to mark the 26th anniversary of Falun Gong practitioners’ protesting the Chinese Communist Party’s (CCP) persecution, 53 Senators and Members of Parliament (MPs) issued a joint statement condemning the CCP’s ongoing persecution and escalating transnational repression.

Fifty-three Canadian Senators and MPs issue a joint statement to condemn the CCP’s ongoing persecution and escalating transnational repression.

The joint statement reads, “Falun Gong, also known as Falun Dafa, is a peaceful spiritual practice based on the universal values of Truthfulness, Compassion, and Forbearance. Since 1999, the Chinese Communist Party has attempted to eliminate this faith group through systematic and serious human rights violations.”

In the statement, the Senators and MPs condemned the CCP’s transnational repression in Canada. “In 2025, [the CCP] sent bomb and mass shooting threats to four Canadian cities hosting Shen Yun performances, which was part of more than 140 such incidents reported worldwide. Some of these threatening emails have been traced back to China. These actions are part of a broader global sabotage campaign led by the CCP to suppress Falun Gong and Shen Yun.

“Over the past 26 years, Falun Gong practitioners in Canada have been subjected to surveillance, harassment, intimidation, attacks, false information and cyber attacks and other forms of CCP repression. These actions not only harm the Falun Gong community and hinder Shen Yun, but also threaten Canada’s institutions, sovereignty and core democratic values.”

This is a joint statement issued by the Senators and MPs after the G7 [United States, Canada, Britain, Germany, France, Italy, Japan] summit in Alberta, held June 15 to 17, vowing to combat transnational repression, saying that such repression “often impacts dissidents, journalists, human rights defenders, religious minorities, and those identified as part of diaspora communities.”

The joint statement continued, “In their June 2025 statement, the G7 leaders reaffirmed their commitment to protecting communities and condemned transnational repression as a serious threat to rights and freedoms, national security and national sovereignty. The CCP’s persecution of Falun Gong clearly demonstrates the danger of transnational repression, which is what the G7 calls on the world to resist together.”

Senators and MPs urged the Chinese government to immediately end its persecution of Falun Gong and stop all transnational repression on Canadian soil.

MPs Call to Counteract the CCP’s Transnational Repression

Ms. Dai, spokesperson for the Falun Dafa Association of Canada, said the CCP’s persecution of Falun Gong is not limited to China, and its transnational suppression and smear campaign has spread across the globe. Since 2022, the CCP regime has escalated its transnational repression, including intimidation, threats, and suppression of Falun Gong and Shen Yun Performing Arts, especially in the United States, which has also spread to Canada and other countries. There is ample evidence of multiple incidents, including attempts to bribe American officials to attack Shen Yun, manipulation of the U.S. media and legal system, making more than 100 anonymous bomb threats, and social media manipulation.”

This year, theaters where Shen Yun was scheduled to perform in several Canadian cities, including Vancouver, Montreal, Mississauga, and Kitchener, received threats of violence. Calgary also experienced interference with the performance.

The Queen Elizabeth Theatre in Vancouver received a threatening email on March 30 this year, when Shen Yun was about to perform there. The email read, “We have prepared Molotov cocktails and guns.” “We will enter as audience members on the day of the Shen Yun performance.” “If the performance starts, we will suddenly pull out guns, shoot at the actors, and throw Molotov cocktails onto the stage.”

The Shen Yun performance in Vancouver was successfully held from April 9 to 13, 2025. The actions described in the email did not happen. Similar threats were issued against the Living Arts Centre in Mississauga, Ontario. Two days before the Shen Yun performance, a Chinese person threatened that if the Shen Yun performance was not canceled, explosives would be detonated to blow up the arts center. Four minutes later, the same email was sent to the Centre In The Square near Kitchener, Ontario, where Shen Yun was scheduled to perform on March 27.

On the same morning the Queen Elizabeth Theatre in Vancouver received the shooting threat, the organizers of the Shen Yun performance in Montreal also received five similar threatening messages on the real-time chat platform. The organizers reported the threats to the police and told them similar threats were received in other countries.

Judy Sgro, senior Liberal MP and Co-Chair of Parliamentary Friends of Falun Gong (PFOFG), said during an interview that Canada must counteract the CCP’s transnational repression. She said that the transnational repression in Canada was terrible and must be opposed.

Scott Reid, MP and Deputy House Leader of the Canadian Opposition, said in a previous interview, “Shen Yun has gradually become an important vehicle for enhancing the international community’s understanding of Falun Dafa and traditional Chinese culture. Therefore, the CCP uses various mechanisms to prevent performances, including denial to rent venues and even violence threatening to prevent people from going to the performances. These are all tactics used by the CCP to reduce the spread of [real] information, and are not what governments want to see.”

He said, “Bombs or other forms of threats of violence are actually illegal, it is a criminal offense. It is absolutely unacceptable for the government of one country to authorize people to do this in another country.”

Michael Cooper MP said in an interview that sanctions must be imposed on transnational repression. He said, “The transnational repression is indeed worrying and intolerable, which fully demonstrates the extreme means taken by the Chinese communist regime to achieve its political goals. The legislation passed in the last parliament [C-70] has provided some additional tools to deal with foreign interference and oppression on the territory of our country.”

Ms. Dai appreciated the support of Canadian MPs, “In Canada, more and more people are aware of the threat of the CCP’s transnational repression. And people, especially government officials, are more vigilant about it. We are happy that more than 50 Senators and MPs have spoken out to condemn the CCP’s suppression of Falun Gong.”

She continued, “Although many Senators and MPs are on vacation and their offices are closed for summer vacation, in just two and a half weeks, more than 50 Senators and MPs issued a joint statement condemning the persecution, which shows that they understand the importance of this issue and stand with Falun Gong practitioners. We are very encouraged and deeply grateful for this.”

International Human Rights Organization Issues Statement to Condemn the Persecution

In addition to Canadian Senators and MPs, some Canadian international human rights organizations also issued statements condemning the persecution. Raoul Wallenberg Centre for Human Rights, a Canadian international human rights organization dedicated to protecting the world’s most vulnerable groups, issued a statement on July 21 condemning the CCP’s persecution of Falun Gong.

The statement reads, “Today marks 26 years since the Chinese Communist Party launched its campaign to eliminate Falun Gong through a systematic assault on this peaceful spiritual community.

“Millions of Falun Gong practitioners in China have since been imprisoned, tortured, or killed, including through forced organ harvesting.

“What began as a brutal domestic crackdown has evolved into a wide-reaching, systematic effort to suppress Falun Gong practitioners both inside China and abroad, including here in Canada.

“We stand in solidarity with the Falun Gong community in Canada and around the world, who continue to endure surveillance, harassment, disinformation, and repression simply for exercising their fundamental rights. Alongside other persecuted religious and spiritual communities in China, Falun Gong practitioners are denied their basic Article 18 rights—freedom of thought, conscience, and religion.”

The statement concluded, “We renew our call for an end to this decades-long campaign of persecution and urge democratic governments to hold the Chinese Communist Party accountable, and to take concrete action to defend universal human rights and uphold the principles of justice and human dignity.”

In addition to Canada, parliamentarians from 39 countries around the world also issued a joint statement. On July 20, on the 26th anniversary of the Falun Gong practitioners’ peacefully protesting the persecution, the Inter-Parliamentary Alliance on China (IPAC) issued a statement on the X platform to support Falun Gong.

On the 26th anniversary of the Falun Gong’s protesting the persecution on July 20, 16 U.S. Congressional members expressed their long-standing and firm support for Falun Gong practitioners through speeches given at rallies, congressional forum speeches, letters of support and video speeches. They praised the perseverance and courage shown by Falun Gong practitioners, called on the international community to jointly stop the CCP’s persecution, and stated: “The trampling of freedom of belief and the persecution of practitioners must never be tolerated.”
