Incapacitated While Serving Wrongful Term, 58-Year-Old Man Dies Eight Years After Release

A man in Linfen City, Shanxi Province, became incapacitated and mute while serving three years for filing a criminal complaint against Jiang Zemin, the former Chinese Communist Party (CCP) head, who ordered the persecution of Falun Gong in 1999. He passed away eight years later on October 2, 2024. He was 58.

Since Jiang overrode other Politburo Standing Committee members and launched the violent suppression of Falun Gong in July 1999, countless practitioners have been arrested, sentenced and tortured. Some were forced to divorce their spouses or were disowned by their families; some were fired by their employers; and some even lost their lives to the torture and mental distress of the persecution.

When the Chinese Supreme People’s Procuratorate and Supreme People’s Court announced in 2015 that they would accept any cases filed with them, Falun Gong practitioners filed criminal complaints against Jiang.

Mr. Cui Guangfu was arrested by Duizhu Police Station officers on October 29, 2025, for filing a criminal complaint against Jiang. He was previously arrested on December 26, 1999 for going to Tiananmen Square in Beijing to appeal for Falun Gong. He was first detained at the Fenxi County Lockup for two weeks. Shortly after he was released, Mr. Cui was taken back into custody to serve a one-year forced labor camp term.

In order to arrest Mr. Cui, the police deceived him into coming to the police station by saying that they needed to ask him some questions and it would be done in 10 minutes. After seizing him, they took him home for a raid, while keeping him handcuffed. The Falun Gong books and informational materials confiscated from his home were used as prosecution evidence against him.

Mr. Cui was held at the Fenxi County Detention Center. Jia Li, chief of the Duizhu Police Station, forced villagers to provide false witness accounts against Mr. Cui. He also had officer Yan Kaiwei fake signatures from Mr. Cui’s son on the case documents.

Mr. Cui stood trial at the Fenxi County Court on March 4, 2016. Lawyer Yu Wensheng entered a not guilty plea for him.

In support of Mr. Cui, residents of Xiazhuang Village fingerprinted a letter, demanding that the court acquit Mr. Cui. Yet judge Zhang Xiaoli still sentenced him to three years on April 1, 2016. His appeal was denied by the Linfen City Intermediate Court.

Mr. Cui suffered a stroke at the Fenxi County Detention Center on July 24, 2016 and was taken to a local hospital. The guards kept him handcuffed during his hospitalization. Ten days later on August 4, the detention center guards took him to the Jinzhong Prison, which admitted him even though he was paralyzed on the right side of the body and unable to talk.

Only a day later, on August 5, the prison transfered Mr. Cui to the Shanxi Province Police 109 Hospital, where all critically-ill inmates in Shanxi Province were held.

The prison called Mr. Cui’s family on August 30, 2016 and told them that he was in critical condition. The family went to the hospital the next day and was told that he could no longer receive IV drips. They applied for medical parole for him that day, only to be given the run-around between the prison administration bureau and the judiciary department.

Mr. Cui’s condition further deteriorated during that time and he also developed severe bedsores. Given the family’s tireless efforts, the Shanxi Province Prison Administration Bureau approved his medical parole on October 4, 2016. He was taken home in an ambulance.

Mr. Cui remained bedridden and unable to speak upon returning home. He passed away on October 2, 2024, eight years after being released.
