Crimes of Cong Chunsheng, Warden of Shenyang City First Prison, in Persecuting Falun Gong

(Minghui.org) Falun Gong practitioners in 45 countries submitted a new list of Chinese Communist Party (CCP) officials who participated in the persecution of Falun Gong in July 2025, 26 years after the CCP ordered the persecution. The practitioners demand that their governments hold the perpetrators accountable, barring them and/or their family members from entry and freezing their assets.

These 45 countries include The Five Eyes (the United States, Canada, the United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, the Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas and include: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay.

According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security: “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”

Among the perpetrators listed was Cong Chunsheng, Party secretary and warden of Shenyang City First Prison, Liaoning Province.

Main Crimes

Since Cong Chunsheng became Party secretary and warden of Shenyang City First Prison in September 2022, he has continued to implement the CCP’s policy to persecute Falun Gong practitioners. A high-security division was specifically set up to torture practitioners, in an effort to force them to renounce their belief. Many practitioners were also held in isolated rooms on the fourth floor, where all the windows are covered to conceal the torture that takes place inside. In just two years, at least three practitioners died under questionable circumstances at the prison. They are Mr. Liu Dianyuan, Mr. Di Yongchi, and Mr. Yan Xuguang.

Torture methods used by the guards and inmates include forced-feeding of feces and urine, the tiger bench, prolonged hours of sitting, scalding with boiling water, spraying pepper solution into the eyes, smashing toes with heavy objects, scraping the ribs with hard objects, hanging up by the wrists, forcing the legs into splits, electric shocks including on the genitals, and placing ice cubes on practitioners’ testicles. Many practitioners were also deprived of sleep, not allowed to use the bathroom, and forced to drink water from a toilet.

In addition to the physical torture, the practitioners are forced to watch propaganda videos slandering Falun Gong or listen to defamatory audio recordings played at high volume.

Select Torture and Death Cases

Case 1. 66-Year-Old Man Dies While Serving 11 Years for Suing Former Communist Regime Dictator

Mr. Yan Xuguang, of Chaoyang City, Liaoning Province, died on October 16, 2024, while serving an 11-year term for suing Jiang Zemin, the former head of the Chinese communist regime who ordered the persecution of Falun Gong. He was 66 years old.

Back in May 2015, the Chinese Supreme People’s Procuratorate and Supreme People’s Court announced that they would accept all cases filed with them. This triggered a tidal wave of criminal lawsuits from Falun Gong practitioners around the world, suing Jiang for his instrumental role in initiating the persecution.

A task force was established in Chaoyang City to prosecute Falun Gong practitioners who sued Jiang. Over 300 practitioners were arrested in Chaoyang on November 9, 2015. Mr. Yan was seized by the police while riding a motorcycle on the street. The police located him by tracking his cell phone.

Li Chao, director of the Chaoyang Municipal Public Security Bureau, ordered the local procuratorates and courts to expedite the prosecution process of practitioners. Mr. Yan, who was a volunteer coordinator for local practitioners, was deemed a key target.

At the Chaoyang City Detention Center, Mr. Yan contracted an infectious disease. Despite his serious condition, the police refused to release him and transferred him to the Liaoning Provincial Detention Center Medical Division. They strictly controlled information regarding Mr. Yan’s condition and his whereabouts. When his family managed to find out about his situation and questioned the police, the police didn’t answer them directly but demanded to know how they had learned of his situation.

The Shuangta District Court held a hearing on Mr. Yan’s case on August 19, 2016. His lawyer entered a not-guilty plea for him. Although prosecutor Bao Lei of the Shuangta District Procuratorate failed to present any evidence showing how Mr. Yan had violated the law, the presiding judge still sentenced him to 11 years in prison. He was later transferred to the division for the elderly and infirm in the Shenyang City First Prison.

When Mr. Yan’s family visited him in October 2023, he was still in good spirits. They didn’t visit him for a year after that. (It’s not clear whether they were unable to visit him themselves, or if the prison denied his family visit.) On October 12, 2024, they suddenly received a call from the prison, saying that Mr. Yan was in critical condition. When they rushed to the Shenyang Tenth Hospital, he was already unconscious.

The prison approved Mr. Yan’s medical parole two days later. He was taken back to Chaoyang City in an ambulance and admitted to the Chaoyang Tuberculosis Hospital. He passed away two days later on October 16.

Case 2. 86-Year-Old Man Dies While Serving 11.5 Years

Mr. Liu Dianyuan, from Chaoyang City, Liaoning Province, was arrested on November 9, 2015, at his sister’s home and taken to the Jianping County Detention Center. He was later sentenced to 11.5 years in 2016 at the age of 78. Despite his extremely poor physical condition, the Shenyang City First Prison still accepted him.

In September 2022, the guards called his family and told them to buy diapers for Mr. Liu. His family later found out that Mr. Liu, then 84, was already incapacitated. But the prison refused to release him for medical treatment. His condition continued to decline over the years. He passed away in the prison on February 10, 2024, Chinese New Year’s Day. He was 86.

Case 3. Liaoning Man Suddenly Dies While Serving a 7-year Term

Mr. Di Yongchi’s daughter received a call from the Shenyang City First Prison on December 17, 2022 and was told that her father had died after the hospital failed to resuscitate him.

Mr. Di, a 69-year-old retired power plant engineer in Huludao City, Liaoning Province, was serving a seven-year prison term. His death came only 1.5 years before the end of his term.

Mr. Di’s daughter saw his body at the hospital mortuary. She has hired a lawyer to seek justice for her father. Due to the Chinese regime’s strict information censorship, it’s not clear whether Mr. Di was subjected to any torture that could have caused his death.

Case 4. Man in His 60s Tortured in Shenyang City First Prison

Mr. Cui Rishao, in his 60s, was held in the Fourth Team of the Ninth Division of Shenyang City First Prison. Guards Lu Ming and Ding Jian held him in a cold room in November 2023 and beat him until he vomited blood.

The Shenyang City First Prison is notorious for torturing Falun Gong practitioners who refuse to renounce their faith. Those who are held in solitary confinement are often handcuffed and shackled around the clock, not allowed to wash themselves, are given only a meager amount of food, and forced to watch propaganda videos smearing Falun Gong during the day.

The prison spent over 30 million yuan building a high security division in 2010. After the construction was finished in 2012, the former warden Wang Bin urged the Liaoning Province Prison Administration Bureau, Justice Bureau and 610 Office to have other prisons in the province transfer all Falun Gong practitioners who refused to renounce their faith to the Shenyang City First Prison, guaranteeing a 100% “transformation” rate. As a result, many practitioners were transferred there from prisons across the province.

Case 5. Man Held in High Security Division for Years

Mr. Zhang Renguang, a 63-year-old Dalian City resident, was arrested on June 11, 2017, while distributing informational materials about Falun Gong in a residential area. He was sentenced to 9.5 years with a 20,000-yuan fine by the Shahekou District Court on May 30, 2018.

After Mr. Zhang was transferred to the Shenyang First Prison in October 2018, he was held in the 19th Division, the high security division. He endured relentless torture there for the next five years and wasn’t transferred to the First Division until July 2023.

Case 6. Liaoning Man Serving Wrongful Term for His Faith Held in Solitary Confinement and Denied Family Visits

Mr. Wang Lin, of Jinzhou City, Liaoning Province, was arrested on March 22, 2023 and sentenced to four years with an 8,000-yuan fine on June 25, 2023. He was taken to the Panjin Prison on October 19, 2023, and later transferred to the Shenyang City First Prison.

According to Mr. Wang’s family, when they went to the Shenyang City First Prison on April 18, 2024, the guards denied their request to visit him, with the excuse that he was under strict management. The family was allowed to visit Mr. Wang once after that, but not since August 2024, when Mr. Wang was placed in solitary confinement.

Case 7. Man Held in Solitary Confinement for Nearly Four Months

Mr. Ma Jiang, a former employee of Dawn Aerospace Engine company in Shenyang City, Liaoning Province, was arrested on July 20, 2022 and sentenced to four years at an unknown date. After he was admitted to the Shenyang City First Prison on August 1, 2023, his family wasn’t allowed to visit him until four months later.

During the 20-minute visit on December 11, 2023, his loved ones learned that he had spent the first four months of his incarceration in solitary confinement. He had not been allowed to brush his teeth or wash himself. He was only given cold water to drink and steamed buns to eat every day. The guards also forced him to sit motionless for 50 minutes straight before allowing him to take a 10-minute break, then forcing him to sit again.

Case 8. 60-year-old Man Held in Solitary Confinement for Refusing to Do Forced Labor

Mr. Liu Quanwang, a 60-year-old former employee of Xiaolinghe Coal Mine in Huludao City, Liaoning Province, was arrested on April 7, 2022 and later sentenced to five years by the Lianshan District Court.

Mr. Liu was first transferred from the Huludao City Detention Center to Panjin Prison, before being admitted to the First Ward of the Shenyang City First Prison. Because he refused to do unpaid forced labor, he was held in solitary confinement for over two months.
