63-Year-Old Man Brutally Tortured During Nine-Year Prison Term, Dies Seven Years After Release

Mr. Cui Lu, of Zhuolu County, Hebei Province, continued to face police harassment after he was released from a nine-year prison term for practicing Falun Gong. He struggled to recover from the torture he suffered in custody and passed away on June 5, 2025. He was 63.
Mr. Cui, an employee of the Zhuolu County Agricultural Department, was arrested at work on March 19, 2009, by over ten police officers and 610 Office agents. Because he refused to cooperate with the police in the interrogation, he was held at the Langfang City Lockup for nearly two months.
As Mr. Cui remained firm in Falun Gong, the police took him to the Zhangjiakou City Detention Center. He held a hunger strike to protest and was force-fed on May 13, 2009. The feeding tube was inserted into his lung and he stayed in a coma for six days. After he came to, the authorities transferred him to the Zhuolu County Detention Center on May 20. He continued the hunger strike and was force-fed again. The guards later feared that he might die in the detention center and took him to the hospital for force-feeding. They kept him chained in the bed and watched him around the clock. His family demanded his release, but to no avail.
Mr. Cui was sentenced to nine years by the Zhuolu County Court in August 2009 and admitted to the First Branch of Jidong Prison.
Most of the male Falun Gong practitioners sentenced in Hebei Province are detained in Jidong Prison, also known as the Jidong Branch of the Hebei Provincial Prison Administration Bureau. Located in Tangshan City, it has nine branches and Falun Gong practitioners are mostly imprisoned in the First, Second, Fourth, and Fifth Branches. Since the persecution of Falun Gong began in 1999, at least 36 practitioners have been persecuted to death in Jidong Prison. Their average age was 60.
Because Mr. Cui refused to renounce Falun Gong, he was held in solitary confinement and forced to sit on a small stool designed for torture for long hours without moving. He went on a hunger strike in June 2010, but was again force-fed. His mouth and esophagus were injured. After two months on hunger strike, he became extremely weak.
Between May and June 2016, the prison held a “transformation” campaign against the practitioners. Mr. Cui was shocked with electric batons, stabbed with needles on his legs, deprived of sleep, and had essential oil dripped into his eyes. The torture caused his hands and legs to go numb. When he called his wife in October 2017, he asked her to make a cash deposit of 2,000 yuan into his commissary account. When she travelled a long way to see him, the guards denied her visit, with the excuse that Mr. Cui shouted “Falun Dafa is good.” She was forced to leave without making the deposit for him.
Mr. Cui’s wife went to the prison to visit him again on January 11, 2018. She waited the entire morning and was finally allowed to meet with him for three minutes. He was so weak that he had difficulty lifting his hands. His legs were swollen and he walked very slowly. One of his teeth was knocked out.
Mr. Cui protested the persecution by shouting “Falun Dafa is good” during a prison-wide meeting on March 6, 2018. The guards beat him and knocked out another one of his front teeth. He later shouted “Falun Dafa is good” again and was taken to the strict management team, handcuffed and shackled.

The rope had to be loosened every 15 minutes because he had trouble breathing. His lungs were damaged and he vomited blood.

14. Starved. He was only given a small steamed bun every day for over a month. No drinking water was provided.15. Suffocated by having his mouth stuffed with rags. Tied up on a bare wood plank and exposed to the low temperature on winter nights with open windows, without being given warm clothes or blankets. The torture lasted more than ten days and he became incapacitated as a result. He lost commission in his right arm. His calves had frostbite and became swollen. Four of his toe nails fell off.
After Mr. Cui was released in May 2018, the police kept harassing him. With no source of income, he moved to his daughter’s home. He died on June 5, 2025, at the age of 63.
