(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.

Below are details of the persecution committed by Zhou Jiong, Party secretary and warden of Yongchuan Prison in Chongqing.

Main Crimes

Yongchuan Prison is one of the primary facilities in Chongqing where Falun Gong practitioners are detained. Division 10 and Division 12 are notorious for severely abusing steadfast practitioners. The two divisions set up “transformation bases” in May 2018 and began to accept male Falun Gong practitioners from other prisons across Chongqing. Four inmates were assigned to monitor one practitioner. The practitioners were forced to sit motionless on small stools for long hours every day. Other forms of torture included verbal abuse, pepper spray, electric shocks, sleep deprivation, little food, and being barred from purchasing daily necessities. The practitioners were also made to watch videos that slandered Falun Gong. Division 10 was also equipped with multiple computers and a large number of books and DVDs that slander Falun Gong.

Since Zhou Jiong became the Party secretary and warden of Yongchuan Prison in 2019, he has continued to implement the Chinese Communist Party’s (CCP) policy to force the practitioners to renounce Falun Gong. Many inmates are instigated by the guards to torture practitioners in exchange for having their terms reduced.

The torture methods used by Yongchuan Prison include beaten beaten, made to stand or squat for hours, sleep deprivation, starvation, whipping, burning leg hairs with cigarettes, having hundreds of caterpillars crawl on their bodies, force-feeding, exposure to the elements, and involuntary drug administration.

At least four Falun Gong practitioners, including Mr. Liu Xinggui, Mr. Tang Fenghua, Mr. Dai Xianming, and Mr. Zhu Zhihe, died as a result of the torture in prison.

Case 1: 73-Year-old Chongqing Man Develops Severe Medical Issues in Prison, Dies Eight Months After Release

Mr. Dai Xianming of Chongqing fell into critical condition and was taken to the hospital for emergency care ten days after he was admitted to the Yongchuan Prison on April 27, 2023, to serve a 2.5-year term.

His wife, Ms. Xu Keqin, went to the prison nine times to visit him but she was turned away each time. She received a letter from the prison on May 22, 2023, saying that Mr. Dai suffered from high blood sugar but he recovered after a hospital stay. She was instructed to wire 2,000 yuan to the prison so her husband could purchase daily necessities and supplements.

Ms. Xu received another letter from Mr. Dai on July 7, 2023. He wrote, “I almost died just ten days after I was admitted. I was hospitalized for over ten days, then taken back to Division Ten. Since then I have been taking medicine and I am being given IV injections.”

Mr. Dai later developed diabetes and was again hospitalized. He was forced to submit to two injections of unknown drugs every day.

Mr. Dai continued to suffer from failing health after he was released in August 2024. He passed away on April 19, 2025 in the hospital. He was 73.

Case 2: 83-Year-Old Chongqing Man Dies in 2023 While Serving Time for Practicing Falun Gong

Mr. Liu Xinggui. of Yunyang County, Chongqing, died at a prison hospital around May 4, 2023, while serving an unknown term because he practices Falun Gong. Prison authorities claimed that he died of COVID-19 even though he never tested positive for the virus. He was 83.

Due to strict censorship and the cover-up of the persecution by the CCP, it’s not clear when Mr. Liu was arrested, indicted, or sentenced. Minghui.org confirmed that he was moved from the Yongchuan Prison’s group of newly admitted inmates to cell six in Division 10 in late March 2023.

Inmate Zhou Caiyou headed cell six. He assigned another inmate named Yang Peng to monitor Mr. Liu around the clock. Yang followed the orders given by education section chief Ma Jibao and guards Tang Yixin and Guo Fudan, Yang forced Mr. Liu to sit on a small plastic stool for long hours every day. Whenever Mr. Liu moved a bit, Yang corrected him or kicked the stool.

Mr. Liu’s health quickly declined to the point that he could not sit in a stable position. He was taken to the prison hospital, where he died around May 4, 2023. To cover up their crimes, Division 10 and the prison hospital listed his cause of death as COVID-19.

Case 3: 71-Year-Old Man Tortured to Critical Condition While Imprisoned for His Faith, Dies in Hospital

Mr. Tang Fenghua, 71, of Chongqing, was tortured to critical condition in Yongchuan Prison, because he practiced Falun Gong. He was taken to the Chongqing Second Hospital and died there on April 17, 2025.

Due to strict information censorship and the cover-up of the persecution, it’s not clear when Mr. Tang was arrested (likely late 2021 or early 2022) or sentenced. He was serving a prison term of either 4 or 4.5 years and was expected to finish serving his term sometime in 2025.

Mr. Tang, who owned a furniture store, was repeatedly targeted since the onset of the persecution in 1999. He previously served two prison terms for a total of five years.
