(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.
Below are details of the persecution committed by Lin Haifeng, deputy director of the Jilin Provincial Public Security Department.

From February 2021 to April 2023, during Lin’s tenure as vice mayor of Jilin City and director of the Municipal Public Safety Bureau, at least five Falun Gong practitioners, including Ma Ying, Wang Guiying, Liu Jun, Meng Xiangfu, and Liu Yongcun, died as a result of the persecution. Another 119 practitioners were arrested and 292 were harassed.
In the second half of 2023 after Lin became a member of the Changchun Municipal Government Party Leadership Group and Party secretary of Changchun Municipal Public Safety Bureau, four more practitioners passed away in the persecution. Another 120 were arrested.
In 2024, 1,031 incidents of persecution were reported across Jilin Province, including seven deaths, 210 arrests and 136 harassment episodes in Changchun alone.
In the first half of 2025, the persecution in Jilin Province remained severe. In Changchun alone, two practitioners died, 61 were arrested, and 33 were harassed. Among them, 34 had their homes ransacked.
Select Death and Sentencing Cases
Case 1: Arrested for Their Faith, 68-Year-Old Sister Dies One Month Later, 80-Year-Old Brother Faces Indictment
Ms. Wang Yuying, of Gongzhuling City, Jilin Province, died one month after she was arrested for practicing Falun Gong. She was 68 years old.
Ms. Wang, her brother, Mr. Wang Jianying, 80, and Ms. Kong Qingzhi, around 50, were arrested at their respective homes on August 7, 2024, by officers from the Fanjiatun Township Police Station. Their Falun Gong books and photos of the founder of Falun Gong were confiscated. While Ms. Kong was released five days later, the Wang siblings were transferred to the Gongzhuling City Detention Center after spending 15 days in the Gongzhuling City Lockup.
According to an insider, Ms. Wang began to experience mobility issues in the detention center and the guards assigned an inmate to care for her. She suddenly collapsed one day and someone caught her before she hit the ground. She died in the detention center on the evening of September 18.
After Ms. Wang’s death, the authorities offered her family 30,000 yuan in exchange for their silence regarding her suspicious passing. Her loved ones consulted a lawyer and were told that no one could help them win a lawsuit, as the police would block all channels if they tried to collect evidence. It’s unclear whether the family accepted the hush-money offer.
The police submitted Mr. Wang’s case to the local procuratorate, so he is now facing indictment. He was released around September 26 and wasn’t allowed to leave home. The police have harassed him several times since then.
Case 2: 76-Year-Old Man Dies in Prison
Mr. Wang Ligong, a 76-year-old man in Changchun City, Jilin Province, died around November 2024, while serving an unknown term at Gongzhuling Prison for refusing to give up his faith in Falun Gong.
An insider revealed that he had severe constipation in November 2024 and was given enemas several times in the prison hospital. He was then moved to the division for the elderly and infirm, where he had a brain hemorrhage and died in the prison hospital.
Case 3: Jilin Man Dies 21 Days After Being Released on Bail, Posthumously Threatened with 3-Year Prison Sentence
Mr. Tian Yuchun from Changchun City, Jilin Province, was arrested at his home on April 18, 2024. A detention center guard notified his family on June 20, 2024, that he’d vomited and lost consciousness that day and was diagnosed with an intestinal obstruction. His family asked to visit him but were turned down. When the detention center found out that Mr. Tian also had bile duct cancer eight days later, they told his family to apply for his release on bail.
It took several days to process the required paperwork, and by the time Mr. Tian was released on bail on July 3, 2024, he was so weak that he could not walk without assistance. He died 21 days later. The Chaoyang District Court went so far as to send a threat to sentence Mr. Tian to three years after he died.
Case 4: 72-Year-Old Jilin Man Sentenced to 5.5 Years
Mr. Wu Qingyuan, 72, from Changchun City, was arrested at his home on February 29, 2024. He was later sentenced to five and a half years with a 20,000-yuan fine by the Kuancheng District Court. He was admitted to the Gongzhuling Prison in September 2024 to serve time.
Case 5: Jilin Man Sentenced to Ten Years
Mr. Jiao Chuanfu, in his 50s, was arrested on February 19, 2023, by officers from the Erdao District Domestic Security Division. It was confirmed in mid-May 2024 that he had been admitted to the Gongzhuling Prison to serve a ten-year term. Prior to his latest sentencing, Mr. Jiao had been repeatedly arrested, and served one labor camp term for upholding his faith in Falun Gong.
Select Arrest and Harassment Cases
Case 1: Nong’an County: 23 Falun Gong Practitioners Arrested in One Day
At least 23 practitioners in Nong’an County were arrested on the early morning of April 23, 2025. Many of those arrested were in their 70s, including Mr. Wang Guochen and his wife, Ms. Wang Zhongxiang (both 71); Ms. Meng (75, first name unknown); Ms. Zhang Xiaoyan (76); and Mr. Wang Chengjiang (75).
Case 2: Yushi City: 15 Falun Gong Practitioners and Their Family Members Arrested in Three Days
On December 28, 29, and 31, 2024, officers of the Yushu City Police Department, Zhengyang Police Station, and Chengjiao Police Station arrested 18 practitioners and their family members. The police had been monitoring the practitioners for some time prior to the arrests. They accused the practitioners of installing satellite dishes to allow others to receive uncensored TV programs from overseas media.
Case 3: Changchun City: 46 Arrested in One Month
At least 46 Falun Gong practitioners in Changchun City, Jilin Province were arrested between mid-April and mid-May 2024. April 19 and May 10 saw the most arrests, with 16 on each day. Most of the arrests were carried out by the Erdao District Police Department and its subordinate police stations. A few remaining arrests were conducted by police agencies in Lyuyuan District and Nongan County.
Case 4. Changchun City: Six Falun Gong Practitioners Arrested in One Day
Six residents in Changchun City were arrested at a park on August 4, 2024, by chief Liu Mingze and his two officers of the Fenjin Police Station. The six practitioners were taken to the Changchun Chinese Medicine University Affiliated Hospital for a physical exam that included blood, saliva, and urine tests. They were all deemed unfit for detention, but Liu still got the Weizigou Lockup to detain them for two hours. After that, Liu released them on bail and had his officers harass them over the phone frequently.
Two of the practitioners were later sentenced to prison. Ms. Zheng Lijie was given three years and Ms. Zhang Cuiqin one year.
Since becoming Director of the Changchun Municipal Public Security Bureau in May 2023, Lin has enforced the CCP’s persecution policy against Falun Gong, directly commanding and mobilizing the public safety system to arrest, detain, and harass local practitioners.
Select Cases of Severe Persecution
Case 1: 76-year-old Woman Dies Two Weeks After Repeated Harassment
In June 2021, one month before the Chinese Communist Party’s centennial anniversary of its founding, the police in Yongji County, Jilin Province, began to harass Ms. Wang Guiying at home. As she refused to open the door for them, the police often stayed outside her home to monitor her.
On July 20, 2021, the 22nd anniversary of the onset of the persecution of Falun Gong, the police broke into Ms. Wang’s home and confiscated her Falun Gong books, informational materials, and printers.
While the police were ransacking her home, Ms. Wang, who lived on her own after her husband passed away, suffered a heart condition. She called her daughter for help. After her daughter arrived, the police took a photo of her and ordered her to sign a statement to renounce Falun Gong on Ms. Wang’s behalf. They also attempted to bring Ms. Wang to the police station for interrogation.
Ms. Wang’s daughter said to the police that they could take her away, but they would be responsible if she suffered any other medical condition while in custody.
Although the police gave up on arresting Ms. Wang, fearing responsibility for her health, they stayed and interrogated her, demanding information about other practitioners. Ms. Wang refused to answer any questions.
Ms. Wang moved to her daughter’s home after the police left. Several officers who refused to identify themselves called her and her daughter every day to harass them. Ms. Wang’s health quickly deteriorated and she passed away on August 6, 2021.
Case 2: Jilin Woman Sentenced to Prison Six Months after Persecution Death of Husband
Two months after Ms. Chen Qinglan was arrested for her faith in Falun Gong, her husband passed away, after enduring two decades of mental distress due to the persecution of their shared faith. While still mourning her husband’s passing, Ms. Chen was sentenced to three years with a 3,000-yuan fine four months later, in early April 2023.
Ms. Chen, 70, of Shulan City, Jilin Province, was arrested on August 23, 2022, after several rounds of harassment in the months prior. The police searched everywhere in her home, even under the beds. They confiscated two of her Falun Gong books and several paper currency bills with short messages about Falun Gong printed on them (used to raise awareness about the persecution due to the strict censorship in China).
The harassment and home-ransacking further upset her husband, Mr. Meng Xiangfu, who already had trouble walking and talking due to the distress of the suspension of his pension since 2020. His health quickly declined and he passed away on October 24, 2022. Ms. Chen wasn’t allowed to attend his funeral.
Case 3:Jilin Woman Sentenced to Three Years for Her Faith, Appeal Rejected
Ms. Zhao Hongyan, 67, from Jiaohe City was informed in early July 2022 by an officer from the Minzhu District Police Station that she had been sentenced to three years. She appealed the verdict but was rejected.
Case 4: Former College Lecturer Sexually Assaulted by a Torture Expert
Ms. Jiang Yongqin, 53, of Jilin City, Jilin Province, was held in a secret detention facility and sexually assaulted by a torture expert from the Jilin Province Public Security Bureau after she was arrested on June 12, 2022.

After the police force-fed wasabi water into her nose and inserted lit cigarettes into her nose, the police then began to sexually assault her. They lifted her shirt. The torture expert then ordered the police to touch her chest. After the police did it, the expert then used a special massager to stimulate her chest. Next, the expert forced Ms. Jiang to take off her pants. When her pants were halfway down, the police found she was menstruating. The expert claimed that the torture had the best effect during menstruation and ordered the police to continue. Ms. Jiang almost collapsed from the pain and trauma.
