(Minghui.org) A 73-year-old woman in Beijing is facing prosecution because she practices Falun Gong, a spiritual discipline that has been persecuted by the Chinese communist regime since 1999.
Ms. Liu Shengping was arrested at her rental place in Fangshan District on October 29, 2025, by officers from the Haidian District Police Department. The police claimed that she put up Falun Gong posters in Haidian District four days before she was arrested. They held her at the Haidian District Detention Center and submitted her case to the Haidian District Procuratorate. The prosecutor returned the case in early February 2026, citing insufficient evidence. The police are still working on her case in an attempt to get her sentenced.
Ms. Liu took up Falun Gong in September 1998. When the persecution started in July 1999, she continued to practice and was repeatedly arrested. She served two labor camp terms and a prison term, totaling six and a half years.
First Labor Camp Term (1.5 Years)
Ms. Liu was given a one and a half year labor camp term in 2001. The labor camp guards constantly tortured her. On one occasion, several guards shocked her with six electric batons. The current was so strong that she bounced off the ground. Her skin and flesh were severely burned.

Two and a Half Year Prison Term
Ms. Liu was arrested in March 2004 for mailing letters with information about Falun Gong. She was first held at the Xicheng District Detention Center and then transferred to the Fengtai District Detention Center. The guards beat her so hard that her arms were severely injured. She was unable to hold things and needed help getting up and laying down. The Xicheng District Court later sentenced her to two and a half years. She served time at the Beijing Women’s Prison.
Second Labor Camp Term (2.5 Years)
Ms. Liu was given two and a half years of forced labor in 2007. After a year at the Beijing Women’s Forced Labor Camp, she was transferred to the Tumuji Forced Labor Camp in the neighboring Inner Mongolia Autonomous Region.
Guards at the Tumuji Forced Labor Camp ordered Ms. Liu to do hard labor. When she resisted, they gagged her and dragged her around. She twitched and became stiff. They then held her in a dark and damp room, and opened the door to let the wind blow on her. She was freezing. She became so weak that she couldn’t walk downstairs for meals. Yet the guards didn’t allow anyone to bring food to her and threatened anyone who tried to do so.
Ms. Liu was arrested again on December 17, 2013, for distributing information about Falun Gong. She was detained for an unknown amount of time.
She was arrested multiple times in 2018. On March 2, the community office secretary deceived her into opening the door. Over ten officers broke in and took her to the local detention center. She was released on bail on March 22 that year.
Officers from the Donghuashi Police Station arrested Ms. Liu on September 6, 2018. She began to convulse and felt tightness in her chest around 4 p.m. at the police station. The police took her to a hospital and the doctor said “she was fine.”
Ms. Liu was admitted to the Dongcheng District Detention Center, despite her dangerously high blood pressure. She had convulsions again on September 9, 2018, and was released the next day.
The police continued to harass Ms. Liu after she was released. They submitted her case to the Dongcheng District Procuratorate in January 2019. To avoid the persecution, she was forced to live away from home.
