Guards in Shandong Province Prison Instigate Felons to Torture Falun Gong Practitioners

(Minghui.org) The 11th Division in Shandong Province Prison was specifically set up as a brainwashing operation dedicated to forcing wrongfully incarcerated Falun Gong practitioners to renounce their faith.

The guards in the 11th Division don’t usually torture the practitioners themselves—they instigate the inmates to do it by promising them term reductions, extra food, or additional break time. That delegation of responsibility is promoted as an “excellent management model” and “way of education.”

Inmate Wu Jinda is serving a life sentence for fraud. He forced practitioner Mr. An Xingguo to study Buddhism. Mr. An was later diagnosed with lung cancer and passed away.

While trying to “transform” Mr. Jin Yongxin, Wu forced him to stand on a single floor tile for long hours every day for two weeks. Mr. Jin’s lower body became severely swollen.

Inmate Xu Chao was sentenced to 15 years for drug trafficking. He once tied up a practitioner surnamed Huang, in his 70s, and then wiped Mr. Huang’s mouth with the hand that touched his own private part. Xu was later found to have syphilis.

Xu, Wu, and another inmate, Liu Huailiang, once tortured Mr. Zheng Xufei, a PE teacher. They only allowed him to eat three steamed buns per day and forced him to stand for 19 hours a day. Xu once stomped on Mr. Zheng’s left toes and slapped him in the face. He also hit him on the chest so hard that it hurt Mr. Zheng to breathe for over a week. Xu and Sun Youda, a convicted murderer, also took Mr. Zheng to a solitary confinement cell and restrained him on a metal chair for several hours.

When Mr. Zheng filed a complaint against the inmates, Wu and Xu said that warden Wang Chuansong and deputy warden Zheng Jie had ordered them to torture him. Wu claimed that they were assisting the government by “helping” Mr. Zheng.

Inmate Qi Dongxing, a gang member, came up with all kinds of tactics to torture practitioners. In 2009, he instructed newly admitted inmates to torture Mr. Shao Chengluo. They plucked out all of Mr. Shao’s beard and eyebrows, as well as a lot of his hair.

Mr. Shao was later put under strict management after the guards found Falun Gong lectures on him. Qi used the rear choke (putting the victim in a chokehold from behind) on him to force him to sit on a board on which words defaming Falun Gong’s founder had been written. When Qi ordered him to kneel and he refused, Qi and 10 other inmates beat him, breaking one of his toes and injuring his neck. Mr. Shao was in excruciating pain, but Qi stood on his foot with the fractured toe and didn’t stop until he was exhausted.

Mr. Shao later developed a fever that lasted over two weeks. His foot was so swollen that he couldn’t even fit into his socks.

Inmate Wang Xingqiang was tasked with distributing winter clothes to other inmates. He withheld the ones for the practitioners and then “sold” the jackets for 50 yuan and the pants for 30 yuan each.
