At the beginning of December 1999, Cheng-guan police station in Fan-shan District of Beijing arrested more than 50 Falun Gong practitioners who were determined about their beliefs on all kinds of excuses. Later, the police station sent all of them to a local hospital for mental patients on the excuse of preventing Falun Gong practitioners from going to appeal during the period of Macao's return. Also every practitioner was demanded to pay 800 Yuan to 1,000 Yuan. It was said that it was up to the chief police officer in the police station when these practitioners were to be released.
