Practitioners from Chang-sha City, Ms. Zhang Xiao-mei and He Xiang-gu, got detained for 15 days after they came back from appealing in Beijing. Later, they were sent to the Mental Hospital of Hu-nan Province by their workplace (affiliated with the department of hygiene) for forced-treatment. Each of them was given a shot with long-term effect once a month. Moreover, they had to take medicines everyday. This made them lose their physical strength and their pupils dilated. After two months of treatments, they got released after they agreed to write a pledge. Another practitioner, Ms. Zhang He-ping, was deceived to the mental hospital by her workplace in the name of taking care of medical instruments. She had also suffered the same treatments.
Mr. Yang Jian-guo was an associate professor from the Education Institute of Hu-nan Province located in Chang-sha City. Since April 25 of 1999, the local police and his supervisors had interrogated and talked to him many times in order to force him to give up Falun Gong. He was removed from his administrative duty in May 1999. In July of 1999, he was under home arrest for 15 days. In November of 1999, he got detained for 45 days for appealing in Beijing. In December of 1999, he was under home arrest for 5 days. Meanwhile, he was forced to resign from his post.
Mr. Zhou Jian-qi, an employee of the Education Institute of Hu-nan Province. Since April 25 of 1999, he had also been interrogated and threatened many times. In November and December of 1999, he was under home arrest twice for a total of 15 days. In December of 1999, his salary was reduced and his yearly bonus was also confiscated.
Mr. Ou-yang Hua-shan was a student of the Education Institute of Hu-nan Province. In November of 1999, he was forced to quit the school because he refused to recant.
Ms. Li Zha-ju, a worker in the Solvent Factory of Heng-yang City, was very poor with a monthly salary of only around 150 Yuan. She could not afford the 500-Yuan expenses demanded by the detention center. Therefore, the workplace decided to deduct that money from her salary. She had to find another temporary work such as cleaning the restrooms and stairways etc with a monthly salary of 180 Yuan. However, the employer fired her after learning that she was a Falun Gong practitioner.
Since December of 1999, the detention center of Heng-yang City had often been overloaded. Several hundred practitioners had been detained there. Among them, the oldest one was 78 years old and the youngest one was a teenager. Some got arrested when they were appealing in Beijing, and some got arrested at home. In some cases, the whole family got arrested. Some detainees were pregnant women. Each detainee was imposed a fine ranging from several thousand to several tens of thousand Yuan. A few practitioners had been fined 30,000 Yuan each. That City was a poor area in China. Some practitioners were very poor. Their workplaces could not pay their salaries for a long time. Some practitioners had only a monthly income of around one hundred Yuan. Most of the detained practitioners had to borrow money from their relatives to pay for the fine. If they could not pay the money, their salary would be deducted. The family members of detained practitioners would have to pay a fee for visiting their loved ones, 50 Yuan for the first time and 100 Yuan for the rest. This illegal policy had brought extreme mental and financial burdens to practitioner and their family members. Moreover, many practitioners released from detention center would be detained by their workplaces for a long time and were not allowed to go home.
All practitioners would be removed from their posts after they got back from appealing in Beijing. No employers dared to hire the practitioners. Meanwhile, they could be arrested at any time. Their family members were in a state of extreme anxiety.
Practitioner Zhang Zhu-ping from Chang-sha City, and her four family members (her elder son, the wife of her elder son, her young son, and her granddaughter) got arrested when they were appealing in front of the Supreme Court of the People in Beijing on December 25 of 1999. They were handcuffed and sent to the Shan-dong liaison office. Later, she and her younger son were sent to the Hei-long-jiang Liaison Office. Her former workplace (she had retired for 5 years) sent police to go to Beijing to pick her and her younger son up and forced her daughter to pay 5,000 Yuan for the expenses of the police. On February 29 of 2000, she went to the home of practitioner Ms. Shao Shu-yun from the Hu-nan University to listen to the lectures by Teacher Li. However, 5 police officers ran into the home and confiscated their tapes, cassette players and a set of Falun Dafa books. They two got detained for 15 days afterwards. On March 2, the police went to her home to search for her books of Falun Dafa. They did not have any personal freedom.
Practitioners from Chang-sha City, Mr. Huang Yong-hui, Ms. Li Ji-lan, Mr. Li Chang-geng and Ms. Liu Chun-xia went to Beijing to appeal on December 5. They got arrested later and sent to the Chang-sha City Liaison Office and got detained for 4 days without any legal procedures. Each had to pay a living expense of 180 Yuan per day. Afterwards, they got detained for another 15 days for the accusation of "disturbing social orders". However, they got released 3 days after they started hunger strike. Their phones were monitored, and their ID cards were also confiscated. They were removed from their posts for refusing to recant.
On April 1 of 2000, 60 practitioners got arrested when they were holding a Falun Dafa experience sharing conference. Among them, practitioners Chen Hui-ming, Lei Yang-fan and Dai Qing-ping are still in custody.
