(Clearwisdom.net) According to reports from the China News Network in Beijing, received October 24th, Cong Fukui, the former member of the standing committee of Hebei Province, and Vice Managing Governor of the province, received over 17 million Yuan RMB (Chinese currency, the monthly salary for an average Chinese urban laborer is about 500 Yuan) in bribes from March 1996 to June 2000. He has been expelled from the Party and discharged from office. Cong has been transferred to a judicial department to be dealt with by the law.
Not only is Cong Fukui corrupt and decadent, but also during his tenure, the vicious people from the local police departments, police stations, labor camps, and local governments of Hebei Province have brutally persecuted Dafa practitioners. They put practitioners into prisons without stating charges against them, extorted confessions through torture, and illegally ransacked practitioners' homes since July 20th, 1999. A large number of determined Falun Gong practitioners have been severely beaten, detained, and tortured both physically and mentally. Many practitioners' families have been persecuted and split up. Some family members have left home to avoid persecution, and some have died. Practitioners' relatives, friends, and colleagues have also been implicated.

Falun Dafa practitioner Tao Hongsheng used to work at the Hebei Provincial Department of Security and was in charge of entry and exit visas. He went to Tiananmen Square with his wife, daughter, and about a dozen other practitioners to peacefully express his wishes to see the persecution against Dafa end. He was surrounded by police and arrested. Then, Tao was illegally discharged from his job, expelled from the Party, and summarily sentenced to a three-year term of forced "re-education" in a labor camp without trial.
The conditions at the labor camp are extremely harsh. The sanitation and food is extremely poor. The food is always mildewed and rotten. In the last ten days of August, many practitioners had diarrhea for unknown reasons. Tao also suffered from diarrhea, haematuria, and blood in his stool. For nearly 20 days he was not able to eat and had to stay in bed. He had difficulty breathing, and suffered from diarrhea, and dropsy [a liver condition caused by organ failure that is marked by excessive water in the abdomen.]
To avoid taking responsibility for allowing such conditions, the Hebei Provincial Department of Security coordinated with the labor camp to allow Tao Hongsheng to receive medical care outside the labor camp for half a year starting on September 18th. Unfortunately, the supplementary paper work for the outside medical care did not arrive on time. On September 17th, Tao was sent back home. In this way, the labor camp shifted responsibility for his care to his family. On his third day at home, around 1:10 pm on September 20th, Tao Hongsheng died, closing his eyes in peace forever. On that day, Shijiazhuang City was overcast and rainy. The sky was filled with indignation.
When they learned about Tao Hongsheng's death , one section chief at the Hebei Provincial Department of Security phoned Tao's family to put pressure on them saying, "You shall not whip up opinion anywhere", and further blocked the news.

In early November 1999, the first group of female Dafa practitioners, there were 12 all together, including Qiu Liying, Bai Yuzhi, Zhou Ximeng, Duan Jinjin, He Jing, Li Qing, and Tao Tao were illegally sentenced to forced re-education in a labor camp for safeguarding Dafa. At the labor camp, they were inhumanly persecuted. When Qiu Liying and the other 11 female practitioners first tried to practice Falun Gong and study the Fa, the police handcuffed each of them to a tree, tightly held their hair, and forcefully struck their heads against the tree trunks. The police even grabbed a filthy mop from the trash and stuffed parts of it into their mouths. They even stuffed underwear that was soiled with menstrual blood and socks from a notoriously dirty inmate who had not taken a bath for a year into their mouths. After that, they severely beat the practitioners many times. The practitioners then started a 21-day hunger strike.
On January 1, 2000, the former assistant director of Shijiazhuang Falun Dafa Assistant Center, Zhou Ximeng was beaten by the staff with a stick and hung by her handcuffs from a tree for almost five hours for practicing Falun Gong. Her hands became severely frostbitten. During the hunger strike, Kang Shuxiang, was handcuffed to the bed for the entire night. From being tied up tightly and not able to turn over, Duan Jinjin developed two teacup-sized bedsores on one side of her body.
Bai Yuzhi, the former director of the Jingjing Town Falun Dafa Assistance Center, and member of the standing committee of the Jingjing town Political Consultative Conference, was honored as a City Class model worker for many years and enjoyed a lot of prestige. During her 62-day hunger strike, she suffered all kinds of torture until her life was in great peril. Almost all rescue measures proved ineffectual. Her life was on the edge of death. At the beginning of the hunger strike, she was confined in a solitary compartment from 6:00 am to 8:00 pm for half a month. When she returned to her cell, she was handcuffed from midnight to morning. She was only allowed to wear underclothes in the cell, yet the door and windows were kept wide open. One of her hands was handcuffed at a high point and inclined upward, while the other hand was handcuffed at a low place and inclined downward. She was thus held in the excruciating posture of being bent at the waist and half squatting down. Then the police put a barrel full of urine from all her cellmates in front of her and soaked her in it for the entire night. Being beaten was a common occurrence. During the cold winter days in Tangshan, the vicious police often handcuffed her and left her in the cold wind. When her hunger strike had lasted for almost 50 days, it snowed very hard and the ground was thickly covered with snow. She was first handcuffed to a tree in the dorm yard with her feet barely touching the ground in the "swallow flying" position, so called by the evil police on duty. Her hat and gloves were thrown onto the roof. Then she was shifted to the larger exercise yard and handcuffed behind her back to a tree. She did not have enough energy to stand up so she knelt down in the snow, and gradually lost consciousness. Only then did the vicious police send her to the hospital. Bai Yuzhi lay down. She said that she wanted to practice Falun Gong. She started vomiting bile, then blood. She even vomited the water that she drank. She lost the sight in her left eye and her right eye became very weak. Her weight dropped from 60 kilograms to 40 kilograms. She was too weak to be force fed through intubation. Transfusion was also useless. At this point the unlawful officials agreed to let her practice Falun Gong. But by this time, she was unable to get up to practice and she was not able to eat even if she had wanted to.
Except for one or two people, all of the other practitioners detained in the female branch of the labor camp were severely beaten, or had experiences like those described above. These are only a few typical examples that we are aware of. How many innocent and kind Falun Gong practitioners who have suffered such injustices are there in each prison or labor camp in Hebei province? Their lives and freedom are in great danger.
Cong Fukui, as the vice managing provincial governor, cannot shirk his responsibility for these activities. Today's retribution is only the beginning of the punishment. Here we'd like to advise those unlawful officials and police who are still following Jiang Zemin's political gang of scoundrels and persecuting Dafa practitioners, to wake up to the dangerous position they are in. As the saying goes, justice has a long arm. The guilty can never escape Heaven's justice. Once Heaven's punishments begin, to whom can you shift the blame? Who can protect you?
