(Clearwisdom.net) In the current persecution campaign against Falun Gong practitioners, Jiang Zemin and Luo Gan have implemented many unjust policies. One of these is the "implication" (zhu lian or guilt by association) policy. In ancient Chinese feudal society, there was an "implication law," which meant that if one person violated the law, all of his family members and friends would be punished. The punishment ranged from exile to the execution of entire families.
However, now in the 21st century, Jiang Zemin and Luo Gan's brutal persecution of Falun Gong involves far more than the practitioners' family and friends. Not only have the Chinese people been implicated, but even some foreigners from other countries have also been affected.
1. Implication of the Government at Various Levels
The persecution campaign against Falun Gong launched by Jiang Zemin was not thoroughly discussed within the central government. In fact, there was a great deal of disagreement within the central government. Jiang Zemin used the name of the central government as a pretense and ordered officials at various levels to conform to the central government, when in fact he was asking them to conform to his personal ideas. In order to prevent Falun Gong practitioners from going to Beijing to peacefully appeal in accordance with the law, he applied pressure on government officials at each level, promoting and demoting them according to the number of practitioners who went to Beijing to appeal from each district. Then the pressure was passed down from each level of the government to the next. Under such tremendous pressure, many government officials closely monitored and arrested practitioners within their precinct in order to preserve their own interests. They deprived the practitioners of their legal rights and disallowed them to go to Beijing to appeal. Some even vented their personal spite on the practitioners and actively assisted the evil. There are a certain number of officials who dare to only silently complain about Jiang's implication policy in their hearts. They are only passively and reluctantly participating in the persecution of Falun Gong.
2. Implication at All Levels
Jiang Zemin's level-by-level implication policy has naturally trickled down to the lowest levels of government. At the lowest level of government, not only the practitioners' family and relatives but also their work units, the local police stations and the street administrative offices where they live are also implicated. Under the multiple-level implication system, in order to preserve their own interests, many people either actively or passively participate in the persecution of Falun Gong and have therefore been used by Jiang Zemin.
3. Implication of Prisoners
After the practitioners are illegally arrested, almost every one of them is brutally tortured both physically and mentally. The police, security officers and local government officials violate the law and severely beat up the practitioners. The police also force the prisoners to viciously beat them as well. If the prisoners refuse to do so, they are punished. If they cooperate, they receive rewards or even sentence reductions. These so-called "law enforcement officers" not only violate the law themselves, but they also force the prisoners to violate the law.
4. Implication of Passengers and Tourists
At many places in China, a picture of Master Li is placed on the ground at the door of the trains or at the entrance of the train stations, and the passengers must step on it and at the same time curse Falun Gong and Master Li in order to get on the train. At some places such as Dalian City, Liaoning Province, people have to curse Falun Gong even when they want to take a bus. In a place in Hebei Province, the police set up blockades on the road, and the passers-by must curse Falun Gong in order to walk across the road. Even tourists visiting Tiananmen Tower have to curse Falun Gong, or they are not allowed to enter the tower and may even be arrested.
5. Implication of People From All Walks of Society
Jiang Zemin and Luo Gan's accomplices hold many anti-Falun Gong signature collection activities in many places all over China. They force people from all walks of life including elementary school students to sign documents. They also hold slanderous exhibits and force work units to organize people to attend. People who refuse to attend are punished. For example, the Worker's Committee of Liaoyuan City in Jilin Province distributed a memorandum on December 15, 2001, which required all city government officials to attend a slanderous photo exhibit. It emphasized that the officials could not use any excuse to be absent. At the bottom of this document, it was written in large font, "People who do not attend the photo exhibit or do not sign their name will be immediately detained."
6. Implication Abroad
What's more absurd is that Jiang Zemin and Luo Gan even use financial interests as a weapon to apply their implication policy abroad. When many foreign governments on various levels expressed sympathy and support for Falun Gong, officials from the Chinese consulate immediately try to interfere with that government. In Russia, the Chinese consulate personnel were especially shameless and reckless. Some underdeveloped countries are afraid of Jiang's power and thus restrict Falun Gong practitioners' activities within their own country. Jiang Zemin has taken advantage of many overseas Chinese people's desire to do business in Mainland China, and has befriended and enticed them with business interests. They create divisions within the Chinese communities abroad in an attempt to isolate Falun Gong.
Jiang Zemin and Luo Gan have escalated the policy of implication to unprecedented levels in their persecution of Falun Gong.
