This is to clearly expose the evil, dark, behind-the-scenes plotting I have witnessed of the degenerate police controlled by Jiang Zemin's group of political hoodlums in the persecution of Falun Dafa practitioners.
1. Why do the crooked police in Beijing adopt every means to identify the practitioners going there to appeal?
There is a person in charge of persecuting Falun Gong at every level, from the central government to the local government, who is generally the Political and Judiciary Committee Secretary. This government "leader" is also the chief person in charge of persecuting Falun Gong. This is called the "first in command" project. Every level of government has been given a quota by its higher authority; if the number of Falun Gong practitioners going to Beijing to appeal exceeds this quota, its higher authority will publicly reprimand it, and it must submit a written self-criticism. Jiang's group of hoodlums is utilizing this means of "implication" to force all levels of government to act as an evil machine in persecuting Falun Gong. Therefore, the various levels of government greatly fear the Falun Gong practitioners who go to Beijing to appeal, especially those who have been "blacklisted." Being "blacklisted" means that this practitioner has been registered by the central "610" Office. The name list of the central "610" Office is compiled from the reports of various departments in Beijing such as the Beijing Police Station, the Beijing Railroad Sub-bureau, the Civil Aviation Sub-bureau, the National Security Bureau, the Appeal Office, various custodial centers, and so on. To achieve the goal of fewer "blacklisted" names, a local government will bribe the various departments by any means possible. This is to prevent the names of the practitioners from the local jurisdiction area who go to Beijing to appeal from being reported to the central "610" Office, and to instead deal with them locally. Take the Tiananmen police sub-station as an example. According to conservative estimates, every day only less than one-tenth of the practitioners who actually come to Beijing to appeal are reported to the central "610" Office.
Every Falun Dafa practitioner who goes to Tiananmen Square to safeguard the Fa is first caught by police, then taken to the Tiananmen police sub-station. There, the personnel from the public security section will fill out a form, classifying him according to his region of origin. For the practitioners who do not reveal their identity, the wicked police will physically punish or try to deceive them. If this does not work, then the practitioners will be transferred to various sub-stations, custodial centers, and suburban local police stations to be brutally tortured. Thus, in the eyes of various local governments' liaison offices in Beijing, all personnel from the Tiananmen police sub-station who deal with the persecution of Falun Gong practitioners - from the policeman to the public security section chief and staff, to deputy directors and the director of the sub-station - all become the object of bribery. The sole goal is to ensure that the Falun Gong practitioners not be "blacklisted," and the price for each practitioner varies from 200 to 500 Yuan; sometimes the price is even higher. This is also the major reason why these wicked Beijing policemen want to identify the practitioners going to Beijing to appeal by any means possible. It shows that various departments have taken the persecution of Falun Gong practitioners as an important means for them to greedily amass a fortune. According to the depraved police from the Fuyou street local police station, their office equipment and air conditioning all came from the bribery of a single province.
2. The inside story of the "610" liaison offices in Beijing
The "610" liaison offices in Beijing serve mainly as the agencies of various provinces and cities in Beijing, and their duties are: First, temporarily detain the Falun Gong practitioners who go to Beijing to appeal and contact their local government to send the practitioners back their hometowns to be further persecuted. Second, conspire with the relevant departments in charge of persecuting Falun Gong in Beijing in order to bribe relevant personnel and thus prevent as many practitioners from being "blacklisted" as possible. Third, accept instructions from local "610" offices, and intercept the practitioners who go to Beijing to safeguard the Fa.
The members of the "610" liaison offices are generally personnel of public security branches and governments, mainly police departments. The budget of a "610" liaison office is mainly covered by the local government, or demanded from the units and departments related to the Falun Dafa practitioners. Generally, this ends up being the local police stations or units that go to Beijing to take back the practitioners. The "fine" they pay for each practitioner ranges from over a thousand Yuan to over ten thousand Yuan. This "fine" will later be doubled and imposed on the practitioner, to squeeze out profits. Meanwhile, the lackeys from the "610" liaison offices in Beijing, each time after successfully intercepting or preventing a practitioner (through bribery) from being "blacklisted," will receive a bonus of several hundred Yuan.
The "610" liaison offices in Beijing dispatch a lot of plainclothes special agents in Beijing's Tiananmen Square. The special agents from various provinces or cities act as co-conspirators by reaching mutual agreements for money. For instance, if Shandong special agents catch a Henan Falun Gong practitioner, they will inform Henan special agents to take this practitioner away, and then they will cash in the bonus. If they cannot reach an agreement, they will then undermine each other. Some plainclothes special agents even hire local ruffians from the area around Tiananmen Square to catch Falun Dafa practitioners, and they will get a bonus for each practitioner caught. These thugs realize that this is profitable and thus, one by one act as the special agents' lackeys.
It can be seen from this that the various levels of governments, functional departments and individuals related to the persecution of Falun Gong all face a situation created by the evil forces. Namely, "failing to be effective in persecuting Falun Gong" will incur criticism from higher authorities or even endanger one's official position. Meanwhile, "putting in maximum efforts to persecute Falun Gong" will not only result in rewards from higher authorities, but also enable them to wantonly receive bribery and amass wealth. Under the influence of this system of "punishment" and "reward," they have lost all sense of justice and conscience, thereby acting as accomplices and lackeys to Jiang's group, crazily doing evil deeds in ignorance.
On the one hand, the Public Security Ministry strictly prohibits "interrogation by torture," and it tried to implement measures to rectify abnormalities in three major aspects of the legal system. However, on the other hand, in reality, it carries on the brutal persecution of the kind practitioners who believe in "Truth, Compassion, and Forbearance," exhausting without restraint every torture method in interrogation. After the depraved police kill Falun Gong practitioners through torture, the government and various departments all collude with each other to cover up the murders, letting the murderers get away. This sets these evil people completely outside of the legal and disciplinary system's restraint and surveillance in their persecution of Falun Gong. Here, the constitution is trampled at will.
Their impressive excuses are "to maintain the stability of society," "to be highly responsible to higher authorities," and "from the perspective of emphasizing politics." Thus, they shamelessly put aside morality and justice, the interests of the nation and the people, and completely degenerate into the hatchet men of Jiang's inhuman group of thugs.
