Many thanks for your letter dated August 3, 2001.
Since I am only familiar with what the media broadcasts and airs about Falun Gong, I am in a difficult position to weigh the actions of the Chinese government against the movement and especially cannot evaluate the motives behind their actions. What I do know for certain, though, is that Communist regimes, in all questions of politics, culture, societal situations, economics and worldviews claim to have complete autonomy. Because of their concern for omnipotence and for their all-encompassing power, the Communists are suppressing any kind of initiative that shows even the slightest sign of becoming a competitor to Communism.
The Communists are obviously not truthful, compassionate and forbearing, and therefore consider the underlying principles of Falun Gong, "Truthfulness, Compassion and Forbearance" as a threat. Those who show solidarity to these ideals are, apparently in their eyes, also possibly intervening for tolerance, plurality and freedom.
As you know, the Chinese government shows an attitude of indifference to any nation and all appeals from all over the world that remind the Chinese government to abide by human rights laws. Those interventions are rebuffed with the comment that they are [Chinese] internal matters and no one else's business. Nevertheless, I will contact Foreign Minister Mr. Joschka Fischer and will try to urge on him the need for a diplomatic initiative.
I will report to you any reaction from the Foreign Office.
