Since the persecution of Dafa that started on July 22, 1999, Daqing City Development District Administration Committee, the police sub-divisions, the 610 office, Jianguang Police Station and other related organizations had spent hundreds of thousands of Yuan in a period of two months to arrest 4 Dafa practitioners, and caused serious car accidents in the process. The 4 Dafa practitioners were Cui Xiaojuan, Xu Xiangdong, Liu Guozhong, and Liu Weijie.
Amongst them, Cui Xiaojuan was died from the persecution in December 1999 by the Daqing City Police College where she worked; her husband Xu Xiangdong was illegally detained 3 times after he returned from Beijing. During his detention is when his wife died and it was not until 3 days after her body was cremated that Xu was notified of her death. In June 2000, Xu went to Beijing again; he had been doing Dafa related work in Beijing for a long time while homeless. In January 2001, he was once again illegally arrested in Beijing, after cruel torture, he was taken back to Daqing. He is currently serving a 12-year illegal sentence in Harbin Prison. It was said that tens of thousands of Yuan were spent to arrest Xu.
Liu Weijie and Liu Guozhong went to Beijing for a few months on July 22. They were detained for half a month after they returned. Liu Guozhong was detained for 2 months in June 2000 for participating in a group Falun Gong exercise practice. His wife Liu Weijie was tricked into going to the police station and detained for 2 months. Afterwards, Liu Weijie went to Beijing repeatedly in November 2000, and motivated a large number of practitioners to step out, and did much Fa-rectification work. In March 2001 she was followed and arrested by undercover agents working for the Daqing City Development District Administration Committee. After she was taken back to Daqing, the 610 Office, in June, instigated former practitioners who had turned against Dafa at the Harbin Drug Rehabilitation Center to make up reports to be used to persecute Liu Weijie. Liu was forced to write the "Break Away Letter," but was still sentenced to 3 years in the labour camp.
At the labour camp, Liu suffered from heart ailments and severe thyrotoxicosis. The labour camp came to Daqing City to try to obtain bail for her to be treated outside the labour camp, but the Daqing Development District refused. Instead, they offered to pay for all medical expenses for Liu but refused to release her, as they had spent over 300 thousand Yuan for her arrest, and did not want to let go of her again.
At the same time, Liu's husband Liu Guozhong repeatedly asked his company to bail him out because he was suffering from hepatitis, but his company was afraid to be implicated, so they dragged their feet for half a year. After posting bail, Liu was closely watched by 4 people everyday. However, Liu Guozhong was undaunted, and went to Beijing again in August. This time, the 610 Office and the police sub-divisions in the Development District sent out numerous people staking out in Qiqihar City, Harbin City and even along Liu's hometown Weihai to catch Liu. Who knows how big a budget was spent this time. Eventually, they arrested Liu in Harbin City, and detained him for another 6 months, until there were no more excuses to keep him. They then sent him to the hospital on the pretext of treatment, and had 2 security guards watching over him. Liu refused to cooperate with them, the hospital also agreed to let him out, but the Administration Committee and the 610 Office in the Development District still refused to release Liu. Police Chief Zhang even said, "If you behave, just one word from me and I can have you released." Thus, the hospitals became detention centers, children with both parents became de facto orphans, and their employer has yet to give the couple one cent of living expense since July 22. The basic human rights of Dafa practitioners have been trampled on; there is nowhere to get justice. This is not the only case in the Development District.
Another two Dafa practitioners in the company were found to have Dafa books in their home; the husband was sentenced to 2 years in labour camp, and the wife was detained for 6 months. The practitioner signed the pledge [promising not to practice Dafa] because she was worried about her child, but even then she was not released. Afterwards, her elderly father had to pay 5000-Yuan deposit to bail her out. But after nine months, the deposit is still not being returned to him. The region under the jurisdiction of the Development District has detained 13 practitioners, imprisoned one practitioner, and sentenced 9 practitioners to labour camps (one of them was sentenced to a labour camp twice; another one has been detained for 4 months after he finished his labor camp term, and it was said that they would sentence him as well).
The Development District Committee, 610 Office, Police Branch, Jianguang Police Station and the Wuye Company all have treated the Falun Gong matter illegally, and spent closed to 1 million Yuan of citizens' hard-earned money to arrest people whom they themselves recognized to be good people.
