Wang Shuzhong, the mayor of Linhai City, was criticized by the State Public Security Bureau and the Liaoning Provincial Government regarding the numerous practitioners from his city who had traveled to Beijing to appeal for Falun Dafa during the Chinese New Year 2000. Wang almost lost his post as mayor. To protect himself, Wang instructed various city agencies to torment practitioners in whatever way they chose. He openly told the local police, "You may beat the Falun Gong practitioners that you have arrested as much as possible, as long as they keep breathing." Following the mayor's instructions, the police ruthlessly tortured practitioners who had appealed in Beijing. Some of the practitioners were severely beaten to the point of unconsciousness. The police then poured cold water on the unconscious practitioners to wake them and subsequently brutalized them again.
Additionally, police extorted huge sums of money from practitioners, causing them serious financial hardships. Wang Shuzhong directed many companies to dismiss the practitioners who had appealed in Beijing. Next, he illegally sent them to forced-labor camps. Some practitioners were sentenced to jail. In March through mid-May, when practitioners had allegedly broadcasted truth-clarification footage by overriding Changchun cable television signals, 47 Falun Dafa practitioners were illegally arrested in Linhai.
Since July 1999, approximately 60 practitioners have been sent to labor camps. Comparatively, this is a high number for a small town such as Linhai.
