The former provincial Party Secretary, Wu Guanzheng, followed Jiang's regime closely in persecuting Falun Dafa. He granted public security bureaus at all levels the right to approve forced labor terms in order to persecute Falun Dafa practitioners openly.

Brainwashing classes are held at the Education Institute in Shengli Oilfield (presently called Shengli Institute of the Petroleum University), at the Oil-Gas Collection and Transportation Company, at the Shengli Oil Extraction Plant, and at the Shengli Supply Company: These four brainwashing classes are where unlawful officials from the Shengli Oilfield attack Falun Dafa practitioners' faith.
The Mental Hospital subordinate to the Shengli Hospital of Shengli Oilfield: This is where Falun Dafa practitioners are subjected to persecution through the abuse of medicine.
The public security departments for each secondary work unit in Shengli Oilfield, the public security department of the Petroleum University, the Party Committee for each secondary and third level work unit, the Party Committee of the Petroleum University are the primary organizations for persecuting Falun Dafa practitioners.

People from Shengli Oilfield sent several dozen Falun Gong practitioners to forced labor camps by framing them for criminal acts. They ceaselessly detained Falun Gong practitioners at the detention house in the Base Branch of Binhai Public Security Bureau from 1999-2000, as well as the first half of 2001. On October 1st, 2000, over a hundred Falun Gong practitioners were detained. When the detention house was full, they transferred practitioners to detention centers outside the Shengli Oilfield. Many practitioners have been detained multiple times.
The unlawful people in Shengli Oilfield illegally extorted money from many Falun Dafa practitioners. They sentenced practitioners to forced labor or to serve prison terms, as well as dismissed practitioners from work. The total loss suffered by the practitioners is up to millions of yuan.
Vicious thugs from Shengli Oilfield handcuffed several Falun Gong practitioners, who were forced to wear very thin clothes, to large stone posts out in the open during the bitter winter. Bystanders could not help but shed tears for them as they walked by. Several practitioners were sent to mental hospitals where the torture they received was intensified. They also force-fed Falun Gong practitioners with white wine at a high temperature (forcing practitioners to consume alcohol, which is against their beliefs.) They extorted confessions through brutal torture, such as not allowing practitioners to sleep for long periods of time, punishing practitioners by making them stand motionless for a long time, handcuffing practitioners, etc. They also lured people with financial incentives to participate in the persecution of Falun Gong .
In addition, quite a few Falun Gong practitioners were unlawfully sentenced to prison by the police in Beijing.
