(Clearwisdom.net) The Boli County Detention Center in Heilongjiang Province persecutes Falun Gong practitioners both physically and mentally using many torture methods. These tortures are attempts to force Falun Gong practitioners to give up the practice, and write the "Three Statements" against their conscience. Detention center officials also extort large amounts of money from Falun Gong practitioners. Among practitioners in Boli County, Liu Xin, a middle school teacher from Dasizhan Township, Qitaihe City, was persecuted to death in 2001. He Ping, a practitioner from Changxing Forestry Center was killed by the local police in 2002. According to incomplete statistics, the total amount of money extorted from Falun Gong practitioners in Boli County is at least 670,841 yuan.
On November 12th, 1999, He Ping was arrested by officers from Changxing Forestry Center Police Station. During his detention, the guards instigated inmates to beat him and choke him until he passed out. In December 2000, Shi Lizhuo, the former Police Department director general instigated Sun Chengyi, the former head of the Politics and Security Section, and guard Chen Shichun to collude with several prisoners to brutally torture He Ping, in order to improve the rate of "transformation" and receive a reward. They stripped off all his clothes and forced him to kneel down on bricks, then used hard plastic tubes to whip him. The persecutors cursed him loudly and beat him, until he was black and blue all over. Similar tortures occurred daily for 21 days.

Gouging sensitive areas (also known as touching the electrical outlet):
Guards from the Boli County Detention Center instigated criminals who have been sentenced to death to beat Falun Gong practitioners. The inmates forcibly dug into critical areas of the body, such as the ribs, with their elbows and heels, causing severe injuries both inside and outside of the area. Every few minutes, they poked at the wound, and the victims groaned from unbearable pain. Even after five or six years, the areas that were injured are still numb as a result of the torture.
Restraining Chair:
The whole body cannot move in this torture instrument. It is made of iron. The victim feel chilly after sitting for a long time.
Flying the Airplane:
Wang Qinghe, a policeman in the Boli County Detention Center, forces Falun Gong practitioners to hold the position depicted in the picture below for over three hours. Practitioners' sweat drips to the ground until finally the victim has no more sweat. At that time, the practitioner can no longer stand normally and the whole body is rigid. Some of the inmates feel sympathy for the Falun Gong practitioners and support them with their hands.
Showering:
The persecutors pull off all the practitioner's clothes except their underwear, and pour cold water on them. They then break toothbrushes and use them to scratch and gouge the practitioner's back. When the practitioner starts to bleed from the scratching, the perpetrators pour cold water on the wound, and then apply an unknown drug. This torture usually leaves the skin on the victim's back peeling off after one night's sleep.
Hacking the throat:
The perpetrators hit the practitioner's throat with flattened hands until sores appear on the throat and the practitioner coughs up blood. Afterwards the practitioner cannot swallow food or speak. Even after several years, practitioner's voices are still hoarse, and sound different from their original voice.
Flying the Airplane:
Another version of flying the airplane: Practitioners are forced to carry a person on their back, and walk without any rest. The practitioners sweat profusely and are soon unable to continue walking.
Punishment by shackling wrists to ankles
Practitioners are cuffed and shackled, then forced to stand continuously, without being allowed to eat, drink or sleep. The cuffs become covered with blood after standing for a long time. The practitioners feel severe pain in the heels and cannot stand normally. The longer the practitioner is forced to stand, the more severe the pain.
