Mr. Liu Wenbin, 54, was an official from the Light Industry Bureau Supply Company of Xiantao City. He used to suffer from various diseases, including arthritis and dermatitis. After he started to practice Falun Gong in August 1995, his illnesses all went away. Therefore, he often told whoever he met that Falun Gong is great. After talking with Liu, a good number of people took up the practice of Falun Gong. Because he set a strict standard for himself and volunteered his time to help others learn Falun Gong, he was recommended to become the volunteer contact person of Xiantao City in 1996.
After the peaceful appeal of 10,000 practitioners in the Central Government Compound in Beijing on April 25, 1999, deputies of authorities often approached Liu Wenbin. No matter who came to talk to him, he would tell them the benefits he received from practicing Falun Gong. He also gave them Falun Gong books, advising them to follow the principles of "Truthfulness-Compassion-Tolerance" in their lives.
On July 20, 1999, out of jealousy, Jiang's regime started to persecute Falun Gong and instigate people's hatred towards Falun Gong. As the volunteer contact person, Liu Wenbin was considered a key object by the authorities. Whenever there was an issue related to Falun Gong, the local "610 Office,"* the police department, the national security brigade, the police station and his work unit would find him to ask questions. During the past several years, he has suffered various forms of persecution. Twice he was arrested. Due to the long-term persecution, he developed liver ascites and died on January 7, 2003.
In 2000, policemen Zhou Guohuai and Li Liming began to monitor Liu Wenbin. They harassed him, telling him not to practice Falun Gong anymore. They also asked Liu to write materials slandering Falun Gong, but he firmly refused. Later Zhou Guohuai deceived Liu into coming to the Light Industry Bureau, and then sent him to a detention center where he was jailed together with criminals. The criminals beat and insulted him. Zhou Guohuai interrogated him, forced him to go through brainwashing and asked him to write materials stating how he was going to give up Falun Gong. Liu continued clarifying the truth to the criminals and police. However, the evil kept on doing evil. They detained him for nearly two months before releasing him around November 2000.
In 2001, Jiang's regime staged the so-called "Tiananmen Self-Immolation" incident to frame Falun Gong. The police in Xiantao City then colluded with Liu's work unit and asked him to stop practicing. Liu clarified the truth to them. However, they turned a deaf ear. Soon afterwards his work unit dismissed him from the party and fired him from work.
One morning in May 2002, Liu was practicing the exercises with some fellow practitioners outside when the police came in several vans and abducted them. They were sent to Longhuashan Police Station. Liu's family searched everywhere and later found out he was detained there. He was tortured again for a whole night. His family came to talk to Zhou Guohuai and explained to him that Liu was very weak. Zhou said, "I'm not afraid of him dying here." Later Liu was released but the police kept harassing him until he passed away.

The above-mentioned policeman, Zhou Guohuai, was formerly the deputy chief of political security brigade, and now is the instructor of the national security brigade.
Zhang Changding, the former deputy chief of the police department, was a key person in persecuting Falun Gong practitioners. He was sentenced to prison in 2002 for unknown reasons.
Zhu Chongde, deputy chief of the police department, took over the persecution of Falun Gong practitioners after Zhang Changding was sent to prison.

Other policemen involved in the persecution of Liu Wenbin included Li Liming and Zeng Qingwen.
