(Clearwisdom.net) On March 26, 2004 the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) announced that it would investigate the Liaoning Province Dalian City Party Committee and city government officials Sun Chunlan, Xia Deren, Wang Huiquan, and others' participation in the persecution of Falun Gong.
The announcement stated that during this organization's investigation of the persecution of Falun Gong in Mainland China, large amounts of evidence showed that Dalian City in Liaoning Province is one of the Chinese cities where severe persecution against Falun Gong is carried out. By March 2004, it was confirmed that 21 Falun Gong practitioners were tortured to death. This number includes only those cases where the persecution process, victims, and perpetrators have been identified, while many other cases with unknown details are not included. The provincial officials listed used brutal means to torture Falun Gong practitioners. According to the WOIPFG mission statement, "To investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong; to bring such investigations, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society," we will investigate the individuals who are most responsible and have committed severe crimes during the persecution against Falun Gong. The first group of targets in our investigation consists of the following personnel:
Sun Chunlan, Secretary of the Dalian City Party Committee and Deputy Party Secretary of the Liaoning Provincial Committee:
On July 26, 2002, at the Ninth Session of the Fourth Plenary Session of Dalian City, Sun Chunlan gave orders to persecute Falun Gong. On October 31, 2002 he spoke at the Dalian City expanded standing committee meeting and gave orders to persecute Falun Gong. He also ordered the persecution of Falun Gong at the Dalian City Fifth Session of Ninth Plenary Sessions and Seventh Session of Ninth Plenary Sessions on December 25, 2003 and December 28, 2003, respectively.
Xia Deren, Mayor of Dalian City:
On February 9, 2004 he spoke at the thirteenth session of the Second Conference of Dalian City and supported the persecution of Falun Gong. Back in February 7, 2002 Xia Deren was named as a defendant in a U.S. lawsuit, accused of torture and crimes against humanity, and was convicted of these crimes in June 2003.
Wang Huiquan, Deputy Party Secretary of the Dalian City Committee, Secretary of Dalian City Disciplinary Committee, and former Secretary of the Inspection Bureau:
Since 2001 he has suppressed Party members and officials who are Falun Gong practitioners. On July 3, 2003, he held a work meeting to instruct the persecution of Falun Gong. On July 11, 2003, he attended a commendation meeting for the persecution of Falun Gong, and spoke at the meeting. In February 2004, he founded an association known as the "Loving Concern Association" to strictly monitor Falun Gong practitioners.
Sun Guangtian, Deputy Mayor of Dalian City and former Head of the Dalian City Police Department:
In 2000, when he was the head of the Dalian City Police Department, he ordered the monitoring and persecution of Falun Gong practitioners. In a telephone conference in November 2000, he ordered confiscation of Falun Gong publications. On July 3, 2003, as the deputy mayor, he and Deputy City Party Secretary Wang Huiquan held work meetings and gave instructions on the persecution of Falun Gong. On July 11, 2003, he attended a commendation meeting for the persecution of Falun Gong. In February 2004, he took the position of Honorary Chairman of the "Loving Concern Association," which strictly monitors Falun Gong practitioners.
Liu Changde, Deputy Mayor and Deputy Head of Dalian City People's Congress:
On September 8, 2002 he spoke at a work meeting for maintaining stability, and ordered every district and department to persecute Falun Gong. On December 3, 2002 he reported Dalian City's milestones in persecuting Falun Gong.
Lin Shuliang, Deputy Party Secretary and Deputy Head of the City Police Department:
At the municipal key government work meeting in 2001, he reported on all actions that were made while he was in charge of the persecution of Falun Gong.
Wei Xiaopeng, member of Dalian City Party Standing Committee and Head of the City Propaganda Department:
On October 15, 2002 he hosted a movie premier that slandered Falun Gong. In 2001, as the head of the City Propaganda Department, his department held exhibits and Chinese operas, as well as on-stage modern dramas to demonize Falun Gong, which added fanned the flames of the persecution and incited hatred among the community against Falun Gong.
Wang Jinting, Deputy Head and Deputy Party Secretary of the Judicial Bureau, and Secretary of the Dalian City Disciplinary Committee:
On July 14, 2003 Wang Jinting held the Supervising and Managing Security Measurements Conference and ordered city prisons, labor camps, and drug control centers to strictly monitor and brainwash Falun Gong practitioners.
Hao Baokun, Deputy Head of the Judicial Bureau and member of the City People's Political Consultative Committee:
He directed Dalian City labor camps to persecute and brainwash Falun Gong practitioners in person. WOIPFG announced the launching of an official investigation against him on February 22, 2004.
Lou Yuhua, Chief Prosecutor of the Dalian City People's Procuratorate:
While in charge of procuratorial agency, he coordinated with the police department and the court in the persecution of Falun Gong.
Zheng Quanci, Vice Chairman of the Dalian City People's Political Consultative Committee, and Chief of the Intermediate People's Court:
While in charge of the court institutions, he coordinated with the City Politics and Law Committee in persecuting Falun Gong. On July 11, 2003, he participated in a commendation meeting for the persecution of Falun Gong, and he is the honorary chairman of a committee that deals with the persecution of Falun Gong.
In view of the facts, Sun Chunlan, Xia Deren, Wang Huiquan, Sun Guangtian, Lin Shuliang, Wei Xiaopeng, Wang Jinting, Hao Baokun, Zheng Quanci, Lou Yuhua, and others were suspected of operating and directing the persecution against Falun Gong in Dalian City, and cannot evade their direct responsibility for the deaths of Falun Gong practitioners as a result of torture. The WOIPFG will now file investigation cases against them, further verify their crimes, and report our findings and evidence to the international courts, human rights organizations, and foreign governments. We will also file lawsuits against these individuals and expose their crimes. According to the U.S. Immigration and Neutralization Code, Item 212(a)(2)(G), which stipulates that foreign government officials involved in violating freedoms of religion during the last two years are not allowed to enter the United States, and this statute extends to their family members and dependents. This organization will deliver their crime records to customs and immigration departments of various countries.
In view of evidence that some government officials have participated in the persecution of Falun Gong to differing extents, regardless of whether they carried out the persecution actively or passively, they have committed crimes of intentional injury, violence, and slander. As event insiders, the following individuals are key persons for evidence collection: Li Yongjin, former Dalian City Mayor and Head of Dalian City People's Congress; Bai Yuxiang, Deputy Head of City People's Congress; Zhang Jixian, Party Secretary and head of the police department; Li Minye, member of Dalian City Party Standing Committee and Head of Dalian City's Organization Department; and Wang Benfang, Head of the Judicial Bureau.

Case 1
Ms. Wang Youju, 64, was the former Vice Principal of Wafangdian City Hygiene School, Liaoning Province. On July 22, 2000 she was taken away from home by police officers from the Gongji Police Station and was sent to the Wafangdian Detention Center. On July 31 she died in the Wangfangdian Detention Center office.
Case 2
Mr. Zheng Wei was a Falun Gong practitioner from Dalian City, Liaoning Province. He was handicapped by a severe hunchback condition. He had been illegally detained at the Dalian Forced Labor Camp because of his firm belief in Falun Gong. During his detention, the authorities in the labor camp severely tortured him, treated him inhumanely, and humiliated him regarding his handicapped condition. He died shortly after his release in April 2001.
Case 3
Mr. Zou Wenzhi, 54, was from Jiuli Town of Jinzhou District in Dalian City, Liaoning Province. He was the assistant engineer and equipment clerk at the new alkali workshop of the Dalian Chemistry Industry Corporation. He lived in the Juxin neighborhood of Jinzhou District. He started to practice Falun Gong in 1995. On October 16, 2000, when Mr. Zou went to work, he was called to the security office by Jiang Jie. The police, along with security personnel from his own company, beat and tortured him to force him to give up the practice, and finally killed him. When his entire family went to the mortuary to see Zou Wenzhi's body, they could not even recognize the original color of his skin, as it was covered with bruises and injuries from the beatings. The medical examiner verified that although the skin had not been broken, the flesh and organs, including the heart, were all damaged, and his ribs were broken as well.
Case 4
Ms. Sun Yan is 36 years old. She was electrically shocked by the head of the
police division, Wan. Han, the head of the Female Division, along with the
political instructor, Tan, provoked inmates to beat her. They stripped her and
sexually tortured her by using a knotted rope against her genital area, causing
severe bleeding. They also hung her up in an steel-barred cell with her legs
spreadeagle, and inserted hot chili pepper into her vagina.

For persecuting Falun Gong, the Royal Canadian Mounted Police (RCMP) has put 45 Chinese officials on their immigration watch list, including Jiang Zemin.
RCMP has put Chinese Ruling Party officials and "610 Office"(1) officials including Jiang Zemin, Luo Gan, Li Lanqing, Liu Qi, Wang Maolin, and Liu Jing, as well as provincial government officials Bo Xilai, Wen Shizhen, Shenyang City Masanjia Labor Camp official Su Jing, and Wanjia Labor Camp official Shi Yingbai on the watch list. By the end of January 2004, RCMP had put 45 Chinese officials from each level of Party Committees, "610 Offices," local governments, and forced labor camp officials that are responsible for the persecution of Falun Gong, on the watch list. If anyone on the list attempts to enter Canada, a prompt investigation could take place, potentially resulting in refusal of visas to Canada, denial of entry to Canada, or charges and punishment based on Canada's laws governing crimes against humanity and war crimes. WOIPFG has collected the names and evidence on more perpetrators, who come from provincial and city politics and law committees, "610 Offices," police departments, the National Security Bureau, press agencies, media, education departments, cultural departments, diplomatic fields, internet monitoring fields, Youth Leagues, women's associations, etc. These 45 names are only the beginning, as related agencies are preparing to accept more names.

On March 9, 2004 the Friends of Falun Gong and the World Organization to Investigate the Persecution of Falun Gong submitted a list of 102 primary leaders in the persecution of Falun Gong, including Jiang Zemin, Luo Gan, Liu Jing, Zhou Yongkang, Li Lanqing, and Wang Maolin, and requested that the U.S. government prohibit these people from entering the U.S. The U.S. Immigration and Neutralization Code, Item 212(a)(2)(G), stipulates that foreign government officials involved in violating freedoms of religion during the last two years are not allowed to enter the United States, and this statute extends to their family members and dependents.
(1) "610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
