Since the persecution of Falun Gong began on July 20, 1999, the police and work unit have had her under surveillance. On holidays or so-called sensitive days, hospital security workers would take her and detain her in the hospital. In 2002, she was taken to Kunming Mental Hospital and suffered brutal torture physically and mentally during the so-called "treatment."
On April 20, 2004, the security section of the hospital wanted to detain her again. They claimed if she refused, they would tie her up. Wang Qihui's friends, the couple of Mr. Li Kunping and Ms. Li Qian heard the news and arrived at Wang's home with their two-year-old child. Seeing that several people from the hospital were going to drag Wang away, Li Qian said to them, "You should not tie her up." One from the hospital said, "We represent the government. There is a government document that requires putting Falun Gong practitioners under control. So we are going to take her to the hospital." Li Qian questioned, "Then, show me the document!" They answered, "You are not from our hospital. Why should we show it to you?" Mr. Li Kunping said, "You cannot do such a thing!" People from the hospital asked, "Who are you? Do not interfere with our business." Li Qian answered, "We are friends of Wang Qihui. She called us to come." Wang Qihui said, "On holidays or sensitive days, I am always taken to the hospital and put under house arrest. Even a request to go home briefly is not allowed. I don't want to go." People from the hospital said, "We tie her up to scare her. It is just a technique."
Li Qian told people from the hospital, "You don't respect human rights. Taking someone away like this can only be done by organizations carrying out the law with formal official documents. If the work unit wants her to go, it should depend on her own will. You cannot treat her in this way. It is against the law." A man from the hospital said, "Do you know the government policy? For a Falun Gong practitioner, there are no human rights! You leave quickly, otherwise we will report you to the police." Li Qian said, "Please show me the document, then everything will be settled." The hospital people said, "You are Falun Gong troublemakers. We are going to report you to the police." Li Kunping said, "Go ahead, report to them. It's better." People from the hospital said, "If Wang Qihui did something, the hospital leaders would be implicated and have trouble."
Since the child wanted to eat, Li Kunping took the child to buy food. At that time, a person from the hospital led several police and blocked his way. The person pointed to him and told the police, "It's him." He started to scold, "I think you are the head of Falun Gong." The police did not show any IDs and did not ask about what had happened. They ordered Li Kunping to get in the police car. Li Kunping refused. Then several police came and pushed Li Kunping into the car. Li called out, "Be careful with the child." One policeman grabbed the child. Others forced Li's arms behind his back and pressed his head against the car seat tightly. After searching him, they took off his belt and used it to tie up his hands from the back. Some held his head and some held his waist and back. Li couldn't breathe and suffered bruises on his head, waist, arms and legs. Li Kunping called, "You have no right to do this! I can't breathe!" The police saw he still could talk and pressed his head harder and more viciously. They did not allow Li to say anything else. Then one of the police wanted to stamp on Li's foot but somehow stamped on the foot of another policeman who was holding Li instead. At the same time that the police were dealing with Li Kunping, some other police arrived at Wang Qihui's home. One of them loudly and rudely scolded Li Qian and Wang Qihui. Two hours later, Li Kunping was taken to the local police station. He was tied up with both hands behind him and forced to stand straight. The ordeal lasted two hours.
