(Clearwisdom.net) Fu Juan is approximately 40 years old, and is a former guard at the Second Detention Center in Bengbu City, Anhui Province. She was also a former athlete and a very strong person. Fu and male guard Song were called "Three-strike Fu" and "Three-strike Song" because of the way they beat practitioners. The bamboo strips they used were very unusual. They were about three to four meters long and more than 20 centimeters wide. When they beat practitioners with these strips, they lifted their arms high in the air, and then whipped very hard in a forward motion on the practitioners' buttocks. The practitioners were forced to form a line and lie across a wooden plank with all of their clothes off except for their underpants. The first lash would leave a long, dark purple bruise on the practitioner's buttocks. The second lash made the blood seep out and stick to the practitioner's underpants. The third lash badly mutilated the practitioner. Sometimes, after three lashes, Fu and Song were still angry, and they continued beating the practitioners until the practitioners lost consciousness.
Fu Juan periodically beat practitioners without reason. Seldom did anyone escape her cruel beatings. She often grabbed a practitioner's hair and pushed their head against the wall, or held their head down. She also slapped practitioners' faces while cursing them. One day in May 2000, Fu Juan picked on practitioner Ms. Li, who was doing forced labor. She grabbed Ms. Li's hair, held her down to the ground, and slapped her. Ms. Li is over 60 years old, and she fainted after a few slaps from Fu Juan, who is very strong. Many practitioners were beaten and tortured to some extent by Fu Juan. After these practitioners left the detention center, they still had pain and many scars on their bodies. Some practitioners were disabled, or suffered long-term pain. Others had dark purple scars from the bamboo-strip beatings on their buttocks for a long time.
On March 22, 2001, Fu Juan was arrested for blackmail, and sentenced to a three-and-a-half-year term in November 2001.
