(Clearwisdom.net) On October 28 a civil lawsuit against Lin Yanzhi, deputy secretary of the Chinese Communist Party Committee of Jilin Province, China, was filed at the Ontario Superior Court in Toronto.
The complaint, brought by a female Jilin native, now a Toronto resident, alleges serious human rights abuses imposed by Lin in persecuting Falun Gong practitioners in China.
Kevin Yang, a spokesman for the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), an NGO that monitors Chinese officials involved in the persecution of the group, told The Epoch Times, Lin's low-key visit to Canada had been reported to the organization by a private citizen on October 27th. The organization located Lin in just a few hours and filed the lawsuit on behalf of the plaintiff on the 28th.
Yang told the Epoch Times that the plaintiff had planned to serve Lin on the evening of the 28th in front of the office of Chinese Professionals Association of Canada (CPAC) after she learned that Lin was going to deliver a keynote speech at a seminar hosted by the Association. But Lin never showed up for the meeting that evening, Yang said.
A notice of the cancellation and apology dated October 28th was posted on the door of CPAC. According to a female clerk surnamed Yao from the association, the speech was scheduled for 7:30pm, but she received a sudden notice from the Chinese Consulate at 6:20pm, saying that Lin had another important public duty to fulfill and the speech was thus cancelled.
According to the media advisory issued by Canadian Falun Dafa Association on Tuesday, Lin, as the former head of 610 Office of Jilin Province, not only planned and supervised the persecution of Falun Gong in Jilin, but also was personally involved in "converting" practitioners with torture. He is responsible for 321 confirmed cases of death-by-torture in the province.
"It is rare that officials at the provincial secretary level get directly involved in the persecution," the media advisory says.
According to a Minghui report dated June 19, 2003, on December 24, 2001, over 100 Falun Gong practitioners were transferred to Chaoyanggou Forced Labor Camp in Changchun. Before their arrival, Lin travelled to the labour camp to plot and organize the persecution of these practitioners who he considered as "obstinate ones" and who, he claimed, should be "given a head-on blow at the first encounter'' and "dealt with by force". As result, a horrendous group torture took place in the labour camp --- the 100 plus practitioners were tortured there all together.
In inspecting the progress of the "conversion of Falun Gong practitioners" at Siping City Forced Labor Camp, Lin was quoted as saying, "...Even if we killed all the two million plus practitioners, the reign of our communist party wouldn't be affected...Those who refuse to convert should be relentlessly beaten, even to death..." according to a Clearwisdom.net report dated June 25, 2001.
According to the media advisory of the Falun Dafa Association, Lin is the second provincial level official sued overseas after the publication last month of the Falun Dafa Association Announcement warning CCP officials that they will face civil or criminal lawsuits if they "participate in or continue to implement the persecution of Falun Gong and, as a result, commit new crimes in addition to those they have already perpetrated against Falun Gong."
In September, the Falun Dafa Association of Canada reportedly asked the Federal Government to deny entry to two CCP high-ranking officials. Bo Xilia, Minister of Commerce, and Xia Deren, deputy governor of Liaoning Province, were both identified as major perpetrators of the persecution by WOIPFG, and neither of them set foot on Canadian land as scheduled.
The Falun Dafa Association of Canada has submitted evidence of Lin's alleged crimes of torture to the RCMP and requested the RCMP launch an investigation, and deport him according to Canada's Crimes Against Humanity and War Crimes Program.
"WOIPFG invites officials and individuals to report any visiting Chinese officials listed as key perpetrators of human rights atrocities," said Yang.
