Ms. Fu Jinmei was born in 1950 and lived in the Anning District, Lanzhou City, Gansu Province. She was a former employee of the Lanzhou City Feikong Apparatus Factory. In 1996, Ms. Fu started to practice Falun Gong.
During the 2000 Chinese New Year, Ms. Fu went to Beijing to peacefully appeal for Falun Gong, in order to tell the authorities that Falun Gong is good. She was arrested and sent back to her home area, where she was incarcerated for half a month and extorted by 6,000 yuan. Since that time, perpetrators from the police station and personnel from the 610 Office often illegally searched her home and arrested her at will.
In March 2001 the security section of her work unit forced Ms. Fu Jinmei to write a guarantee statement to give up practicing Falun Gong. Even after that, they continued to harass her many times. On December 8, 2003, the police searched Ms. Fu's home and detained her. While in detention this time, she suddenly suffered from high fever and she felt such pain all over her body that it was difficult to endure. The policemen and people from the "610 Office" said that she Ms. Fu was pretending to be ill and declared they still would not release her. Finally, Fu Jinmei lost consciousness. She was sent to the hospital and was diagnosed as having lung cancer, but even then the perpetrators still would not notify her family.
After Ms. Fu was sent back home, she could no longer get up and remained bedridden. She died on September 18, 2004.
