The 610 Office and the Public Security Bureau in Xinchengzi District, Shenyang City, Liaoning Province have actively participated in the brutal persecution of Falun Gong practitioners since the persecution began on July 20, 1999. Many practitioners who were the victims of such persecution have been murdered or maimed, and many were jailed, or subjected to forced labor, detention, and abduction. Many were dismissed from their jobs, along with losing their seniority. Their homes were ransacked and they were subjected to extortion, surveillance, and monitoring of telephone conversations. Deputies from the 610 Office and the police applied hideous tactics against Falun Gong practitioners for the sole purpose of forcing them to give up their faith in "Truthfulness, Compassion, and Forbearance."
The following is a detailed list of cases:
Ms. Qu Guizhi lived at Xinchengzi District, Second Jing (mine shaft) 008 (this is a coal mining town). Due to savage beatings while in detention, she was severely injured to the point that she could not even talk after she was carried back home. Even when Ms. Qu was resting at home, Gao Yaqing, a 610 Office deputy, and other officials from the Second Jing (mine shaft) area continued harassing and threatening her. Ms. Qu died soon thereafter.
Ms. Li Li lived at Qingshuitai, Xinchengzi District. She was driven to mental collapse after being sentenced to a forced labor camp.
Ms. Lu Guoqin was in her 40's. She lived and ran a small business in Hushitai Township. Her home was ransacked and her Dafa books were confiscated. During torturous interrogations she suffered severe injuries from the beatings. She was sentenced to seven years at the infamous Dabei Prison in Shenyang City.
Ms. Su Fengling and Ms. Zhang Xiumei both lived in Liutiaohe Village, Magang County. They were sentenced to forced labor.
Ms. Liu Yafang was a nurse at the Qingshui Second Jing (mine shaft) Hospital. She was reported to police by a local resident named Se Yunxian while she distributed truth-clarifying flyers on the evening of July 22, 2004. She was abducted and taken to the Second Jing 008 local district and was taken away by the Second Jing police. She was sentenced to forced labor and is currently detained at the Masanjia Labor Camp.
Ms. Zhu Xiuying was forced to leave her home.
Mr. Wu Hai was a clerk at the Qingshui Farmers Bank. He is being detained at the Zhangshi Forced Labor Camp.
Ms. Niu Guihua lived in Xiaoqiao Village, Hushitai Township. She was abducted and detained twice, and was twice sentenced to a forced labor camp.
Ms. Zhou Yanchun lived in the Liaoyang Coal Mine Machinery Repair and Maintenance Facility dormitory in Xinchengzi District. She was abducted once and sentenced to three years in a forced labor camp. She escaped and was forced to become homeless to avoid further persecution.
Other practitioners who were persecuted in Xinchengzi District include: Shi Baolan, Zhang Jihe, Wang Lizhi, Wang Wenli, Feng Guojun, Zhang Yingmin, Yue Lan, Lan Yulin, Chen Min, Pang Yujuan, Wang Huadi, and the Liang brothers from Xinchengbao. They were all abducted, detained, and brainwashed. Their homes were ransacked, and they were subjected to extortion of brainwashing class fees ranging from 2,000 to 3,000 yuan.
Ms. Zhang Guoju was in her 40's and lived in Majia Village, Puhe Township. Her home was ransacked, her Dafa books were confiscated, and she was sentenced to two years in a forced labor camp. Ms. Sun Suqin, another practitioner from the same village, was also abducted and taken to the brainwashing class.
Ms. Lang Yanxia lived in Puhe Haodianzi Village. She was once disabled, and only after practicing Falun Gong did she regain her health. However, because she persisted in her belief, the local police sentenced her to two years in a forced labor camp.
Ms. Sun Yajie was sentenced to three years in a forced labor camp.
Practitioners from Puhe Township who suffered from persecution include Gao Yafan, Sun Zhiyun, Feng Ying, Luo Fulin, and others. Practitioners who were abducted and taken to brainwashing classes include Zeng Fanguo, Zhou Jiuguang, Dai Lianfang, and others.
The following deputies and criminals participated in the persecution of Falun Gong practitioners:

This deputy has actively participated in persecuting local Dafa practitioners. On top of tactics such as forced labor, detention, ransacking homes,
and abduction, he further ordered local residents' associations and village committees to harass, monitor, patrol, stake out, and put Dafa
practitioners' homes under surveillance, report on Dafa practitioners' activities, destroy truth clarification materials, and extort money from
practitioners. Deputies and officials who participated in the persecution also include Hushitai Village Police Station chief Ge Maoxiang, and deputies
from Hushitai Township Police Station.

These three have done surveillance, harassed Dafa practitioners, and forced them to write "guarantee statements" (promising not to go to
Beijing to appeal for Falun Gong). They also hired people to patrol for and destroy Dafa truth clarification flyers. The Resident Committee of the
Second Mine Shaft District reported Dafa practitioner Zhang Aidi to the police, resulting in her abduction and two years detention in the Longshan
Forced Labor Camp. The Residence Committee also cooperated in the abduction of practitioners Liu Yafang and Zhou Yanli. They forcibly took them from
their homes and sent them to a brainwashing class, along with extorting a 500 yuan fee from them.
Qingshui Street Administration Office of the Xinchengzi District:
Yu Xinying, Jiang Fuhuan (now transferred to the Auditing Bureau as a general clerk) both participated in the persecution of Dafa practitioners Zhang
Zhiming, Zhu Xiuying, Liu Sulan, Feng Yajie, and others. Jiang Fuhuan even threatened to arrest all local Dafa practitioners.
Wang Changzhen: Female, 40's, Resident Committee Secretary of the Wanmi Housing Complex. She was the main instigator behind the persecution of local Dafa practitioners. She hired local residents, like Mr. Gong, a senior, to monitor Dafa practitioners' activities, along with patrolling, staking out, reporting, and abducting Dafa practitioners who distributed truth-clarifying flyers. Wanmi area Dafa practitioners Ma Changyue and Wang Chunlan were both sentenced to three years in a forced labor camp. Wang Changzhen's mother-in-law reported Magang Township Dafa practitioner Wang Yongli to the police, resulting in his detention at a forced labor camp. He was beaten, and subjected to various physical tortures, including sleep deprivation.
An older woman named Li Yuying and her son participated in persecuting Dafa practitioners. In December 2004 she found truth clarification flyers being distributed in her area, so she went home and told her son Wang to keep an eye on the area. Wang then cooperated with Residence Committee personnel in patrolling the housing complex. This resulted in the abduction of Dafa practitioners who distributed the flyers. Subsequently they reported the practitioners to the local 610 Office.
Wangbin Township Judiciary Department deputy Zhang Chunxiang, Wangbin Township Police Station Chief Guan Xiaobing, and policeman Li Jun abducted Wangbin Township Dafa practitioners Jin Shinan and Zeng Xianzhi, and sent them to a forced labor camp. Policeman Li Jun also beat Zeng Xianzhi and confiscated his Dafa books when they ransacked his home.
Magang Township Political and Judiciary Committee Secretary Hu Guangwei sent practitioner Ms. Dong Huidi to a brainwashing class after he lured her into his car.
Choujiagou Village Head Li Guolin reported Liutiaohe area Dafa practitioners Zhang Xiumei and Su Fengling to the police, resulting in both of them being abducted and taken to a forced labor camp.
Liu Mingchun, male, 40's, was the vice township head of Cailuo Township. He and the local police station chief Wang planned and organized the persecution of local Dafa practitioners Teacher Xi, Zhao Wei, Li Cuizhi, and others. They abducted them, sent them to a brainwashing class, and seized their Dafa books after ransacking their homes.
Li Ji (ex Daoyi Township head), Zhang Meng, and Hu Sijian planned and participated in the abduction of Teacher Xu. They abducted and took Teacher Xu to a brainwashing class. They also abducted and took Dafa practitioner Ma Lihuan to the brainwashing class, as well as extorting more than 10,000 yuan from his family.
Zhao Guishuang was the Human Resources Department Director for the Education Bureau in the Xinchengzi District. She is retired now, but she was once the mastermind behind the persecutions of Dafa practitioners who worked in the Xinchengzi District educational system. She actively participated in the planning and organizing of persecution activities.
Jin Ming, Principal of the Daoyi Elementary School sent his teacher, Dafa practitioner Zhao Wei, to a brainwashing class to be persecuted.
Jin Zhuzheng (Daoyi High School principal), Jiang Fengqi (Political Secretary), and Liu Yingnan (Secretary of the Communist Youth League) participated in the persecution of two faculty members who were Dafa practitioners. They sent the teachers to a brainwashing class. Liu Yingnan slandered Dafa with venomous language.
Han Yusong and Shi Guifen, who both worked at the Xinchengzi District Detention Center, also participated in the persecution.
