(Clearwisdom.net) Falun Dafa practitioner Mr. Luan Fusheng from Shijiazhuang City, Hebei Province was illegally arrested at home along with practitioners Ding Lihong (who was later tortured to death) and Wang Xinzhong in Taiyuan City, Shanxi Province. Luan Fusheng was illegally sentenced to 11 years in prison and is being held at a prison in Taiyuan City. Luan Fusheng is paralyzed and emaciated. He is extremely weak and is at the brink of death.
Years of illegal detention resulted in metabolic syndrome [manifesting in potentially severe heart and arterial disease]. Luan Fusheng was hospitalized several times. The prison authorities never told his family about his condition. Not until the hospital issued a Notice of Critical Condition was his family notified and allowed to see him in the hospital. He stayed at a police hospital where a dozen police officers took turns monitoring him. They forbid his family to talk to him. His family strongly urged the police to release him on medical parole, but they refused. Following is this practitioner's story:
Luan Fusheng is 55 years old. He had worked as an electrician for the Hebei Province Housing Administration Bureau. Mr. Luan went to Beijing to appeal for Falun Gong. Police officer Wei Ming beat him savagely at the Xinghua Street Police Station, now called the Weiming Street Police Station in the Qiaoxi District, Shijiazhuang City. He was handcuffed to a second floor balcony railing and tortured. He was further held at the Beijiao Custody Center for 30 days.
In early December 2000, Luan Fusheng was arrested in Beijing for appealing. He refused to give his name and address and was released after a few days' torture. Later he was arrested at a friend's home in another city and was held at the No 1 Detention Center for over 60 days. The officials illegally sentenced him to one year of forced labor, which he served at home because of his high blood pressure. Personnel at the Xinghua Police Department extorted 1,000 yuan from him, calling it a "fine." These same people soon attempted to send him for incarceration again, this time to a labor camp. He left home and went to Shanxi Province to avoid persecution. Mr. Luan was arrested in Taiyuan City (another source says Taigu County) in mid-October 2002.
On October 1, 2002, the Wanbolin Police Department in Taiyuan City, Shanxi Province founded a "101 Special Cases Group" consisting of 30 lawless police officers. They started spying on, following and arresting Dafa practitioners. These officials arrested more than 100 practitioners between the middle of October and the middle of November. The arrested practitioners included Luan Fusheng, Ding Lihong and Wang Xinzhong who were unmercifully tortured at the Taiyuan City Police Hospital. The practitioners were subjected to beatings, being shocked with high-voltage electric batons, the Death Bed Torture and force-feeding. The police savagely tortured Ding Lihong to extort a confession. They sent him to a police hospital to further persecute him and eventually killed him through brutal force-feeding. According to testimony from a police officer in Shanxi Province, a few other practitioners were tortured to death at the same time.
