(Clearwisdom.net) The Tiebei Prison in Changchun City is using a method of giving points to prisoners to reduce their prison sentences. With each point a prisoner amasses, the sentence is reduced by two days. The prison has implemented this policy to induce the prisoners to persecute Falun Gong practitioners. Ever since the establishment of the 610 Office the prison has used "personal cangues" (1) to persecute Falun Gong practitioners. Each month the "personal cangues" may amass enough points to put them one step closer to being released. The prison authorities make it very clear that "No persecution, no mitigation of the sentence." The prison guards also ordered the "personal cangues" to beat "uncooperative" prisoners that do not participate in the persecution or tries to reason with the prison officials. Prison officials have also threatened to fire prison guards that do not carry out the persecution.
Tiebei Prison is designated as a prison for serious offenders. The inmates incarcerated there were all handed lengthy sentences of 15 years or more, so they are all eager to have their sentences reduced. Besides the point-system outlined, the Tiebei Prison officials also give extra points to "personal cangues": 5 points for a group leader and 3 points for each member.
The Tiebei Prison in Changchun is also named the "Changchun Xinsheng Switch Manufacturing Factory." The 610 Office of the prison is named the "Office of "Transformation" and Intensive Assault." It was established at the beginning of May 2002. One month later it started to pool all of its resources to persecute Falun Gong practitioners.
The first practitioner persecuted by the "Office of Transformation and Intensive Assault" was Meng Fanyi, formerly a leader of the Commission for Inspecting Discipline in Shulan City, Jilin Province. At the beginning, Meng was deprived of sleep for three consecutive days and nights. At that time a prisoner who had a sense of justice stepped forward to stop the inhuman torture. However, Meng Fanyi's "personal cangues" reported this to Juan Hailin, the head of the 610 Office. When Juan Hailin found this prisoner who had a sense of justice, he belt-whipped him and sent him to solitary confinement.
Practitioner Qu Hongxiang was held at the No. 2 Prison Area of the Tiebei Prison. Li Wenjun was the Head of the Prison Area and Tang Bing the Political Commissar. In the summer of 2002, because Qu Hongxiang stood firm in his belief in Falun Dafa and did not compromise, the 610 Office in collaboration with the prison Party Committee set up a deadline for transforming him. Authorities summoned the "personal cangues" of Qu Hongxiang to report to the office. At the time, these "personal cangues" were all having a shower. They rushed to the office half-dressed. The prison guards from the No. 2 Prison Area tried to find excuses to punish the inmates. They asked the "personal cangues," "When you were having a shower, who was able to watch Qu Hongxiang? Does this mean that you must be punished before you are able to watch Qu Hongxiang?" Then the prison guards sounded the bell for emergency assembly, which gathered together the more than 100 inmates of the prison area. The prison guards ordered these "personal cangues" to take off their underwear, which was the only thing they wore at the time, in front of all the inmates. When they were naked, they were ordered to bow and stick their buttocks up in the air. Then the prison guards used police batons to beat their buttocks until they were black and blue. The guards also incited the inmates' hatred for Mr. Qu and intentionally pushed his "personal cangues" to persecute him.
Under the intense pressure, the prisoners persecuted Qu Hongxiang like mad dogs. This method was also used in the winter of 2005, when the prison guards persecuted Shi Chengbin. The prison guards first gathered all the prisoners, fabricated lies to confuse their minds and then pushed them to torture Shi Chengbin.
In July 2002, practitioner Yin Lizhu was severely persecuted at Tiebei Prison. The prison authorities put pressure on warden Yu Hongfei, who refused to carry out the unlawful persecution. They threatened Yu Hongfei with the loss of his job if he could not force Yin Lizhu to renounce Falun Gong by the end of August 2002.
In order to protect his own interest, Yu Hongfei gave up his sense of justice to put pressure on the "personal cangues" who were assigned to watch Yin Lizhu. He threatened these "personal cangues" that if they failed to force Yin Lizhu to renounce Falun Gong, they would only get the minimum of mitigation points each month. These inmates intensified their persecution of Yin Lizhu and let Yin Lizhu sleep for less than three hours a day over four consecutive days.
