(Clearwisdom.net) Officers of the Yueyang City Jinpen Police Department in Hunan Province have for several years viciously persecuted Falun Gong practitioners, most of whom are in their 50s and 60s. They tortured 68-year-old practitioner Ms. Xin Jingwen to death.
The Persecution of Falun Gong Practitioners in the Yueyang General Petrochemical Works
Officers from the police department have never stopped illegally arresting, detaining, and sentencing practitioners from the Yueyang General Petrochemical Works. They have sent practitioners to forced labor camps or prisons, ransacked their homes, and extorted money from them since the persecution began on July 20, 1999.
One of their particularly cruel tactics is to tie a Falun Gong practitioner's thumbs together. Then they hang the practitioner up for a whole night with only his toes touching the floor. Following that, they use a rubber baton, a leather belt, or a metal rod to lash or beat or slash him, then shock him using electric batons. They also slap his face and kick him with their hard boots. They often take turns torturing a practitioner for several consecutive days and nights in an attempt to break the practitioner's will. In winter they force practitioners to stand outdoors for hours, allowing them to wear only a single layer of clothing. Moreover, they subject some practitioners to public humiliation by hanging a sign around their necks and humiliating them at public meetings.
In addition, the officers hold brainwashing sessions in the factory and detain 40 to 50 practitioners. They deliberately paint the rooms with toxic paint to poison the air practitioners have to breathe, almost killing them. As a result, practitioners can barely keep their eyes open. Many practitioners, if not all, have developed symptoms of dizziness and vomiting. During the brainwashing sessions, the officers often force practitioners to stand or kneel for a long time. The officers subject not only Falun Gong practitioners to torture, but also implicate the practitioners' family members, friends, and supervisors at work. For instance, they threaten the practitioners' work units, claiming they will withdraw their bonuses and remove the supervisors from their positions. They also threaten to fire the practitioners' family members from their job or have their wages stopped if they don't follow the orders of the authorities.
Practitioner Ms. Xin Jingwen was repeatedly tortured before she eventually died as a result of the torture. She had gone to Beijing in January 2001 to clarify the facts and appeal for Falun Gong, but was illegally arrested and held at a detention center. She suffered severe beatings in the police department. They tied her thumbs together, hung her up, and lashed her with leather belts. They forced her to lie on the floor, then they put a wooden stool on her legs, and stood on the stool. Ms. Xin was severely injured.
On February 18, 2004, while transferring Falun Gong materials, Ms. Xin Jingwen was taken into custody and detained at the same police department for three days. At 1:00 a.m. on March 3, 2004, six police officers broke into her home and took her away. They kept her in the detention center for more than 40 days, during which time they interrogated her three times but got no useful information. The police didn't release her until they had extorted 4,000 yuan from her adult children.
During the evening of April 28, 2004, several officers from the police department once again broke into Ms. Xin's home and took her away. On the morning of May 2, 2004, the police issued a statement saying that Ms. Xin Jingwen had died of heart disease. They intimidated her family members into admitting she died of illness; otherwise, they would have refused to let them hold a funeral and would have had all her children fired from their jobs. Ms. Xin's children agreed against their will. Fearing their crimes would be exposed, the police authorities sent ten police vans filled with officers to monitor the funeral and banned photo taking and the attendance of Falun Gong practitioners. But the facts cannot be covered up forever. While changing Ms. Xin's clothes, her children noticed that her face and ear were black, and there was a large black area on her back. Was Ms. Xin really beaten to death? Her children have photo evidence of the wounds.
The responsible individuals include: Sun Guanping, Jinpen Police Department deputy head; Li Wanyi, National Security Division head; and Chen Liangshi, National Security Division deputy head.
Practitioner Ms. Lu Yali is 51 years old. She is retired from the polyamide Fiber Factory at the Yueyang General Petrochemical Works. In December 2000, while on her way to Beijing to appeal for Falun Gong, officers from the police department intercepted her when her train arrived at Wuchang City. They held her illegally at a detention center and sentenced her to two years of forced labor. In July 2003, while distributing Falun Gong materials, Ms. Lu was once again illegally arrested and detained for 100 days. In March 2004, she was arrested again and held at a detention center. National Security Division head Li Wanyi led a group of police officers to beat her severely, leaving her bruised all over. As a result, she could not move for several days nor could she could swallow any water or food for the first three days. The evildoers sentenced her to three and a half years in prison in September 2004.
Mr. Zhou Zhenquan is about 66 years old. He is a retired worker from the Machine Manufacturing Factory at the Yueyang General Petrochemical Works. Police officers illegally arrested him, extorted money from him, and ransacked his home four times. One day, one of the officers handcuffed Mr. Zhou and dragged him by the handcuffs and walked him around the room. The handcuffs eventually cut deep into Mr. Zhou's flesh. Mr. Zhou was sentenced to two years of forced labor in 2003.
Practitioner Ms. Lu Ying is in her 20s. She works in the Resin Factory at the Yueyang General Petrochemical Works. While explaining the facts about the persecution of Falun Gong to her co-workers, someone reported her. Peng Guohui, the then security section chief, and police officer Zou Wenfeng let it be known that she was wanted. Ms. Lu and her mother (also a Falun Gong practitioner) decided to go into exile to avoid illegal arrest. They lived on the food offered by kindhearted people. In March 2004, while Ms. Lu was hanging a truth-clarifying banner on the street, officers arrested her and sentenced her to two years in prison.
Practitioner Ms. Li Jingui, 56 years old, is the wife of an employee in the Yueyang General Petrochemical Works. In March 2003, while posting Falun Gong materials in the factory's residential section, police arrested her. While in unlawful detention, one day the then police head Gong Jinghao led eight police officers--including Xiao Xiaofan from the 610 Office and policeman Xiao Yong--to beat Ms. Li. They beat her and kicked her with her head covered in clothing, so there would be no outward sign of gross abuse, but there would be severe internal damage. The group of police officers kicked her, stomped on her with their heavy boots, and beat her with a metal rod. Ms. Li was in so much pain that she rolled on the floor. The beating caused her whole body to swell up, lumps to form on her head, and hearing loss. She couldn't bend her knees for three or four months afterwards, even when she had to use the toilet. All the muscles in her body ached when touched. All her soft tissue was injured. She was later "illegally sentenced" to two years of forced labor.
Ms. Su Jingwen is 29 years old. Her parents work for the Yueyang General Petrochemical Works. She was sentenced to forced labor in 2001. In 2004, she was once again sentenced, this time to two years in prison. Her mother, Su Jinxiang, is 57 years old and was also sentenced to two years of forced labor in 2001.
Ms. Zeng Qingxiu is 56 years old. She used to be a police station political instructor in the Division of Public Security at the Yueyang General Petrochemical Works. In September 2004, a group of police officers led by Li Wanyi broke into her home in Beijing, illegally arrested her, and held her in the detention center for more than two months.
For the past eight years, ever since July 20, 1999, more than 100 Falun Gong practitioners have been illegally detained, 15 practitioners have been sentenced to forced labor ,and four practitioners have been sentenced to prison from the Yueyang General Petrochemical Works. More than 30 practitioners have been fined huge amounts of money--between 2,000 and 10,000 yuan each.
Karmic Retribution for Some Police Officers
It is the law of Heaven to reward good and to punish evil. A few of the police officers in the Yueyang City Jinpen Police Department have suffered retribution.
1. Sun Guanping, deputy police head, is in charge of the National Security Division and the 610 Office. He persecuted Falun Gong practitioners viciously while in office. In mid-July 2005 he drove his wife and son in a company car to visit his hometown in Changde City, Hunan Province, and had a car accident. His wife broke five ribs, and his son suffered fractures in his right hand and neck. Sun Guanping was in a coma until he was treated in a hospital emergency room.
2. Xu Zijia, Legislative Affairs Section chief of the police department. used to put together false accusations of Falun Gong practitioners who had been illegally arrested. This resulted in dozens of them being sentenced to prison or forced labor, being detained, and having money extorted from them. Xu Zijia and his mistress died of gas poisoning in March 2004.
3. Xiao Xiaofan, Political Security Section chief, viciously persecuted practitioners between 1999 and 2003. He arrested as many as 60 of them. While driving in May 2006, he killed a five-year-old boy, the son of a fellow police officer.
4. Li Wanyi is the former head of the National Security Division in the Jinpen Police Substation. One day at noon in June 2007, because he was driving drunk, he killed a female retiree of the Yueyang City Police Department in its residential compound and seriously injured a girl. Li Wanyi is now detained and waiting for a trial. He has already been removed from office.
Between 2004 and 2005, as the head of the National Security Division, Li Wanyi arrested more than 20 practitioners from the Yueyang General Petrochemical Works and eight practitioners from elsewhere in Yueyang City. Four of them were sentenced to prison, two of them were sentenced to forced labor, and more than ten of them were held in a detention center. It was Li Wanyi who led the group of police officers to beat practitioner Ms. Xin Jingwen to death. He also instigated other police officers to beat practitioner Ms. Lu Yali and leave bruises all over her. When practitioners were trying to clarify the facts about Falun Gong to him, he verbally abused them instead. Now he has suffered retribution.
5. Peng Guohui is the former Security Section chief in the Resin Factory at the Yueyang General Petrochemical Works. He has suffered retribution for persecuting Falun Gong practitioners, including Ms. Lu Ying. In 2005, he suddenly felt severe physical discomfort and became very tired. He is 6 feet tall and weighed 210 pounds, but his weight has dropped to 130 pounds, and he has not yet recovered.
