(Clearwisdom.net) Mr. Wei Quan, a practitioner from Chengguan Town, the Wuqing District, Tianjin City, was sentenced to three and a half years and has been imprisoned in Division 8 of Ward 8 in the Liyuantou First Prison in the Xiqing District, Tianjin City, for over six months.
His wife,Qin Guifang, went to every place she could think of, looking for him, but the authorities just ignored her. On May 16, 2007, the First Prison sent a letter to her, verifying her identity as a family member. After replying,she waited for further information about her husband, but to no avail.
On June 18, 2007, Mr. Wei's wife went to the First Prison to ask to see him, but her request was denied. On June 25, 2007, she once again went to see him. She waited from 8:00 a.m. and until 1:30 p.m. and finally got to see Wei Quan.
In the prison, four prisoners monitored him and were directed to "reform" him by force. Liu, the No. 8 Division head, said, "We're now 'reforming' Wei Quan." He also told Ms. Qin, "Next time you come, you will have to participate in 'reforming' him; otherwise we will cancel your visit."
Police from the Chengguan Township Police Station had arrested Wei Quan on November 16, 2006, and imprisoned him in the Wuqing District Detention Center. He had to be barefoot and did not get enough to eat--only two small steamed buns every day. He was severely tortured. His wife went to the detention center numerous times but was unable to see him.
On July 30, 2007, Ms. Qin went to see her husband again. The detention center closed the gate tightly, leaving only a small window for her to talk to the guard, who told her that Wei Quan had been sentenced and that he had appealed. He had also been transferred to the Second Detention Center in the Xiqing District, Tianjin City.
Wei Quan's wife then went to the court to inquire about his case. She asked why she wasn't notified of Wei Quan's sentence. The guard told her that Wei Quan was an adult, so it was not necessary to notify his wife. She asked if there was any paperwork concerning the case. The guard told her if she wanted paperwork she could go to the local government. Then he took off, still not telling her Wei Quan's whereabouts.
On April 4, 2007, his wife once again went to the Second Detention Center in the Xiqing District, Tianjin City, to look for Mr. Wei. The guards said that they did not have Wei Quan. Even after Ms. Qin repeatedly asked the guards to check for him, the guards did nothing.
Wei Quan held a persecution protest hunger strike while in the Second Detention Center. He was tortured and consequently suffered from high blood pressure, cardiac illnesses, and a stroke. He was in critical condition, but the Chinese Communist Party officials neither released him nor informed his wife of his situation. Wei Quan was transferred to a hospital to be "treated" but was actually further tortured. He was there for over 20 days. Before he had recovered, he was transferred to First Liyuantou Prison in the Xiqing District in Tianjin.
Wei Quan tried to call and also wrote letters, but his wife never received anything.
