(Clearwisdom.net) Practitioner Ms. Jiang Chunxiang from Yujiaraohe, Luocheng Street Office, Shouguang City, Shandong Province, was illegally arrested on June 13, 2007. Shouguang City Public Security Bureau forced her husband to sign a repentance statement and pay five hundred yuan. In addition, bureau chief Nie Zuokun detained her husband and locked him up in Shouguang City Detention Center.
Practitioner Ms. Chen Xiuyun, 60, from Qijiacun Village, Jitai Township, was arrested on June 14. She was then taken to the township hospital for a physical examination. The examination showed she had a fever and high blood pressure. However, the Jitai Township Police Station still reported her to the Shouguang City Public Security Bureau. Ms. Chen is now being detained by Nie Zuokun, chief of Shouguang City Public Security Bureau, at Shouguang City Detention Center.
Nie Zuokun was appointed Shouguang City Public Security Bureau chief in January 2007. Since he took this position, six practitioners have been illegally arrested, and with no due process, four have been sentenced to forced labor. Practitioners Mr. Zhao Faxin and Mr. Liu Zengxin were sentenced to one year of forced labor after one month of detention. Ms. Liu Sulan was sentenced to house arrest for one year after one month of detention. Mr. Sun Hongzhu was sentenced to one year of forced labor after one month of detention. Ms. Liu Guifen was fined 10,000 yuan and Mr. Chen Chengye was fined 1,500 yuan.
On March 25, 2007, the Party officials of Shouguang City held a conference in Wenquan Hotel; municipal Party secretary Liu Zhonghui used strong rhetoric to try to justify the persecution of Falun Gong. In addition, the city's political and legal Party secretary explained the measures used to persecute Falun Gong, especially the extent of their monitoring activities. They monitor access to international websites, distribution of fliers, meetings among practitioners, and material production sites. As a result of the conference, many practitioners were harassed, especially in the education area. On April 30, the municipal government sent out directives to the lower levels of government to persecute practitioners with specific measures, such as monitoring practitioners who have not been "transformed."
During his appointment, Nie Zuokun committed wrongdoing wherever he was. When he was in Beimeng, he was responsible for leading his subordinates to beat up several villagers. Among them, Zhu Lijie from Ligezhuang Village received a broken collar bone from Nie Zuokun and Mr. Zhang from Jiulongcun Village had his ear injured. When Nie was at Xiashan Reservoir, he had most of the practitioners in his area arrested and imprisoned.
In April 2001, Nie became the chief of Anqiu City Public Security Bureau. He has sentenced over 60 people to forced labor. For his self-interest, he has closely followed the Chinese Communist Party (CCP) and Jiang Zemin's regime to persecute Falun Gong practitioners. He has used his connections with some senior local officials to persecute good people and extort money for his own benefit.
Under his command, police from Anqiu Public Security Bureau are brutal to local residents. They randomly intercept vehicles and fine people. Former Party secretary of Anqiu City Li Benyao commented that Nie is head of the local bandits. In October 2006, he violated some financial regulations but bought his way out of the problem. At the end of 2005, the 16th annual "Shandong Province Top Ten Outstanding Youth" were announced and Nie Zuokun was unexpectedly named in a positive light, obviously due to his support for the government's persecution policy against Falun Gong. He was named, "The Anqiu City Public Security Bureau Party Secretary and Director who leads the work of the entire bureau, going beyond normal development, with a work model worth promoting in the national police system."
Since the CCP started the persecution of Falun Gong eight years ago, the severity of the persecution in Weifang City has been highest in the country. More than one hundred practitioners have died as a result of the persecution, twenty of them from Anqiu City. Nie Zuokun cannot evade his responsibility. As soon as Nie became the chief of Anqiu Public Security Bureau, a practitioner died as a result of being tortured, and this was the first case in Anqiu City up to that time. Ms. Guo Ruixue, from Anqiu City, was detained for appealing for justice for Falun Gong. Later on, she was arrested again for clarifying the truth about Falun Gong. She was held at the detention center and shocked with electronic batons all over her body, which resulted in blisters on her hands and face. She lost bladder control and was dying. In the summer of 2001, a couple of months after she was released, she died.
