Cao Liwei is the deputy police chief of Daqing City Police Department in Liaoning Province. He has been the chief criminal responsible for persecuting Falun Gong in Daqing over the last three years.
In March of 2004, Cao Liwei, at the age of 52, took up the post of Police Chief, and continued to execute the CCP's policy of persecuting Falun Gong. There are at least 12 Falun Gong practitioners, all good people who followed a high moral standard, that were persecuted to death. They include Yang Yuhua, Zhang Hongquan, Xu Jishan, Cui Shuping, Wang Chengyuan, Wang Hongde, Zheng Yansheng, Yu Qinglin, Li Zhi, Zhang Zhong, Zhou Shuhai and Jiang Pai (who was just killed by Daqing police).
On September 23, 2005, Cao Liwei colluded with the 610 Office and demanded that various police departments arrest Falun Gong practitioners across the whole city. A total of 200 police raided peoples' homes at 5:30 a.m., arresting 27 Falun Gong practitioners. During the "police" operation valuables were stolen, including computers, money, jewelery and clothing. The police did not show any warrants or identification or provide any verbal reasons.
Police departments involved include: Ranghu Road Branch Police Department, East Lake Branch Police Department, Tieren Branch Police Department, Longnan Branch Police Department, Chengfeng Branch Police Department, Developing Area Branch Police Department, New Village Dongan Branch Police Department, Longfeng Branch Police Department, Babaixiang Branch Police Department, Huizhan Branch Police Department and Wolitun Branch Police Department.
From April 21 to 26, 2007, Cai Liwei demanded that Daqing police arrest more than 20 Falun Gong practitioners. As a result many homes were searched and property was stolen. The Falun Gong practitioners arrested include: Chen Qingli, Lu Guilan, Yan Jiaohui (Lu Guilan's son), Liu Bo, Cao Fengqing (a retired teacher, 70 years old), Yin Guirong (68 years old, her printer and computer were stolen), Yang Jinfeng (51 years old), Liang Yahui (now released), Hong Lanying (now released), Hu Guizhi (now released), He Xiuying, Shi Baosheng, Li Chunying, Li Guixiang, Li Hui (escaped with righteous thoughts), Ren Xiuping, Zhou Wenyan, Chen Qi, Zhao Shukun, a practitioner named Yin, Jiang Pai and Liu Yanxia.
When the practitioners were arrested, a policeman openly asked for bribes, "Give me twenty thousand yuan or your car and I can release you at once." When shocked bystanders called the policeman a "rogue," he threatened them with arrest. Even a higher officer in Daqing Police Department said, "The Daqing police are unruly when they wear the police uniform; they run riot as long as they have a gun!"
The Daqing police led by Cao Liwei is cooperating with the underworld. They are connected to selling drugs, guns, counterfeit money, running brothels, and committing all sorts of crimes. They are the causes of real instability in the society.
Good is rewarded with good and evil with evil. All the leaders who persecuted Falun Gong in Daqing have suffered from retribution. Cao Liwei's predecessor Si Jiaxiang, who was the vice secretary of Daqing Party Committee and the main leader persecuting Falun Gong, died on July15, 2005.
Si Jiaxiang was on his way to Honggang District to attend the "finding projects, seeking development" presentation. The tire on his car suddenly blew out and he was thrown from the car window. He died on the way to the hospital.
Sun Yusheng was the former Chief of Daqing Police Department. During his reign Daqing police killed at least 12 Falun Gong practitioners. So Xun Yusheng continually suffered retribution. On the new year of 2004, Sun Yusheng was suddenly paralyzed in his office. He was diagnosed with rachitis. He suffers from a lot of pain and cannot sleep. He said, it's better to die than to suffer.
Cao Liwei also cannot escape from the retribution. He recently had an operation and just went back home. He cannot speak now. It is just the beginning of his retribution.
